amil Nadu has invited bids to establish five pilot Model Registration Hubs to offer a more organised and comfortable property registration experience. Another 20 hubs are proposed, depending on the pilot’s success.
The project remains at the tender stage, with no confirmed public opening date.
What Are Premium Registration Hubs?
These are proposed registration centres where private operators would manage facilities, technology and customer assistance. Government sub-registrars would continue to scrutinise documents and complete registration.
Citizens could also continue using existing sub-registrar offices.
What Benefits Would Visitors Get?
The proposed hubs aim to make registration visits easier through:
- Organised queues: Appointments and digital tokens to manage crowding.
- Staff assistance: Trained executives to guide visitors through service steps.
- Comfortable facilities: Air-conditioned waiting areas, seating, drinking water and Wi-Fi.
- Service notifications: SMS and WhatsApp updates to help visitors track their turn.
- Urgent options: Tatkal service tiers for those seeking quicker handling, subject to the operating rules.
These facilities could help visitors plan their time better. Actual waiting times and service quality would depend on implementation.
Proposed Additional Charges
| Service Option | Additional Charge |
|---|---|
| Standard | ₹2,090 |
| Tatkal Standard | ₹5,225 |
| Premium | ₹7,441 |
| Tatkal Premium | ₹10,630 |
These amounts include GST on the operator’s share and would be payable in addition to stamp duty and normal registration fees.

- Coimbatore North.
Final locations and premises await official confirmation.
When Could They Open?
The tender was issued on 16 October 2026, with bids scheduled to close on 16 November 2026. The selected operator would be required to launch the pilot hubs within 60 days of signing the agreement.
Does Premium Service Guarantee Registration?
No. The additional payment would cover convenience, facilities and assistance. The private operator would have no authority to approve documents or bypass legal checks.
Government sub-registrars would retain registration powers, and applicants would still need to meet all applicable document requirements.
