Tamil Nadu’s Big Move for GCC Investments

The Tamil Nadu government has unveiled ‘GCC One’, a dedicated single-window clearance system designed to fast-track approvals for Global Capability Centres (GCCs). Announced by Industries Minister T. R. B. Rajaa at the GCC Next Summit 2025, this initiative aims to remove bureaucratic bottlenecks and position the state as a prime destination for global firms setting up high-value operations in IT, finance, R&D, and shared services.


Four New GCC Hubs Beyond Chennai

On August 7, 2025, the government announced the creation of four new GCC hubs in Coimbatore, Madurai, Tiruchirappalli, and Vellore—marking a decisive step toward decentralising the GCC ecosystem. While Chennai remains the flagship hub, accounting for 85% of GCC units and 90% of the workforce, the hub-and-spoke strategy is designed to expand opportunities into Tier-2 cities.

The rollout is backed by the Tamil Nadu GCC Policy (2024-27), offering payroll subsidies, infrastructure support, and incentives for innovation labs and R&D centres.

  • Coimbatore is emerging as South India’s next GCC hotspot, with CBRE citing its education base, cost advantage, and strong global interest.
  • Madurai already houses over 300 tech and BPM firms and benefits from the ₹11,000 crore Madurai–Dindigul–Virudhunagar–Theni Industrial Corridor.
  • Tiruchirappalli and Vellore are attracting GCC interest thanks to academic institutions and a ready tech talent pool. Vellore, in particular, draws from VIT and CMC, making it appealing for healthcare and engineering GCCs.

The government says these hubs will be primed to attract both Fortune 500 companies and mid-market enterprises, creating a broader digital and R&D footprint.


International Outreach: From Chennai to Silicon Valley

The state will soon open a Guidance Tamil Nadu office in Silicon Valley, acting as a bridge for U.S.-based firms. The move is part of a wider international push that also includes forging partnerships with UK companies under the India–UK free trade agreement, with a focus on renewable energy, R&D, and education.


AI Reshaping GCC Jobs

Industry leaders warn that AI adoption will reduce entry-level roles, concentrating hiring on domain specialists. Tamil Nadu’s capital added 95,000 new GCC employees between FY19 and FY24, reaching a total of over 2,13,000 employees. With India now home to 174+ Fortune Global 500 GCCs, competition among states to secure new investments is intensifying.


Impact on Real Estate

The GCC One initiative, combined with the expansion into Tier-2 hubs, is poised to drive demand for commercial real estate in both Chennai and emerging cities like Coimbatore and Madurai. High-value jobs typically trigger mid-to-luxury housing demand, boosting rental yields and property values in targeted growth corridors.
