In a significant policy move, the newly formed Tamil Nadu Cabinet, chaired by Chief Minister C. Joseph Vijay, has officially decided to cancel the ₹2,100 crore Thiruvanmiyur–Uthandi elevated corridor project.

The proposed 14.2 km, four-lane elevated highway along the East Coast Road (ECR) was heavily promoted as the ultimate solution to South Chennai’s traffic bottleneck. It was planned from near the Lattice Bridge Road junction in Thiruvanmiyur to Uthandi, with ramps at important locations such as Neelankarai and Akkarai.

However, following intense political scrutiny and major allegations of corruption, the state government has officially pulled the plug on this mega-infrastructure initiative.

The Original Blueprint: What Was Planned?

First announced during the 2025-26 state budget, the elevated road was designed to completely bypass the agonizing traffic jams that plague South Chennai.

FeatureProject Specifications
Total Length14.2 km (Thiruvanmiyur to Uthandi)
Estimated Budget₹2,100 Crore
Structure4-Lane Elevated Highway (17.25m wide)
Projected Travel TimeReduced from 60 minutes to 15–20 minutes
Key Junctions Bypassed13 junctions (including Kottivakkam, Palavakkam, Neelankarai, and Akkarai)
Funding ModelHybrid Annuity Model (HAM)

The corridor was supposed to feature five strategic entry and exit ramps (including at LB Road Junction, Neelankarai, and Akkarai) to allow local residents easy access to the tollway.

The Sudden Halt: Soil Testing Was Underway

What makes the cancellation so dramatic is how close the project was to starting full-scale construction. Former Chief Minister M.K. Stalin laid the foundation stone for the expressway on February 26, 2025.

According to highly reliable sources, preliminary work—including extensive soil testing and geological survey operations—was actively underway and progressing at full swing when the cabinet ordered an immediate halt to all operations. Workers and machinery on the ECR stretch have now been recalled following the decision.

Why the Cabinet Cancelled the ECR Project

The reports from reliable sources state that, the decision to shelve the project was driven by persistent opposition and internal reviews pointing to massive financial irregularities:

  1. 50% Cost Inflation Allegations: Opposition parties, including PMK leader Anbumani Ramadoss, alleged that nearly 50% of the project’s valuation was inflated.
  2. Rejection of Lower Bids: The contract was awarded to Hyderabad-based KNR Constructions for approximately ₹2,100 crore. However, a competing bidder, Madhya Pradesh-based Dilip Buildcon, had reportedly offered to complete the exact same project for roughly ₹1,400 crore—amounting to a ₹700 crore difference.
  3. Disproportionate Cost per Kilometer: At an estimated ₹157.89 crore per kilometer, the ECR project was significantly more expensive than comparable national highway projects. For instance, NHAI’s six-lane elevated corridor from Maduravoyal to the Outer Ring Road costs around ₹147 crore per kilometer.

Following today’s cabinet meeting at the Chennai Secretariat, the government finalized the cancellation.

This move matches the administration’s ongoing efforts to clean up state projects, having recently cancelled several high-profile contracts within both the Chennai Corporation and the state Transport Department.

What Lies Ahead for ECR Traffic?

With the elevated road project shelved, the burden of managing East Coast Road traffic will fall back onto standard widening projects. The local administration is prioritizing the near-complete six-laning project of the 9.2 km stretch between Thiruvanmiyur and Akkarai. While this will provide relief to local lane traffic, commuters looking for a seamless, long-distance bypass out of South Chennai will have to wait for the state to present a restructured, transparent infrastructure plan.

A Shift in Real Estate Dynamics

The announcement of the elevated highway had previously driven speculative real estate interest along the ECR toward Mamallapuram and Pondicherry. While the cancellation might temporarily cool down skyrocketing land rates, ECR remains a highly premium residential market due to its scenic coastal view and proximity to the OMR IT corridor. Developers are now shifting their focus back to standard road-widening completions and local arterial connections.

Real Estate Reality Check: Don’t Buy the Infrastructure Hype

The sudden cancellation of the ECR elevated corridor serves as a crucial reminder for property buyers and investors: never purchase land based solely on speculative infrastructure hype. Mega-projects look highly appealing on blueprints, and developers frequently leverage these announcements to artificially inflate nearby land prices long before a single brick is laid. Before committing your hard-earned money to high-priced plots, it is critical to conduct thorough due diligence.

Tools like PriceMap by LandLens make this verification seamless by offering an interactive heatmap with access to over 25 years of registered property transaction data across Tamil Nadu. By checking true historical sale prices, buyer-seller details, and local price-per-square-foot trends, you can easily verify the fair market value and ensure you are paying for the land’s actual worth rather than a speculative future that may never materialize.
