The State Housing and Urban Development Department issued the order following a budget session announcement during the 2025–26 Assembly. While the scheme was first introduced in May 2017 with a deadline of November 3, 2017, multiple extensions have followed—culminating in the latest order that removes any deadline altogether for most areas. For hill areas, however, the deadline has been extended till November 30, 2025.

💰 Regularisation Charges Based on Zone
The Tamil Nadu Regularisation of Unapproved Layouts and Plots Rules, 2017, provides zone-based fees:
- Village Panchayat / Town Panchayat: ₹30 per sq. meter
- Municipal Areas (Grade 1, 2, Special, Selection Grade): ₹60 per sq. meter
- Corporation Areas: ₹100 per sq. meter

🌳 OSR Norms Relaxed for Qualifying Layouts

- Either dedicate 10% of the unsold area as OSR
- Or pay a fee equivalent to 10% of the current guideline value of the unsold area

For layouts located in hill stations, the State has extended the application deadline till November 30, 2025, provided plots were sold before October 20, 2016. These changes were made via a 2020 GO and amended again recently to accommodate more residents.
