Digital First-Sale Registrations to Save Time, Cut Delays, and Reduce Corruption
Tamil Nadu’s Registration Department is preparing for a major digital leap in property registration. A new presenceless system will soon allow buyers and developers to complete first-sale registrations without visiting sub-registrar offices (SROs).
The initiative, expected to roll out by the end of this year, will begin as optional but will gradually become mandatory in phases.
Why the Change?
Every year, Tamil Nadu registers nearly 36 lakh property-related documents across its 582 SROs. With limited space, poor infrastructure, and high footfall, most SROs struggle to manage the volume of transactions.
By moving registrations online, the government aims to:

- Save time for buyers and developers

How the Presenceless System Works
Under the proposed model:
- Sellers and developers will upload applications and documents online.
- SRO officials will verify and approve documents remotely.
- Aadhaar-based iris and fingerprint authentication will be mandatory.
- Developers will need to procure biometric and iris scanners to access the system.
The department will also provide dedicated software to major developers and builder associations to ensure smooth adoption.
Current Digital Initiatives
This move builds on Tamil Nadu’s earlier digital efforts, including:
- Online registration of Memoranda of Deposit of Title Deed (MODs)
- Receipt deeds
- Short-term residential lease deeds (up to 5 years)
Currently, only around 30,000 MODs and receipt deeds are processed online annually — a small fraction compared to the state’s total transactions.
Concerns and Safeguards
While the initiative promises convenience, critics have flagged potential risks:
- Fraud and manipulation if safeguards are not robust
- Document integrity issues, especially with disputes already pending in courts
- Dependence on Aadhaar infrastructure and biometric accuracy
The Registration Department has studied similar models in Madhya Pradesh and is working on additional safeguards to ensure safety and trust. Discussions are also underway with banks to make MODs and receipt deeds mandatorily presenceless in the future.
