CPRR Last Stretch: Singaperumal Koil–Poonjeri Stretch Tender Cancelled

A major road project connecting GST Road to ECR hits a temporary speed bump—here is what you need to know!

If you have ever been stuck in bumper-to-bumper traffic trying to get from GST Road to the scenic East Coast Road (ECR), you know the struggle is real. The Tamil Nadu Road Development Company (TNRDC) has been working on a massive project to solve this exact problem: the Chennai Peripheral Ring Road (CPRR).

However, plans for a key piece of this puzzle—Section V—have just hit a sudden plot twist. TNRDC recently canceled (or “annulled”) the official tender for this stretch.

Let us break down what happened in plain and simple terms!

What is Section V of the CPRR?

Section V is a crucial 27-kilometer stretch designed to connect Singaperumal Koil on GST Road directly to Poonjeri on ECR.

Instead of forcing heavy trucks and daily commuters to squeeze through narrow city roads, this project promises a smooth 10-lane super-highway (6 main express lanes plus 2-lane service roads on each side). It even includes a nearly 2-kilometer-long flyover to zoom past busy intersections!

Why Was the Tender Canceled and Who Was Awarded the Contract?

To be clear: no company was ever formally awarded the contract before the cancellation.

While top infrastructure firms like KNR Constructions Ltd. (who emerged as the lowest bidder/L1 for major packages), Larsen & Toubro (L&T), and Ramalingam Construction Company submitted technical and price bids, TNRDC never issued an official Letter of Acceptance (LoA).

Don’t panic—the project isn’t canceled forever! TNRDC officially called off the current tender citing “administrative grounds.”

In simple terms, this usually means the government needs to tweak the paperwork, adjust the contract rules, or fix fine details behind the scenes before picking a company to build it. Once these administrative hiccups are cleared, a fresh tender will be floated to get construction back on track.

When Will the Tender Be Re-Floated and Awarded?

TNRDC has not published a specific fresh date yet, but based on standard procurement procedures:

  1. Re-Tender Notice: Expected in late 2026 or early 2027 once administrative details and JICA guidelines are updated.
  2. Bidding & Evaluation: Bidders will be given 45 to 60 days to submit fresh bids, followed by a 30-day evaluation period.
  3. Contract Award: If the fresh bidding goes smoothly, the contract is likely to be signed around Q2/Q3 2027.
  4. Completion: With a standard 2-year construction timeframe, the road is targeted to open around 2029.

What About the Rest of the CPRR Highway?

The CPRR is a giant 133-kilometer ring road surrounding Chennai, and work on other parts is still moving full steam ahead:

  1. Ennore Port to Thatchur (Section I): Actively being built under JICA funding.
  2. Thatchur to Sriperumbudur (Sections II & III): Funded by the Asian Infrastructure Investment Bank (AIIB) and OPEC Fund.
  3. Sriperumbudur to Singaperumal Koil (Section IV): Main construction is finished and currently being upgraded into an access-controlled expressway.

What Comes Next?

While drivers will have to wait a little longer for a direct, traffic-free bypass between GST Road and ECR, Section V is far from dead. Once TNRDC finishes updating its project terms, a new builder will be chosen to bring this high-speed corridor to life.
