Tamil Nadu is expanding its digital property-registration system through two new stages announced in the Stamps and Registration Policy Note 2026–27.
From September 15, 2026, mortgage documents connected with loans provided by banks and Non-Banking Financial Companies (NBFCs) are scheduled to move to presence-less registration.
From October 15, 2026, specified family-related documents will have to be registered through the paperless system.
Which documents are covered?

Eligible parties may therefore be able to complete these registrations without appearing personally before the Sub-Registrar, subject to identity verification, document eligibility and the procedure prescribed through the STAR portal.
Are Presence-Less and Paperless Registration the Same?
No. Although both systems use digital technology, they do not necessarily provide the same facility.

In simple terms, paperless registration removes physical paperwork, while presence-less registration removes the need for a physical visit.
How is this different from the first phase?
Tamil Nadu introduced the first phase of presence-less registration on August 17, 2026. It primarily covered:
- First sale of plots by promoters or developers
- First sale of flats by builders
- Connected Deposit of Title Deeds for eligible bank-financed purchases
- Certain mortgage and receipt documents

The latest announcement goes further by providing separate implementation dates for common loan documents and family-property transactions.
What are the other proposed changes?
The policy note also announces several wider improvements to Tamil Nadu’s registration system:
- Establishment of 25 Model Registration Hubs
- Expansion of “registration from anywhere” to 100 Sub-Registrar Offices
- Initial registration hubs in Chennai, Chengalpattu and Coimbatore registration districts
- Direct integration of the STAR system with the HR&CE Department and Tamil Nadu Waqf Board
- Direct verification of death and legal-heir certificates with the departments that issued them
- Faster scanning and return of registered documents at high-volume offices
The HR&CE and Waqf integrations are intended to allow the respective authorities to update details of land barred from registration directly in the STAR system. However, the policy note does not specify when the hubs and these fraud-prevention integrations will become operational.
What does this mean for property owners?
The changes may reduce visits to registration offices and simplify eligible loan and family-property transactions. Digital verification may also help prevent impersonation, forged certificates and registration of restricted land.
However, paperless registration only changes how a document is registered. A digitally registered partition or settlement deed may still be challenged if an eligible legal heir was excluded or the executant lacked clear, transferable title.

Important clarification
The Stamps and Registration Policy Note 2026–27 was published on September 8, 2026. It specifies September 15 and October 15 for the two registration stages. However, no separate Government Order or implementation circular number is identified in the policy note.
