People across social media and local news networks began connecting the dots to a separate major state announcement: the plan to build a massive new Assembly-cum-Secretariat complex spanning about 26 acres in the Pattinapakkam (Foreshore Estate) area along Marina beach. Because the old residential quarters sat right within or near that proposed development zone, rumors quickly spread that the government was using the demolition as a sudden, forceful tactic to clear land for the new mega-project.

The official clarification issued by the Tamil Nadu Fact Check Unit (TNIID) addresses social media rumors and political speculation surrounding the demolition of old Tamil Nadu Housing Board (TNHB) quarters in Pattinapakkam, Chennai.

Here is everything you need to know, explained simply—including the exact timeline of the court battles, safety reports, and housing details.

Why Are the Buildings Being Torn Down?

The main reason these buildings are coming down is pure safety:

  • They are very old and weak: These 96 homes were built way back in 1968. After nearly 60 years of facing salty sea air and coastal weather, the concrete has crumbled, iron rods have rusted, and the structures are severely damaged.
  • Top experts said so: A team of expert engineers—including specialists from Anna University and IIT-Madras (CUBE)—inspected the apartments. They officially declared that the buildings are structural hazards and recommended full demolition to prevent any tragic accidents.

Timeline of Court Proceedings

Some residents went to court to fight the eviction, leading to a multi-year legal journey through the High Court and the Supreme Court:

  • July 2022: The TNHB Pattinapakkam MIG Resident Welfare Association filed a case (W.P. No. 17802 of 2022) to stop immediate eviction. The court gave temporary relief but said individual occupants had to file separate cases.
  • TNHB increased the rent following a government order that reflected higher rents in the area. The board had also asked occupants to pay their unpaid rent and vacate the unsafe buildings.
  • January 4, 2024: Justice S.M. Subramaniam dismissed a group of petitions against rent increases and other TNHB actions. The court directed them to clear the rent arrears within two weeks of receiving the order. If they failed, TNHB could take legal steps to evict them and recover the money.
  • April to June 2024: Residents filed appeals (W.A. Nos. 1250 and 1252 of 2024). The High Court granted temperory conditional stay protecting residents from immediate eviction, provided they deposited 50% of the disputed enhanced rent by June 3, 2024. The court explicitly noted that this protection would not apply if structural integrity reports proved the buildings were dangerously worn out.
  • Mid-2025 to Early 2026: Courts heard several individual petitions and contempt applications. They noted that some occupants had not paid rent or followed the conditions for alternative housing. In February 2026, fresh petitions seeking to delay the process were dismissed.
  • August 31, 2026: A two-judge bench of the Madras High Court dismissed the residents’ appeals because they had not met the rent payment conditions. The court confirmed that unsafe buildings had to be cleared and they set the final deadline to vacate.
  • October 15, 2026: Residents approached the Supreme Court through a Special Leave Petition (SLP). The Supreme Court dismissed it, bringing the legal challenges to an end and leaving the eviction decision in place.

What’s happening right now: With the courts and safety experts giving the final green light, the government officially has invited construction companies on November 2, 2026, to submit bids to tear down the old buildings. This is just the final step of following the law and safety rules—it is not a sudden plan to kick people out just to make space for a brand-new government project.

What About Alternative Housing for Residents?

During the legal process, the question of where displaced families would go became a major point of discussion:

  • Board-Managed Units: State officials confirmed that alternative housing units managed by the TNHB were made available to eligible occupants so long-standing families wouldn’t be left stranded.
  • Disputes: While the government maintained that proper alternative options were provided under administrative rules, resident groups raised grievances about allocation details and eligibility, which fueled part of the legal battles.

The Government’s Main Message

The government wants everyone to know that this isn’t a random move or a sudden plot. The eviction is strictly about keeping people safe from dangerously crumbling buildings, and every single step has been carried out legally following orders from the highest courts in the country.
