Tamil Nadu May Consider New FSI Concessions for Apartment Buildings

A 2,400 sq.ft. plot with six to eight homes is no longer unusual in Tamil Nadu’s growing apartment market. At present, when apartment buildings are constructed, the permissible floor area is generally linked to the size of the selected plot. The buildings may be allowed floor area up to two times the plot area, and in some places, based on road width and plot size, the permitted Floor Space Index may go up to 3.25 times.

As builders try to create more housing within limited land, the big question is: should FSI be increased, or should some common facilities be kept outside FSI calculation?

Authorities now appear to be considering the second route — and that could directly affect future apartment layouts, amenities and saleable space.

What Is Being Considered?

As the key proposal is not a direct increase in FSI, officials are reportedly considering whether certain parts of apartment buildings can be excluded from FSI calculation. This means some common-use facilities may not be counted as part of the permitted floor area.

The report specifically mentions possible exemptions for:

Yoga centres, gymnasiums, recreation rooms

These are common amenity spaces in apartment complexes. If these areas are excluded from FSI calculation, builders may be able to provide such facilities without reducing the floor area available for residential flats.

Why Is This Being Discussed?

The report says there were recommendations to increase FSI so that more homes could be built on smaller plots. However, officials reportedly opposed increasing the FSI ratio directly.

Because of this, the alternative being considered is to give concessions by excluding selected common areas from FSI calculation. In simple terms, instead of increasing the main FSI limit, the government may allow some extra facility areas outside the FSI count.

Existing FSI Exemptions

As per the current rule, some areas are already exempted from FSI calculation in apartment buildings. These include:

Security room, terrace lift machine room, and similar service-related spaces

Now, there is a demand to extend this exemption to more amenity spaces such as gyms, recreation rooms and yoga training rooms.

Maharashtra Model Being Studied

Maharashtra has issued/introduced the notification for FSI exemption for certain recreational facilities such as yoga centres, gyms and recreation rooms. Tamil Nadu officials are only studying or considering whether a similar concession can be brought here.

This is the important point: Tamil Nadu has not yet implemented this change based on the article. Officials are only exploring the method and waiting for government approval.

What It Will Mean If Brought Into Practice

If this proposal becomes an official rule, it could have a direct impact on apartment projects in Tamil Nadu.

For builders, it may allow more flexibility in planning apartment complexes. They may be able to include amenities like gyms, yoga rooms and recreation rooms without losing FSI area that could otherwise be used for flats.

For homebuyers, it could mean better common facilities within apartment buildings. Smaller apartment projects may also start offering amenities that were earlier seen mostly in larger gated communities.

For the real estate market, it may increase the effective usable area of apartment projects. Even if the official FSI number is not increased, excluding certain spaces from FSI calculation can indirectly increase the total usable built-up space in a project.

However, this also needs proper regulation. If such exemptions are misused, builders may show areas as amenity spaces on paper but use them differently later. Buyers should therefore check the approved building plan carefully before purchasing.

Why Buyers Should Pay Attention

FSI concessions can affect the final layout, common amenities, undivided share, parking arrangement and saleable area of an apartment project. A buyer should not simply rely on brochure claims.

Before buying an apartment, buyers should check whether:

  • The building plan is properly approved
  • The claimed amenities are shown in the approved plan
  • Exempted areas are legally permitted
  • Parking and common areas are clearly marked
  • The final construction matches the sanctioned plan.

Current Status

The Officials are studying ways to provide FSI exemption for gymnasiums, recreation rooms and yoga training centres in apartment buildings. They are also taking steps to increase the exemption limit for such areas in relation to the total building area. Orders may be issued only after government approval.
