Online Property Registration Coming Soon in Tamil Nadu: First-Sale Plots, Flats and Bank Loan Documents to Go Digital

Online registration may make the process faster

Tamil Nadu property registration is moving into a new digital phase.

Tamil Nadu is moving further towards digital property registration through STAR 3.0, the upgraded online system of the Tamil Nadu Registration Department.

As part of this digital push, the department’s Anywhere Registration facility is expected to make selected property documents registerable online. This means eligible users can submit documents through the portal without depending fully on physical visits to the Sub-Registrar Office.

The latest update says this online facility will soon become mandatory for selected categories of property documents.

Anywhere Registration

This online registration move is part of Tamil Nadu’s larger STAR 3.0 digital registration upgrade.

STAR 3.0 was launched to make registration services more paperless, transparent and faster. The system focuses on reducing physical visits, improving digital verification, enabling online document submission, and delivering registered documents electronically.

In simple words, STAR 3.0 is the bigger digital system, and Anywhere Registration is one of the important services under this upgrade.

Anywhere Registration is a facility that allows eligible users to register selected documents online from any place and at any time.

This means the registration process will become more digital, more trackable and less dependent on repeated office visits.

Which Documents Can Be Registered Online?

At present, the facility is mainly for selected document categories.

1. First-Sale Deed of Plots

This applies to newly developed plots that are being sold for the first time.

For example, if a developer sells a newly approved layout plot to the first buyer, that document may come under this online registration category.

2. First-Sale Deed of Flats or Apartments

This applies to new flats or apartments sold by builders or developers to the first purchaser.

This will be useful for buyers purchasing newly constructed apartments directly from the builder.

3. Tamil Nadu Housing Board Sale Documents

Sale documents executed by the Tamil Nadu Housing Board are also included.

This may apply to TNHB plots, flats or housing units sold through official channels.

4. Mortgage Documents Related to Bank Loans

When a property is mortgaged for a bank loan, certain mortgage-related documents can be registered online.

This can help borrowers, banks and legal teams complete mortgage documentation in a more organised digital manner.

5. Receipt Documents Related to Bank Loans

Receipt documents related to bank loans are also included.

These are generally used when a loan is closed, settled or discharged, and the mortgage record needs to be updated.

Does This Apply to All Property Documents?

No.

This update does not mean that every property document can be registered fully online immediately.

For now, the focus is mainly on:

First-sale plot documents, First-sale flat or apartment documents, Tamil Nadu Housing Board sale documents, Mortgage documents related to bank loans, Receipt documents related to bank loans.

Ordinary resale sale deeds, gift deeds, settlement deeds, partition deeds, release deeds, lease deeds, powers of attorney and wills may not automatically come under this mandatory online registration system at this stage.

How Online Registration Will Be Done

The process is expected to work in a simple digital flow.

  • First, the applicant, builder, document writer, bank or lawyer creates an individual login on the Registration Department portal.
  • Then, the eligible document is prepared and submitted online with the required property, party and transaction details.
  • After submission, the document will be checked by the Sub-Registrar.
  • If the details are correct, the Sub-Registrar will approve the document digitally.

After approval, the registered document will be digitally signed and sent to the applicant’s login account. It will also be shared through WhatsApp to the registered mobile number. The user can later download the registered document from the portal.

Biometric and Technical Requirements

This system will not work with only a simple upload. Identity verification is a key part of the process.

Aadhaar details of the executants, claimants and witnesses must be uploaded. Verification will be done through biometric fingerprint or iris authentication linked to UIDAI records.

The department has also listed technical requirements such as:

Internet connection, UIDAI-approved biometric fingerprint device, Iris scanner, Webcam.

This means users may need proper digital support before they can complete the registration smoothly.

Who Will Benefit from Online Registration?

For buyers: It can reduce repeated visits to the Sub-Registrar Office and make first-sale plot or flat registration easier.

For builders and small developers: It can help manage first-sale plot and flat registrations in a more organised way.

For banks: It can make mortgage and receipt documents related to property loans easier to process online, reducing manual follow-ups between borrowers, banks and registration offices.

For lawyers and document writers: It creates a stronger need for accurate digital document preparation, because names, boundaries, survey numbers, title details, loan details and party information must be entered correctly..
