Tamil Nadu cement makers receive major tax relief—but will the savings reach homebuilders?

Tamil Nadu’s cement manufacturers have received significant cost relief after the State’s ₹160-per-tonne Mineral Bearing Land Tax on limestone ceased to apply from August 22, 2026.

Since limestone is the main raw material used to manufacture cement, the development has raised an important question: Will cement prices now fall in Tamil Nadu?

Why Was the Limestone Tax Introduced?

In July 2024, the Supreme Court ruled that mineral royalty is different from tax and that State governments have the power to tax mineral rights and mineral-bearing land.

Following this judgment, Tamil Nadu enacted the Tamil Nadu Mineral Bearing Land Tax Act, 2024. The law was published in the Government Gazette in February 2025 and implemented in April 2025.

Under the law, cement manufacturers had to pay ₹160 for every tonne of limestone extracted in Tamil Nadu.

At the time, cement companies warned that this additional expense could increase cement prices. Dalmia Bharat estimated that the tax could cost the company around ₹130 crore annually and said it would try to pass the burden to customers.

What Has Changed Now?

Parliament passed the Mines and Minerals (Development and Regulation) Amendment Act, 2026, which came into force on August 22.

The amendment restricts State governments from independently imposing taxes or cesses on mineral rights and mineral-bearing land unless they follow conditions prescribed by the Central Government.

Following the amendment, Tamil Nadu-focused cement companies are no longer required to pay the ₹160-per-tonne limestone tax.

How Much Will Cement Companies Save?

Companies expected to benefit include Ramco Cements, India Cements, Dalmia Bharat and Chettinad Cement.

Industry estimates indicate that major Tamil Nadu-focused cement manufacturers could collectively save approximately ₹500 crore to ₹600 crore every year.

Ramco Cements disclosed that it had paid:

  • ₹171.78 crore during 2025–26
  • ₹79.07 crore during 2026–27 until the tax ceased

The company said the removal of the tax would reduce its operating costs and improve its profitability and cash flow.

Does This Mean Cement Will Become Cheaper?

Not immediately.

No cement manufacturer or government department has announced a State-wide reduction in the retail price of cement.

The ₹160 tax applied to one tonne of limestone—not to each cement bag. Based on Ramco’s reported average cost impact, the relief may work out to approximately ₹4 to ₹5 for a 50-kg cement bag. The exact benefit will differ between manufacturers.

Cement prices also depend on fuel, coal, packaging, transport, dealer margins, demand and competition. Companies may therefore use the saving to:

  • Reduce cement prices
  • Keep existing prices stable
  • Avoid a proposed price increase
  • Improve their profit margins without reducing retail prices

Market reports show that cement prices remained broadly unchanged during August 2026. Therefore, it is too early to claim that cement has already become cheaper.

What Should Homebuilders Do?

People planning to construct a house should not assume that every cement bag will automatically become cheaper.

Prices vary according to the brand, cement grade, location, quantity ordered and transport distance. Buyers should obtain quotations from multiple authorised dealers and compare bulk-order discounts before making a purchase.

The real impact of the tax removal will become clear only when cement manufacturers publish revised prices or dealers begin offering lower rates.

The Bigger Question

When the limestone tax was introduced, manufacturers warned that the additional cost could be passed to customers. Now that the tax has been removed, consumers have a reasonable question:

Will cement companies pass the saving back to homebuilders and construction projects?

For now, the tax relief is confirmed—but a retail cement price reduction is not.

Disclaimer: Cement prices vary by brand, grade, quantity, dealer and location. The information in this article is based on developments and available market reports as of August 27, 2026.
