Instant Patta Transfers Simplified in Tamil Nadu

The Tamil Nadu government has streamlined the transfer of patta ownership for properties without subdivision requirements, making the process instantaneous through the integration of registration and revenue portals.

When a property, such as land or a house, is purchased and does not necessitate any alteration in land extent, the title is immediately updated on the online patta portal upon registration. The new landowner can download the online patta within minutes from TN E-Services by entering specific details like district, taluk, town/village, survey number, and sub-division, officials stated.

Post-registration, the new owner’s name is instantly reflected on the encumbrance certificate, viewable through the registration portal at TNREGINET. “Similarly, land buyers can view and download the online patta right after registration. This automatic transfer occurs only if the seller has an individual patta and the property extent remains unchanged,” explained Madhusudhan Reddy, Director of Survey and Settlement.

Reddy highlighted that approximately 85,000 documents are registered monthly at sub-registrar offices statewide, with around 33,000 not requiring subdivision. “During the registration process, text alerts are sent to buyers, and upon completion, a confirmation text alert for the title transfer is dispatched,” he added.

If sellers lack a patta, buyers must apply through e-seva centres, with approvals granted within 15 days. “For requests necessitating a property subdivision survey, revenue officials are instructed to complete it within 30 days,” Reddy continued.

The revenue department processes around three lakh patta applications monthly, with about two lakh pending statewide. Delays were previously due to a lack of surveyors and staff, but recent hires have enabled the setting of deadlines for processing patta requests, Reddy noted.

This initiative is poised to benefit individuals purchasing apartments or individual houses/land parcels from approved layouts, which typically do not involve property subdivision. Initially launched three years ago, the automatic land transfer initiative previously required several days for title changes due to the need for revenue authority approval. “With the current integration of registration and revenue portals, the scheme is now fully implemented across the state,” an official stated.

The patta document now includes a QR code for verification via the portal, and the online patta is legally valid without requiring official attestation.
