    Tamil Nadu has formally entered a new phase of digital governance with the launch of SPRINT-1 under the STAR 3.0 registration system, introduced by the Chief Minister. This first action plan focuses on paperless, presenceless, and faster property and civil registrations, significantly reducing dependency on physical visits to Sub-Registrar Offices.

    STAR 3.0 is the upgraded digital backbone of the Tamil Nadu Registration Department.

    • Minimise physical presence
    • Eliminate repetitive paperwork
    • Standardise deed drafting and verification
    • Reduce manual discretion and delays

    Presenceless and Paperless Property Registration

    Under SPRINT-1, eligible transactions can now be:

    • Drafted online
    • Verified digitally
    • Paid for through online gateways
    • Digitally signed by the Sub-Registrar
    • Delivered electronically to the applicant

    For qualifying cases, buyers and sellers are no longer required to visit the Sub-Registrar Office.

    Identity verification is carried out using Aadhaar-based authentication (OTP or biometric), after which the registered document is issued digitally.

    SPRINT-1 introduces a Do-It-Yourself (DIY) deed creation system, where users are guided through structured questions instead of manual drafting.

    Property-Related Deeds

    • Sale Deed (select eligible categories)
    • Gift Deed
    • Settlement Deed
    • Simple Mortgage Deed
    • Release Deed (between co-owners)
    • Partition Deed (simple and undisputed cases)

    Power and Authorisation Deeds

    • General Power of Attorney (limited scenarios)
    • Special Power of Attorney
    • Revocation of Power of Attorney

    Lease and Usage Documents

    • Lease Deed (non-complex cases)
    • Agreement to Lease

    Important: Properties with disputes, court attachments, complex ownership history, or data mismatch are excluded from presenceless processing and may still require physical verification.


    Faster Registration for Resale Apartments

    For apartment resale registrations:

    • Parking, lift, and amenity details are digitally verified
    • Physical inspection is avoided when records match
    • Same-day return of registered documents is enabled in many cases

    This directly addresses one of the most delay-prone segments of urban property transactions.


    Instant Certified Copies and Digital Records

    SPRINT-1 allows:

    • Online application for certified copies
    • Server-signed digital copies issued within minutes
    • Easy access to registered documents, court orders, and loan-related records

    Physical collection is no longer mandatory.


    Improved Encumbrance Certificate and Property Search

    The upgraded search system enables:

    • Tracing documents across jurisdictional changes
    • Linking pre-registration and post-registration records
    • Searching by district, taluk, village, or registration number

    • Full online payment for registration services

    Through TNREGINET’s mobile app and WhatsApp services, users can:

    • Track registration status
    • Check guideline values
    • Download certificates
    • Receive alerts and updates

    Online Registration for Apartment Owners’ Associations

    Apartment Owners’ Associations under the Tamil Nadu Apartment Ownership Act can now be registered completely online, without district-level office visits.
