Tamil Nadu has announced a major development programme for Global Capability Centres along three important Chennai employment corridors. The plan combines better shared infrastructure with enhanced Floor Space Index (FSI) for eligible GCC campuses.
Industries Minister S. Keerthana announced the programme during the Tamil Nadu Assembly proceedings on August 25, 2026.
Which Chennai corridors are covered?
The Tamil Nadu Global Capability Centres Corridor and Development Programme will cover:
- Rajiv Gandhi Salai, commonly known as OMR
- Pallavaram–Thoraipakkam Radial Road
- Mount-Poonamallee High Road
These roads already connect major IT parks, corporate offices and employment centres across south and west Chennai.
What does higher FSI mean?
FSI decides how much floor area can be constructed on a land parcel.
For example, a plot with an FSI of 2 can generally have twice its land area as permissible FSI-covered construction. If the allowed FSI is increased, an eligible campus may be able to build more office space on the same land.
However, higher FSI does not automatically guarantee a taller building. The final building height will still depend on road width, setbacks, fire-safety rules, parking, aviation restrictions and planning approval.
The government has not yet announced the proposed FSI increase.
What infrastructure could be improved?
The government has said that common and shared infrastructure will be strengthened along the three corridors.
This may eventually cover roads, junctions, public transport access, pedestrian facilities, stormwater drains, water supply, sewerage, electricity and digital connectivity. However, the exact projects, costs and completion timelines have not yet been disclosed.
Will every property along these roads receive higher FSI?
No such benefit has been announced for every property.
The government has specifically referred to “eligible GCC campuses.” This suggests that the additional FSI may be limited to qualifying corporate campuses or office developments.
Residential plots, apartments and ordinary commercial properties should not assume that they will automatically receive higher FSI simply because they are located on OMR, Radial Road or Mount-Poonamallee Road.
