<p class="wp-block-paragraph">A house that once stood three steps above the street may now be level with it. After another round of road re-laying, its entrance may even sit below the road.</p>



<p class="wp-block-paragraph">The house has not sunk. The road has risen.</p>



<p class="wp-block-paragraph">This is happening when contractors place new asphalt, concrete, wet mix or paver blocks over an existing road without removing enough of the old surface. Over several re-laying cycles, even small increases can leave houses, shops, schools and drains below street level.</p>



<h2 class="wp-block-heading">Why must a road be milled before relaying?</h2>



<p class="wp-block-paragraph">Milling is the process of removing a controlled thickness of the existing road surface before laying a new layer.</p>



<p class="wp-block-paragraph">If a 40 mm surface is being added, engineers may remove a suitable portion of the existing layer first, depending on the approved road design. This helps renew the road without unnecessarily increasing its final height.</p>



<p class="wp-block-paragraph">The Greater Chennai Corporation’s official Roads Department page says that its bus route roads are milled to ensure that road height does not increase. The Tamil Nadu government has also recognised and funded cold-milling machinery for Chennai road works for more than a decade.</p>



<p class="wp-block-paragraph">The problem, therefore, is not a lack of engineering knowledge. <strong>It is poor execution and inadequate monitoring.</strong></p>



<h2 class="wp-block-heading">The High Court case that warned contractors</h2>



<p class="wp-block-paragraph">One of the most important proceedings was <strong>Mayiladuthurai Chamber of Commerce v. District Collector, W.P. No. 1963 of 2020</strong>.</p>



<p class="wp-block-paragraph">The case concerned Pattamangalam Street in Mayiladuthurai. The petitioner wanted the authorities to scrape and level the existing road before re-aying it so that the street would not rise above nearby houses and shops.</p>



<p class="wp-block-paragraph">During the proceedings in February 2020, a Madras High Court bench comprising Justices N. Kirubakaran and P. Velmurugan strongly criticised the practice of re-laying roads without milling.</p>



<p class="wp-block-paragraph">The court observed that indiscriminate relaying makes roads rise while buildings appear to go down. This can cause rainwater to enter houses, obstruct drainage and create flooding.</p>



<ul class="wp-block-list">
<li><strong>The bench said contractors who failed to mill or scrape roads before relaying should be identified and blacklisted</strong>.</li>



<li>It also suggested informing the public about road contracts so residents could report work being carried out without milling.</li>
</ul>



<p class="wp-block-paragraph">This was a serious warning: <strong>failure to follow the approved relaying method could expose contractors to blacklisting and officials to accountability.</strong></p>



<p class="wp-block-paragraph">However, there is an important legal distinction. The blacklisting statement was made during the 2020 proceedings. The petition was finally disposed of in July 2024 after the court noted that the sanctioned work estimate already included picking and removing the existing bituminous surface and levelling the road.</p>



<p class="wp-block-paragraph">Therefore, contractors are not automatically blacklisted every time someone alleges that milling was not performed. The violation must be established and the applicable tender conditions and legal procedures must be followed.</p>



<h2 class="wp-block-heading">Tamil Nadu’s 2021 road-level direction</h2>



<p class="wp-block-paragraph">In May 2021, then Chief Secretary V. Irai Anbu directed the Highways Department to use milling while improving roads inside corporations, municipalities and town panchayats.</p>



<p class="wp-block-paragraph">The reported direction said:</p>

<p class="wp-block-paragraph">“Under no circumstances, the road surface in the corporations, municipalities and town panchayat limits shall be enhanced.”</p>

<p class="wp-block-paragraph">The direction applied to Highways Department works within urban local-body limits, not automatically to every road maintained by every authority in Tamil Nadu.</p>



<p class="wp-block-paragraph">Nevertheless, the government’s intention is clear: road improvement should not unnecessarily increase road height and put surrounding properties at risk.</p>



<h2 class="wp-block-heading">Five years later, complaints continue</h2>



<p class="wp-block-paragraph">In August 2026, Arappor Iyakkam released a citizen-led road-height audit based on submissions from 157 participants.</p>



<p class="wp-block-paragraph">The audit reported problems at:</p>

<li>245 locations across Tamil Nadu</li>



<li>42 locations in Chennai</li>



<li>203 locations elsewhere in the state</li>

<p class="wp-block-paragraph">The audit is not a professional topographic survey, so it cannot independently establish the exact historical rise of every road. But the number of complaints shows that this is not an isolated problem.</p>



<h2 class="wp-block-heading">How raised roads increase flood risk</h2>



<p class="wp-block-paragraph">Raised roads are not the only cause of urban flooding. Heavy rain, blocked drains, inadequate stormwater systems, development over waterways and local terrain also play major roles.</p>



<p class="wp-block-paragraph">However, the road-to-house level can decide whether street water enters an individual property.</p>



<p class="wp-block-paragraph">When the road rises above the house entrance:</p>

<p class="wp-block-paragraph">The attractive location shown in a property advertisement may be only one part of the story. The exact survey field could be near a marsh, tank, canal, river, distributary channel or other low-lying area that collects water.</p>

<h2 class="wp-block-heading">Chennai, locality by locality</h2>



<p class="wp-block-paragraph">A district figure cannot tell a buyer whether a particular street or survey number is exposed. VRE therefore measured the flood-inundation layer within a <strong>2 km radius from the centre of selected Chennai localities</strong>.</p>



<p class="wp-block-paragraph"><strong>This is a circular study area, not an official ward boundary.</strong> The same method was used for every locality so that the figures can be compared consistently.</p>

<h2 class="wp-block-heading"><strong>The 2015 Chennai Floods</strong></h2>



<p class="wp-block-paragraph">During a powerful El Niño in late 2015, coastal Tamil Nadu suffered severe flooding. On December 1, parts of Chennai received nearly 494 mm of rain in just one day—the heaviest rainfall the city had seen in over 100 years. </p>



<p class="wp-block-paragraph">The flood waters covered <strong>Chennai, Kancheepuram, and Tiruvallur</strong> (three of the seven districts mentioned above) and affected over 4 million people. <h3 class="wp-block-heading"><strong>How El Niño Fits In</strong></h3>



<p class="wp-block-paragraph">El Niño did not cause this single flood on its own, and scientists cannot predict a specific flood months before it happens.<strong> However, strong El Niño patterns make heavy rain much more likely during the northeast monsoon in this region</strong>. The 2015 floods showed just how severe that rain can get.</p>



<h2 class="wp-block-heading">Property documents may not reveal flood risk</h2>



<p class="wp-block-paragraph">A flood-inundation zone is not an encumbrance, charge, or title defect.</p>



<ul class="wp-block-list">
<li>Encumbrance Certificate shows transactions, not terrain.</li>



<li>Patta/chitta show ownership and classification, not flood risk.</li>



<li>Sale deed may not mention flooding.</li>



<li>Layout approval doesn’t ensure flood safety.</li>
</ul>



<p class="wp-block-paragraph">So a plot can look legally clear but still lie in a flood zone. Flood risk must be checked separately using spatial data.</p>



<h2 class="wp-block-heading"><strong>Data Methodology and Map Limitations</strong></h2>



<p class="wp-block-paragraph">To ensure total accuracy, Tamil Nadu’s 16,222 flood zones were merged without duplicate counts and measured using a precise grid system (UTM Zone 44N). Flood exposure was calculated as a percentage of each district&#8217;s total size, allowing fair comparisons—like Nagapattinam (47%) and Chennai (36%)—with less than 0.1% total margin of error against official state area figures.</p>



<p class="wp-block-paragraph">However, because maps use 200-meter resolution blocks, checking a single coordinate can be misleading:</p>



<ul class="wp-block-list">
<li><strong>Mudichur:</strong> A single-point check returned &#8220;safe,&#8221; yet <strong>55.1%</strong> of the surrounding land (within 2 km) is flood-prone.</li>



<li><strong>Tambaram:</strong> A single point showed &#8220;safe,&#8221; but <strong>33.0%</strong> of the surrounding area is at risk.</li>
</ul>



<p class="wp-block-paragraph">Checking one specific plot coordinate is only an initial screen—always analyze the wider surrounding area to evaluate true flood risk.</p>



<h2 class="wp-block-heading">Seven questions to ask before signing</h2>



<ol class="wp-block-list">
<li><strong>What is the exact survey number?</strong><br>Check whether any portion of the survey field intersects a mapped flood-inundation zone. Do not rely only on the locality name.</li>



<li><strong>What is the property’s elevation?</strong><br>Compare the plot or building level with the road, neighbouring properties and nearby water channels.</li>



<li><strong>Where does rainwater leave the area?</strong><br>Locate the nearest tank, canal, river or stormwater channel and understand what happens when it becomes full.</li>



<li><strong>Was the land raised with filled earth?</strong><br>Ask about the natural ground level and whether neighbouring plots and access roads were also raised.</li>



<li><strong>What happened during December 2015 and December 2023?</strong><br>Speak to people who live on the street. Ask how high the water rose and how long it remained.</li>



<li><strong>Is the layout approved, and was drainage examined?</strong><br>Find out whether the approving authority maintains a flood or drainage layer for the area.</li>



<li><strong>For an apartment, where are the critical services located?</strong><br>Check the plinth, basement, car park, electrical room, switchgear, transformer, generator, sump and pumps.</li>
</ol>



<h2 class="wp-block-heading">What buyers should understand</h2>



<p class="wp-block-paragraph"><strong>A flood map is a screening tool, not a flood certificate.</strong> </p>



<p class="wp-block-paragraph">It cannot tell you:</p>



<ul class="wp-block-list">
<li> the future water depth, </li>



<li>frequency or duration of flooding,</li>



<li>fully reflect recent construction, </li>



<li>raised layouts, </li>



<li>narrowed channels or </li>



<li>newly built drains.</li>
</ul>



<p class="wp-block-paragraph">However, ignoring mapped flood exposure is a serious due-diligence gap—especially when buying in Chennai’s southern growth corridor and Chengalpattu.</p>

<p class="wp-block-paragraph">Tamil Nadu contains thousands of square kilometres of land that has been mapped as flood-inundation-prone. But the flooding risk  is not spread evenly across the state.</p>



<p class="wp-block-paragraph">Verified.RealEstate studied the complete ^<strong>flood-inundation</strong> map. It contains <strong>16,222 mapped flood areas,</strong> called *<strong>polygons</strong>. VRE compared these polygons with the boundaries of all <strong>38 revenue districts in Tamil Nadu</strong>.</p>



<p class="wp-block-paragraph">The result is clear:</p>



<ul class="wp-block-list">
<li><strong>8,904 sq km</strong> of Tamil Nadu is mapped as flood prone.</li>



<li>That is approximately <strong>2,200,344 acres</strong>.</li>



<li>It represents <strong>6.84% of the state</strong>.</li>



<li>Seven districts have at least <strong>20%</strong> of their land mapped as flood prone.</li>



<li>Eleven districts have at least <strong>10%</strong>.</li>



<li>All 38 districts contain at least some mapped flood-prone land.</li>
</ul>



<p class="wp-block-paragraph">^<em>A <strong>flood-inundation layer</strong> is a map layer that shows areas likely to be submerged during flooding events.</em></p>



<p class="wp-block-paragraph">*<em>A <strong>polygon</strong> is a closed shape used on a digital map to mark a specific area. Here, each polygon represents a separate patch of land identified as flood-inundation-prone.</em></p>



<h2 class="wp-block-heading">What may happen this October</h2>



<p class="wp-block-paragraph">Tamil Nadu gets much of its important seasonal rain from the <strong>northeast monsoon between October and December</strong>. Coastal districts receive a large share of their yearly rain during these three months.</p>



<p class="wp-block-paragraph">El Niño affects India’s two monsoons differently :- </p>



<ul class="wp-block-list">
<li>It often weakens the southwest monsoon across much of India. </li>



<li>But during October–December, El Niño conditions can be linked to more rain and heavier rainfall events over South India.</li>
</ul>



<p class="wp-block-paragraph">VRE’s analysis records the following forecast position:</p>

<p class="wp-block-paragraph">A <strong>very strong El Niño</strong> means the Niño 3.4 index is <strong>+2.0°C or higher</strong>.</p>



<p class="wp-block-paragraph">Forecasts place the possible peak close to <strong>+3.4°C in October</strong>. If this happens, it would be one of the strongest El Niño events in the record going back to 1950.</p>



<p class="wp-block-paragraph">This forecast does not prove that a flood will happen. It also cannot tell us whether a particular road, neighbourhood or survey field will flood.</p>



<p class="wp-block-paragraph"><strong>But it makes it more important to understand where Tamil Nadu’s flood-prone land is located before the northeast monsoon begins.</strong></p>



<h2 class="wp-block-heading">The statewide number: 8,904 sq km</h2>

<p class="wp-block-paragraph">Most of the mapped land is on Tamil Nadu’s eastern side.</p>



<p class="wp-block-paragraph">The main pattern is:</p>



<ul class="wp-block-list">
<li>It follows the coast from Tiruvallur through Chennai.</li>



<li>It spreads across Chengalpattu.</li>



<li>It forms a large and dense cluster across the Cauvery delta.</li>



<li>It continues through the middle and southern coastal districts.</li>



<li>It becomes much thinner across western Tamil Nadu.</li>
</ul>

<p class="wp-block-paragraph">Nagapattinam has the highest percentage exposure at <strong>47.05%</strong>. Thiruvarur has the largest mapped area among the leading districts, with <strong>996 sq km or 246,191 acres</strong>.</p>

<h2 class="wp-block-heading">The belts holding most of the exposed land</h2>



<p class="wp-block-paragraph">A large part of Tamil Nadu’s mapped flood-prone land is concentrated in a few connected regions.</p>



<p class="wp-block-paragraph">Eight districts in the Cauvery delta and Chennai metropolitan belt occupy about <strong>12% of Tamil Nadu’s total land area</strong>. But they contain <strong>53% of the state’s mapped flood-prone land</strong>.</p>

<p class="wp-block-paragraph">When Tamil Nadu’s 15 coastal and deltaic districts are compared with its 23 inland districts:</p>



<ul class="wp-block-list">
<li>Coastal and deltaic districts are <strong>17.06% flood prone</strong>.</li>



<li>They contain <strong>82.4% of all mapped flood-prone land in Tamil Nadu</strong>.</li>



<li>Inland districts are only <strong>1.79% flood prone</strong>.</li>
</ul>



<p class="wp-block-paragraph">This means the mapped exposure in the coastal and delta group is nearly ten times higher than in the inland group.</p>



<h3 class="wp-block-heading">The Chennai metropolitan belt</h3>



<p class="wp-block-paragraph">Chengalpattu is <strong>36.99% flood prone</strong>, representing 978 sq km or 241,613 acres. This includes important property markets along the OMR and GST Road corridors.</p>



<p class="wp-block-paragraph">Chennai district itself is <strong>35.62% flood prone</strong>, covering 157 sq km. Kancheepuram records <strong>21.93%</strong>, while Tiruvallur records <strong>20.66%</strong>.</p>

<h2 class="wp-block-heading">Rain is not what decides it—terrain is</h2>

<p class="wp-block-paragraph">One of the key findings is that higher rainfall does not necessarily mean higher flood exposure.</p>



<p class="wp-block-paragraph">The Nilgiris, Tamil Nadu’s wettest district, receives about <strong>1,920 mm of rain annually</strong>, but only <strong>0.02%</strong> is mapped as flood prone. Kanniyakumari gets <strong>1,550 mm</strong>, yet only <strong>0.15%</strong> is flood prone. In contrast, Thiruvarur receives around <strong>1,100 mm</strong>, but <strong>43.68%</strong> of its area is flood prone.</p>



<p class="wp-block-paragraph">Across all 38 districts, the correlation between rainfall and flood-prone area is <strong>r = 0.45</strong>, meaning rainfall explains only about <strong>20%</strong> of the variation.</p>



<p class="wp-block-paragraph">The rest is driven by terrain and drainage factors such as &#8211;  <strong>land slope, elevation, rivers, channels, and tank systems</strong>. Water drains easily on elevated or sloping land, but can accumulate in flat delta regions near sea level.</p>



<p class="wp-block-paragraph">So, more rain does not automatically mean more flood risk, and less rain does not guarantee safety. The key question is: <strong>where does the water go after it falls?</strong></p>



<h2 class="wp-block-heading">What the last very strong El Niño looked like</h2>

<p class="wp-block-paragraph">The last very strong El Niño occurred during Tamil Nadu’s 2015 northeast monsoon.</p>



<p class="wp-block-paragraph">On <strong>1 December 2015</strong>, Chennai recorded about <strong>494 mm of rain in a single day</strong>, the heaviest in over a century.</p>



<p class="wp-block-paragraph">Across Tamil Nadu:</p>



<ul class="wp-block-list">
<li>Over <strong>400 deaths</strong> were reported</li>



<li>More than <strong>4 million people</strong> were affected</li>



<li>Economic losses were estimated at around <strong>US$3 billion</strong>, with higher estimates in some reports</li>



<li>Chennai, Kancheepuram and Tiruvallur were among the worst hit</li>
</ul>



<p class="wp-block-paragraph">These same three districts are also among the seven where VRE finds at least 20% mapped flood exposure.  El Niño alone did not cause the 2015 floods.</p>



<p class="wp-block-paragraph">Similarly, <strong>the 2026 El Niño forecast cannot predict specific floods.</strong> </p>



<p class="wp-block-paragraph">🔴 It only highlights the risk when extreme northeast monsoon rain falls on already highly exposed land.sequences when extreme northeast monsoon rainfall falls over heavily exposed terrain.</p>



<h2 class="wp-block-heading">Why property paperwork may not reveal flood exposure</h2>



<p class="wp-block-paragraph">A mapped flood-inundation zone is not treated as:</p>



<ul class="wp-block-list">
<li>An encumbrance</li>



<li>A title defect</li>



<li>A financial charge on the property</li>
</ul>



<p class="wp-block-paragraph">Because of this:</p>



<ul class="wp-block-list">
<li>An <strong>Encumbrance Certificate can be clear</strong> because an EC records property transactions and charges, not the shape or level of the land.</li>



<li><strong>Patta and chitta can be correct</strong> because they record ownership and land classification, not flood exposure.</li>



<li>A <strong>sale deed may not mention earlier flooding</strong>.</li>



<li>A property may have <strong>planning or layout approval</strong>, but that approval does not guarantee that the land will never flood.</li>
</ul>



<p class="wp-block-paragraph">A plot can pass all the usual legal-document checks and still stand in the middle of a mapped flood-inundation area.</p>



<p class="wp-block-paragraph">Flood exposure must be checked separately using the spatial flood record..</p>



<h2 class="wp-block-heading">How Verfied.RealEstate measured the flood-prone area</h2>



<p class="wp-block-paragraph">Verifeid,RealEstate is publishing its method because readers must understand how the statewide figure of 8,904 sq km was calculated.</p>



<h3 class="wp-block-heading">1. Complete flood-inundation layer</h3>



<p class="wp-block-paragraph">The full layer containing <strong>16,222 mapped polygons</strong> was used. It covers every district from Tiruvallur in the north to Kanniyakumari in the south, between approximately latitude <strong>8.20° and 13.56°</strong>.</p>



<h3 class="wp-block-heading">2. Overlapping polygons were dissolved</h3>



<p class="wp-block-paragraph">Where two flood polygons touched or overlapped, the shared area was counted only once.</p>



<ul class="wp-block-list">
<li>Raw total before overlaps were removed: <strong>896,372 hectares</strong></li>



<li>Total after the polygons were joined: <strong>895,836 hectares</strong></li>



<li>Duplicate overlap removed: approximately <strong>536 hectares</strong></li>
</ul>



<h3 class="wp-block-heading">3. Data analysed after <strong>converted measurement</strong></h3>



<p class="wp-block-paragraph">The layer was converted to <strong>UTM Zone 44N</strong>, which measures it in  metre-based coordinate system.</p>



<p class="wp-block-paragraph">Calculating land area directly using latitude and longitude degrees can produce distorted results. Reprojection was therefore necessary for reliable hectare and square-kilometre measurements.</p>



<h3 class="wp-block-heading">4. District boundaries were intersected</h3>



<p class="wp-block-paragraph">The dissolved or merged flood layer was intersected with all 38 revenue-district boundaries.</p>



<p class="wp-block-paragraph">Each district’s percentage was calculated as:</p>



<p class="wp-block-paragraph"><strong>Mapped flood-prone area inside the district ÷ total district area × 100</strong></p>



<p class="wp-block-paragraph">This makes differently sized districts directly comparable.</p>



<h3 class="wp-block-heading">District-boundary completeness check</h3>



<p class="wp-block-paragraph">The combined area of the 38 district polygons was <strong>130,197 sq km</strong>.</p>



<p class="wp-block-paragraph">Tamil Nadu’s official area is <strong>130,058 sq km</strong>.</p>



<p class="wp-block-paragraph">The difference is only about <strong>0.1%</strong>, and this can happen because digital map boundaries are simplified. This check shows that no district was missing or seriously counted twice.</p>



<h3 class="wp-block-heading">Centre-point cross-check</h3>



<p class="wp-block-paragraph">VRE also performed a second, simpler check by assigning each complete polygon to the district containing its centre point.</p>

<li>District-intersection method: <strong>890,449 hectares</strong></li>
</ul>



<p class="wp-block-paragraph">The two methods agree within approximately <strong>0.5% at the state level</strong>.</p>



<p class="wp-block-paragraph">Most differences occur in the Cauvery delta, where polygons cross the boundaries of Nagapattinam, Thiruvarur and Mayiladuthurai.</p>



<p class="wp-block-paragraph">The district-intersection figures are used throughout this article because they correctly divide cross-border polygons rather than assigning the entire polygon to one district.</p>



<h2 class="wp-block-heading">Limits of the data</h2>



<h3 class="wp-block-heading">👉It is a screening tool, not a certificate</h3>



<p class="wp-block-paragraph">The flood layer operates at approximately <strong>200-metre resolution</strong>.</p>



<p class="wp-block-paragraph">A single coordinate can fall between mapped polygons and return a clear result even when the surrounding land is highly exposed.</p>



<p class="wp-block-paragraph">VRE found that single-point tests initially returned clear results for Mudichur and Tambaram. Area-based measurements showed:</p>



<ul class="wp-block-list">
<li>Mudichur: <strong>55.1% flood prone within 2 km</strong></li>



<li>Tambaram: <strong>33.0% flood prone within 2 km</strong></li>
</ul>



<p class="wp-block-paragraph">A single clear coordinate must not be treated as an all-clear for the full property.</p>



<h3 class="wp-block-heading">👉It does not show flood depth or flood frequency</h3>



<p class="wp-block-paragraph">The layer only shows whether land is mapped as flood-inundation-prone. It does not show:</p>

<p class="wp-block-paragraph">It cannot be described as a “1-in-100-year flood line.”</p>



<h3 class="wp-block-heading">👉It cannot show every recent development</h3>



<p class="wp-block-paragraph">Drainage conditions change over time. Lakes may be encroached, channels narrowed and plots raised using filled earth. New layouts may be elevated while neighbouring land remains low.</p>



<p class="wp-block-paragraph">A static flood layer cannot capture every recent change, particularly in fast-developing districts such as Chengalpattu.</p>



<h3 class="wp-block-heading">👉Percentages refer to land area</h3>



<p class="wp-block-paragraph">Chennai being 35.62% flood prone means <strong>157 sq km of land</strong> is mapped. It does not mean that 35.62% of Chennai’s residents, buildings or flats will necessarily be affected.</p>



<h2 class="wp-block-heading">What property buyers should do</h2>



<p class="wp-block-paragraph">Before buying land or a flat:</p>



<ul class="wp-block-list">

<li>Do a physical site visit. (would help if you visit during rainy days)</li>



<li>Examine the site’s elevation against the road.</li>



<li>Identify nearby tanks, canals, channels and rivers.</li>



<li>Find out where water leaves when the drainage system is full.</li>



<li>Ask whether the layout was raised with filled earth.</li>



<li>Speak to residents about the December 2015 and December 2023 floods.</li>



<li>For apartments, inspect the plinth, basement, electrical room, switchgear, generator, sumps and pumps.</li>
</ul>

In many cases, development rights are restricted due to heritage protection laws that operate independently of revenue records.</p>



<p class="wp-block-paragraph">Verified.RealEstate LandLens has identified <strong>51,319 individual land parcels across Tamil Nadu carrying a heritage-related building restriction linked to ASI-protected monuments and their buffer zones</strong>. These restrictions are not visible in standard ownership documents, which is why many buyers discover them only after purchase.</p>

<h2 class="wp-block-heading">What does ASI mean?</h2>



<p class="wp-block-paragraph">ASI stands for the <strong>Archaeological Survey of India</strong>, the central government body responsible for protecting India’s archaeological heritage, including ancient monuments, temple structures, burial sites, and historically significant remains.</p>



<p class="wp-block-paragraph">These protections are enforced under the <strong>Ancient Monuments and Archaeological Sites and Remains Act, 1958</strong>, a Central legislation that overrides local planning rules when it comes to heritage protection.</p>



<p class="wp-block-paragraph">The purpose of this law is not just to preserve monuments themselves, but also to control what happens in the surrounding land. Even modern construction near a protected site can affect its structural stability, visibility, archaeological value, and long-term preservation.</p>



<p class="wp-block-paragraph">To manage this, the law defines controlled buffer zones around every protected monument, where construction is either fully restricted or tightly regulated.</p>



<p class="wp-block-paragraph">Importantly, these ASI-protected monuments are <strong>not confined to a single region</strong>—they are distributed across Tamil Nadu, meaning the restrictions apply across multiple districts wherever such monuments exist.</p>

<h2 class="wp-block-heading">The Two Rings Around a Protected Monument</h2>



<p class="wp-block-paragraph">Every ASI-protected monument has two legally defined buffer zones measured from its official boundary:</p>



<p class="wp-block-paragraph">🔴 <strong>0 to 100 metres: Prohibited Area</strong></p>



<ul class="wp-block-list">
<li>This is the most sensitive zone.</li>



<li>No new construction is allowed here under any circumstances.</li>



<li>This includes residential buildings, commercial structures, boundary walls, or even permanent extensions.</li>
</ul>



<p class="wp-block-paragraph">The idea is to keep the immediate surroundings of the monument completely undisturbed.</p>



<p class="wp-block-paragraph">🟠 <strong>100 to 300 metres: Regulated Area</strong></p>



<ul class="wp-block-list">
<li>Construction is not completely banned here, but it is not automatic either.</li>



<li>Any development requires prior approval from the <strong>National Monuments Authority (NMA)</strong>.</li>



<li>This approval process evaluates whether the proposed construction could impact the monument’s integrity or visibility.</li>
</ul>



<p class="wp-block-paragraph">These distances are calculated from the <strong>official protected boundary of the monument</strong>, not from its visible structure. This distinction is important because the protected boundary may extend beyond what people commonly perceive as the monument site.</p>

<h2 class="wp-block-heading">ASI Restrictions Extend Across Tamil Nadu</h2>



<p class="wp-block-paragraph">ASI-protected monuments are spread across the state through the <strong>ASI Chennai Circle and Tiruchirappalli Circle</strong>, covering a wide geographic footprint. As a result, heritage-related construction restrictions are not limited to a few isolated districts—they extend across <strong>northern, central, western, and southern Tamil Nadu</strong>.</p>



<p class="wp-block-paragraph">Monuments and their buffer zones are found in historically significant regions such as <strong>Mamallapuram, Thanjavur, Darasuram, Gangaikonda Cholapuram, Tiruchirappalli, Gingee, Vellore, Dindigul, Kanyakumari, and Madurai</strong>, among others.</p>



<p class="wp-block-paragraph">This means ASI restrictions are not a localised planning issue but a <strong>statewide overlay of heritage protection zones</strong> that can intersect with both rural land and rapidly urbanising corridors.</p>

<h2 class="wp-block-heading">What Did LandLens Find?</h2>



<p class="wp-block-paragraph">Verified.RealEstate<mark style="background-color:rgba(0, 0, 0, 0)" class="has-inline-color has-luminous-vivid-orange-color"><a href="https://verified.realestate/landlens/verify-my-land" target="_blank" rel="noreferrer noopener"> LandLens </a></mark>conducted a large-scale spatial analysis by examining <strong>4.73 crore </strong><sup data-fn="c5243d71-371c-48c2-b882-23231ab68ff3" class="fn"><a href="#c5243d71-371c-48c2-b882-23231ab68ff3" id="c5243d71-371c-48c2-b882-23231ab68ff3-link">1</a></sup><strong>cadastral land parcels across Tamil Nadu</strong>. These parcels were then mapped against officially notified ASI monument boundaries and their surrounding buffer zones.</p>



<p class="wp-block-paragraph">The findings show:</p>

<li><strong>7,618 survey numbers</strong> are directly intersected by monument buffer rings</li>



<li><strong>257 revenue villages</strong> contain at least one affected parcel</li>



<li><strong>22 districts</strong> across Tamil Nadu are impacted</li>
</ul>



<p class="wp-block-paragraph">This is not a theoretical projection or future planning proposal. These restrictions already exist under Central law and apply immediately, regardless of local land-use classification or municipal approval status.</p>

<h2 class="wp-block-heading">Districts With the Largest Restricted Extent</h2>



<p class="wp-block-paragraph">The impact is not evenly distributed across the state. Some districts have significantly higher exposure due to the density of historical sites and monuments.</p>



<ul class="wp-block-list">
<li><strong>Pudukkottai:</strong> 7,465 acres and 19,805 parcels<br>(High concentration of ancient temple sites and archaeological remains)</li>



<li><strong>Chengalpattu:</strong> 5,706 acres and 10,919 parcels<br>(Includes heritage-rich coastal and temple corridors)</li>



<li><strong>Tiruvallur:</strong> 2,356 acres and 4,458 parcels<br>(Proximity to Chennai increases development overlap with heritage zones)</li>



<li><strong>Kancheepuram:</strong> 1,263 acres and 2,652 parcels<br>(One of Tamil Nadu’s most historically significant temple regions)</li>



<li><strong>Tiruvannamalai:</strong> 879 acres and 2,866 parcels<br>(Religious and archaeological importance around temple landscapes)</li>
</ul>



<p class="wp-block-paragraph">This shows that heritage-related restrictions are not isolated—they are spread across both rural and rapidly urbanising districts.</p>

<h2 class="wp-block-heading">Chennai’s Plot Belts Are Also Affected</h2>



<p class="wp-block-paragraph">Even areas surrounding Chennai, which are often considered high-growth real estate corridors, are not exempt from ASI restrictions.</p>



<ul class="wp-block-list">
<li><strong>Chengalpattu:</strong> 10,919 parcels</li>



<li><strong>Tiruvallur:</strong> 4,458 parcels</li>



<li><strong>Kancheepuram:</strong> 2,652 parcels</li>



<li><strong>Gummidipoondi:</strong> 478 parcels in a single village cluster</li>
</ul>



<p class="wp-block-paragraph">These numbers indicate that heritage buffer zones overlap with active residential and industrial expansion areas.</p>



<p class="wp-block-paragraph"><strong>Mamallapuram was excluded from this calculation because it follows older resurvey records that require separate interpretation.</strong></p>

<h2 class="wp-block-heading">One Village, 36% Within a Heritage Zone</h2>



<p class="wp-block-paragraph">In <strong>Panchalai village, Gummidipoondi taluk</strong>, the impact is especially concentrated.</p>



<ul class="wp-block-list">
<li>Around <strong>36% of the entire village area</strong> falls within ASI-defined heritage buffer zones</li>



<li>This includes approximately <strong>550 acres of land</strong></li>



<li>Spread across <strong>478 individual land parcels</strong></li>
</ul>



<p class="wp-block-paragraph">This means a significant portion of the village has development limitations, even though it may appear fully available for normal real estate activity on standard maps.</p>

<h2 class="wp-block-heading">The Restriction May Not Appear in Ordinary Records</h2>



<p class="wp-block-paragraph">One of the most critical issues is that ASI restrictions are often <strong>not reflected in standard property documents or local planning maps</strong>.</p>



<p class="wp-block-paragraph">Out of <strong>167 protected monuments mapped by LandLens</strong>, 150 were found outside officially notified master plan areas such as CMDA or DTCP zones. Only 17 were included within those planning frameworks.</p>



<p class="wp-block-paragraph">This creates a major gap:<br>A land parcel may appear fully approved under local planning rules, but still be restricted under Central heritage law.</p>



<p class="wp-block-paragraph">As a result, buyers relying only on EC, patta, or municipal approvals may not see the full legal picture.</p>

<h2 class="wp-block-heading">A Clean Title Is Not a Right to Build</h2>



<p class="wp-block-paragraph">To understand the practical impact, consider a real-world scenario:</p>



<p class="wp-block-paragraph">A buyer purchases a plot located <strong>80 metres from a protected monument</strong>.</p>



<p class="wp-block-paragraph">On paper:</p>



<ul class="wp-block-list">
<li>The Encumbrance Certificate is clear</li>



<li>The patta is in the buyer’s name</li>



<li>There are no loans, disputes, or legal claims</li>
</ul>



<p class="wp-block-paragraph">However:</p>



<ul class="wp-block-list">
<li>The land lies within the <strong>0–100 metre prohibited zone</strong></li>



<li>Under ASI law, <strong>no construction is permitted at all</strong></li>
</ul>



<p class="wp-block-paragraph">This means the owner can legally hold or sell the land, but cannot develop it. The value and usability of the property are therefore fundamentally different from what standard documents suggest.</p>

<h2 class="wp-block-heading">How LandLens Identified the Parcels</h2>



<p class="wp-block-paragraph">To ensure accuracy, LandLens followed a structured geospatial verification process:</p>

<li>Collected official ASI Chennai Circle gazette notifications listing <strong>251 protected monuments and 160 protected sites</strong>, including their survey references.</li>



<li>Matched these survey numbers against <strong>4.73 crore cadastral land parcel polygons</strong> to reconstruct precise monument boundaries.</li>



<li>Generated <strong>100-metre and 300-metre buffer zones</strong> from the verified monument edges.</li>



<li>Intersected these buffers with every surrounding land parcel to identify affected properties.</li>
</ol>



<p class="wp-block-paragraph">Of the <strong>51,319 identified parcels</strong>:</p>



<ul class="wp-block-list">
<li><strong>11,654 parcels</strong> were mapped with exact subdivision-level precision</li>



<li>The remaining parcels were classified using survey-level proximity data, ensuring conservative and responsible estimation rather than assumption</li>
</ul>

<p class="wp-block-paragraph">Before purchasing land near any historical monument or archaeological site, it is not enough to rely on:</p>

<li>Patta records</li>



<li>Seller assurances</li>



<li>Or even local approval documents</li>
</ul>



<p class="wp-block-paragraph">These do not always reflect ASI restrictions.</p>
