A Major Step in Women’s Property Ownership

From April 1, 2025, the Tamil Nadu government has rolled out a landmark concession: women buyers get a 1% reduction in registration fees on immovable properties—houses, plots, and agricultural lands—worth up to ₹10 lakh.

This scheme, announced in the State Budget 2025–26 and notified via G.O. (Ms) No.77, Commercial Taxes and Registration Department, is expected to benefit nearly 75% of property transactions, especially in rural and semi-urban areas where property values typically fall within this bracket.


How the Concession Works

  • Earlier charges (general): Stamp Duty 7% + Registration Fee 4% = 11% total
  • Now for women (up to ₹10 lakh): Stamp Duty 7% + Registration Fee 3% = 10% total

👉 Example: On a property worth ₹10,00,000, a woman saves ₹10,000 in registration charges.


Eligibility Conditions

  1. Who Can Avail the Concession
    • If the buyer is a woman, the concession applies.
    • If the property is purchased jointly by more than one woman (family or non-family), the concession applies.
    • Example: Mother + daughter / two sisters / two unrelated women can jointly buy and still get concession.
  2. Who Cannot Avail the Concession
    • If the property is jointly purchased by husband and wifeNot eligible.
    • If purchased jointly by male and female family membersNot eligible.
    • If purchased jointly by male and female non-family membersNot eligible.
    • If purchased jointly by family + outsiders, including menNot eligible.

Value Conditions

  • The market value / guideline value on the date of document presentation must be ₹10,00,000 or less.
  • Splitting Rule:
    • If a single property worth above ₹10 lakh is artificially split into smaller parts and registered under one woman’s name, concession is NOT allowed.
    • If a property above ₹10 lakh is split and each portion is purchased by different women under separate documents, concession is allowed.
  • Example:
    • A 2400 sq.ft. plot valued at ₹12 lakh:
      • If split into two 1200 sq.ft. and registered under the same woman’s name → Not eligible.
      • If split into two 1200 sq.ft. and registered under two different women’s names → Eligible.

Apartment / Multi-Unit Rule

  • For apartments: If the combined guideline + construction value is within ₹10 lakh, a woman can purchase multiple units separately under her name, and concession applies for each.

Multiple Document Rule

  • If a woman buys two or three separate plots in the same layout (whether adjacent or not), and each plot’s value is within ₹10 lakh, concession applies separately for each document.

Value Rules You Must Know

  • The property’s value is based on the market/guideline rate on the date of registration.
  • If the property’s value is more than ₹10 lakh, the concession is not available.
  • If after building/field inspection, the value is found to be above ₹10 lakh → the concession is cancelled, and the balance 1% fee must be paid.
  • If property is sent under Section 47A of Indian Stamp Act, 1899 for undervaluation, concession will be granted only if the final assessed value is ≤ ₹10 lakh.
  • No refund of registration fees paid before 01.04.2025.

Implementation Instructions

  • Sub-Registrar offices must carefully check eligibility before granting concession.
  • Misuse or wrongful application of concession will attract disciplinary action against officials.
  • Monitoring to be done by Zonal Deputy Inspectors and District Registrars.

Other Benefits of Registering Property in a Woman’s Name

Beyond this 1% fee cut, women enjoy wider benefits in India:

  1. Lower Home Loan Rates – Banks often give women 0.05%–0.10% lower interest rates.
  2. Eligibility for Government Schemes – Many housing schemes like PMAY require the property to be in a woman’s name to get subsidies.
  3. Tax Deductions – Women can claim deductions on home loan interest (u/s 24b) and principal repayment (u/s 80C).
  4. Social Security – Strengthens women’s rights in inheritance and family disputes.

Why This Matters

  • Encourages families to register properties in a woman’s name.
  • Improves women’s share in property ownership—still relatively low in India.
  • Provides modest but meaningful savings, especially in lower-income segments.

That said, in metro cities like Chennai where most properties exceed ₹10 lakh, the direct benefit is limited. But for semi-urban and rural buyers, this concession can genuinely make a difference.
