Odisha Officials Visit Chennai to Learn Affordable Housing Strategies

A senior delegation from the Government of Odisha recently visited Chennai to study Tamil Nadu’s affordable housing systems and urban development strategies. The visit aimed to understand how Tamil Nadu successfully delivers large-scale housing projects for low-income residents while maintaining urban planning efficiency.

The delegation, led by Usha Padhee, Additional Chief Secretary of Odisha’s Housing and Urban Development Department included officials from:

  • Odisha Urban Housing Mission (OUHM)
  • Housing and Urban Development Department
  • Urban planning and policy teams

Their goal was to learn from Tamil Nadu’s housing model and replicate some elements in Odisha. They held discussions with officials from Tamil Nadu’s key housing and planning institutions.

This visit highlights how Tamil Nadu’s housing policies are increasingly becoming a benchmark for other Indian states seeking scalable housing solutions.

Departments and agencies they met

During the visit, the delegation held discussions with key Tamil Nadu urban development bodies:

  • Tamil Nadu Urban Habitat Development Board (TNUHDB) – responsible for slum rehabilitation and housing for economically weaker sections.
  • Chennai Metropolitan Development Authority (CMDA) – the urban planning body that regulates development across the Chennai Metropolitan Area.

They examined:

  • policy frameworks
  • project structuring methods
  • implementation strategies for large housing schemes.

Why Chennai Was Chosen for the Study Visit

Tamil Nadu is considered one of the best-performing states in India for affordable housing implementation, particularly for:

  • Urban housing for economically weaker sections (EWS)
  • Slum redevelopment
  • Large-scale housing schemes with global funding
  • Efficient housing boards and planning authorities

The Odisha delegation studied how these institutions coordinate planning approvals, land management, and housing delivery to ensure projects move from proposal to completion efficiently.

Focus on Large-Scale Housing Projects

During the visit, the officials reviewed the Tamil Nadu Housing and Habitat Development Project, which focuses on improving housing access for low-income communities. Odisha officials wanted to understand how Tamil Nadu delivers affordable housing at scale.

The programme includes:

  • Development of affordable housing units for economically weaker sections
  • Upgrading infrastructure in vulnerable settlements
  • Encouraging private sector participation in housing projects
  • Institutional reforms to strengthen housing governance

The project is supported by international financing, including assistance from the World Bank, which has helped expand housing programmes across Tamil Nadu.

Understanding Innovative Housing Financing Models

Another important aspect of the visit was to study Tamil Nadu’s Tamil Nadu Shelter Fund, a pioneering initiative designed to attract private investment into affordable housing.

The fund combines:

  • Government support
  • Institutional investors
  • Private developers

This public-private partnership model allows developers to build housing for low- and middle-income families while maintaining financial sustainability.

Such financing models are increasingly important as Indian cities face rising land prices and increasing demand for urban housing.

Lessons for Odisha’s Urban Development Plans

Odisha is currently experiencing rapid urban growth in cities such as Bhubaneswar, Cuttack, and Rourkela, creating an urgent need for structured housing policies.

Tamil Nadu is seen as a national leader in affordable housing because it combines three layers:

  1. Government construction programs (slum rehabilitation housing)
  2. Innovative financing models (Shelter Fund)
  3. International funding and policy reforms (World Bank programs)

Together, these systems help deliver housing for low-income urban residents at sc

By studying Tamil Nadu’s housing framework, Odisha aims to:

  • expand affordable housing supply
  • improve urban planning coordination
  • strengthen institutional capacity for housing delivery
  • attract investment into large housing projects.

Officials believe that adapting these models could help Odisha address the housing needs of urban migrants, industrial workers, and lower-income families.
