The Tamil Nadu government officially revised the implementation date for mandatory paperless registration covering four major family-related property documents—settlement, release, partition, and revocation of settlement deeds. Originally proposed to be operational by mid-October, the rollout date was moved to November 2, 2026.
Why Was the Date Postponed?
The primary reason for shifting the launch date is to allow the Department of Registration sufficient time to finalize backend software configurations, database linkages, and portal testing on the TNREGINET STAR 3.0 platform.
As about 5.4 lakh family arrangement deeds are registered across the state every year, authorities wanted to ensure a smooth, glitch-free digital transition that can handle high-volume submissions without disrupting citizens or sub-registrar offices.
Digital Tools and Safeguards Introduced Along with These Systems
To make these digital transitions secure and foolproof, the state has integrated several checks alongside online portals like TNREGINET.
Under the modernizing STAR 3.0 framework, systems now feature direct database integrations with government bodies such as the HR&CE Department and the Waqf Board to instantly flag lands barred from registration.
Furthermore, automated verifications cross-check death certificates and legal-heir records directly with issuing departments to block forged documents.
While paperwork moves online, mandatory physical checks—such as Aadhaar biometric authentication at the Sub-Registrar Office for family deeds—remain active to protect property owners against fraud.
How the Transition Period Works
Until the mandatory paperless online rollout takes full effect, property owners and families continue to use the standard SRO process, where documents are prepared through conventional channels and submitted at the Sub-Registrar Office. Once the official digital mandates go live, these transactions transition fully to the portal-based digital workflow to ensure a smoother, faster experience.
How the Digital Registration Workflow Operates
Under the digital portals like STAR 3.0 and TNREGINET, the entire workflow is handled digitally from start to finish, rather than drafting things offline first and just uploading them. Here is how it actually works:
- Direct Online Entry: You fill out all the details, party information, property surveys, and draft the document directly inside the online portal.
- Automated System Checks: The system instantly cross-checks things like government databases (like temple and Waqf lands) and previous encumbrances.
- Digital Authentication & Payment: Parties complete biometric verification (using UIDAI-approved scanners) and pay stamp duty/registration fees online through the portal.
- Digital Approval: Once everything checks out, the Sub-Registrar digitally signs the document, and it is sent directly back to your user login or WhatsApp without requiring physical paper.
↪For family deeds (starting November 2), the paperwork is entirely digital online, though you still make a brief physical visit strictly for biometric confirmation to prevent fraud.
↪For first-sales and bank mortgages, even that physical visit is removed (presence-less).
When it comes online then, these transactions will move completely to this seamless portal-based workflow without requiring traditional offline paperwork.
Status of Online Mortgage Registrations
While the mandatory paperless rollout for family property deeds like settlements and partitions requires a bit more time before going fully online, mortgage-related transactions have already transitioned to the digital framework.
Banks and financial institutions now process the Memorandum of Deposit of Title Deeds (MODT) and mortgage release documents electronically through the TNREGINET portal, allowing these financial charges to be handled online without traditional delays.
What Citizens Should Do Next
If you are planning a family partition, settlement, or release deed, use the extra time before November 2 to verify your documents, clear any title ambiguities, and keep your digital credentials ready for a seamless online experience.
