Thoothukudi is moving closer to becoming one of India’s major maritime manufacturing hubs, with the proposed ₹38,000 crore/USD 4 billion, Hyundai-backed shipbuilding project gaining renewed momentum after a high-level delegation from HD KSOE / HD Hyundai met Tamil Nadu Chief Minister Thiru C. Joseph Vijay at the Secretariat.

The proposed greenfield shipbuilding and heavy engineering complex is expected to involve an investment of nearly ₹38,000 crore / USD 4 billion and generate around 15,000 direct employment opportunities. If implemented at the proposed scale, the project could transform Thoothukudi into one of India’s most significant shipbuilding and marine engineering clusters.

Officials and Delegation Present at the Meeting

The meeting with the Chief Minister was attended by Industries Minister S. Keerthana, Chief Secretary M. Sai Kumar, senior officials from the Industries Department, SIPCOT, TIDCO and Guidance Tamil Nadu, along with executives from HD Hyundai’s global business division.

The HD KSOE delegation was led by Mr. Young Hoon Kwon, Director, Global Business, HD Korea Shipbuilding & Offshore Engineering.

Key Highlights from the Meeting

The meeting at the Secretariat focused on the progress of the proposed Thoothukudi greenfield shipbuilding cluster. HD Hyundai conveyed its eagerness to begin development activities at the earliest, while the Chief Minister assured the delegation of full administrative support and expedited clearances to facilitate implementation.

The development also comes shortly after Industries Minister S. Keerthana’s visit to South Korea, which was her first overseas official engagement since the formation of the new government. During the visit, she toured advanced shipbuilding facilities, observed modern production systems and held discussions on potential cooperation for the Thoothukudi project.

The proposed Thoothukudi Greenfield Shipyard reflects the growing India–South Korea maritime partnership and has the potential to create large-scale employment, attract global suppliers, support MSMEs and strengthen domestic shipbuilding capability.

Project Structure and Approval Status

HD Hyundai had signed an MoU with the Tamil Nadu government last year to explore the establishment of a modern shipbuilding complex in Thoothukudi.

To facilitate the development, the state has established a special purpose vehicle called National Shipbuilding & Heavy Industries Park Tamil Nadu Limited (NSHIP-TN). It is jointly promoted by SIPCOT and the V.O. Chidambaranar Port Authority.

The project has also received in-principle approval from the Directorate General of Shipping, which is an important regulatory milestone for the proposed greenfield shipbuilding cluster.

The facility is envisioned as an integrated shipbuilding and heavy engineering complex that can cater to both domestic and export markets. Apart from direct employment, it is expected to support the growth of ancillary industries, logistics services, marine component suppliers and engineering firms across southern Tamil Nadu.

Timeline of the Thoothukudi Shipbuilding Project

December 2025:
HD Hyundai / HD KSOE selected Tamil Nadu for its proposed mega shipbuilding cluster in Thoothukudi.

April 2026:
A tripartite MoU was signed between

HD Korea Shipbuilding & Offshore Engineering Co. Ltd. (HD KSOE)
National Shipbuilding & Heavy Industries Park Tamil Nadu Ltd. (NSHIP-TN)
Sagarmala Finance Corporation Ltd. (SMFCL),

for developing India’s first mega greenfield shipyard at Thoothukudi.

May 2026:
The Ministry of Ports, Shipping and Waterways highlighted the project as a major step under India’s shipbuilding push and Maritime Amrit Kaal Vision 2047.

June 2026:
Industries Minister S. Keerthana visited HD Hyundai’s shipbuilding facilities in South Korea and reviewed possible areas of cooperation.

17 June 2026:
HD KSOE executives met Tamil Nadu Chief Minister Thiru C. Joseph Vijay at the Secretariat to review progress and fast-track the project.

India-Level Policy Push Behind the Project

The Thoothukudi shipbuilding project assumes importance as India is working to expand domestic shipbuilding capacity, reduce dependence on foreign shipyards and build a stronger maritime manufacturing ecosystem.

The project fits into India’s larger Maritime Amrit Kaal Vision 2047, which aims to place India among the world’s top five shipbuilding nations. India has targeted annual shipbuilding output of 4.5 million Gross Tonnage (GT) by 2047, while the proposed Thoothukudi facility alone is expected to have a capacity of around 2.5 million GT per year.

The project is also aligned with India’s wider shipbuilding policy push, including support for greenfield and brownfield shipyard development, maritime financing, skilling, advanced manufacturing and green shipping technologies.

Expected Real Estate Impact in Thoothukudi

If the project moves into execution, Thoothukudi’s real estate and industrial land market could see strong long-term demand. The biggest impact is likely to be seen in port-linked industrial zones, SIPCOT areas, logistics corridors and worker housing belts.
