Tamil Nadu Government Appoints Interim Panel to Run TNRERA After Members Resign

TNRERA operations continue under new panel

Earlier, the Tamil Nadu Real Estate Regulatory Authority (TNRERA) faced a sudden leadership vacuum after its chairperson Shiv Das Meena and two members resigned from their posts, officially citing personal reasons.

In response, the Tamil Nadu government has appointed a three-member interim panel to take charge of the Authority and ensure continuity of its functions.

The interim Authority consists of:

  • K. Phanindra Reddy, retired IAS officer — Chairperson
  • A. Nazir Ahamed, retired district judge — Member
  • Reeta Harish Thakkar, retired IAS officer — Member

The panel will exercise the complete powers and functions of TNRERA for six months from July 14, 2026, or until the Authority is formally reconstituted, whichever happens earlier.

TNRERA Superseded for Six Months

Following the resignations, the state government determined that TNRERA was not in a position to carry out its statutory responsibilities under the Real Estate (Regulation and Development) Act, 2016.

The Housing and Urban Development Department therefore 1superseded the Authority for a period of six months with immediate effect.

The interim panel will function during this period or until a permanent body is constituted, whichever is earlier. The panel has been given full powers to perform all functions assigned to TNRERA under the Act and state rules.

What Is Happening and Why

TNRERA is required to have a chairperson and at least two whole-time members to function effectively. With all three positions vacant, the Authority risked disruption in handling key responsibilities such as:

  • Registration and monitoring of real estate projects
  • Registration and renewal of real estate agents
  • Handling complaints from homebuyers and promoters
  • Granting project extensions and ensuring compliance
  • Passing orders on violations of the RERA Act

Without a functioning Authority, there could have been delays in approvals, hearings and regulatory decisions. The interim panel has therefore been appointed to prevent disruption and maintain continuity.

Government Starts Process for Permanent Appointments

The Tamil Nadu government has initiated steps to appoint a permanent chairperson and members. It has approached the Madras High Court to nominate a judge to the selection committee.

Under the RERA framework, this committee recommends candidates for appointment. Once constituted, it will begin the process of identifying suitable candidates for permanent roles.

No timeline has been announced yet for completing these appointments.

What Happens to Existing TNRERA Cases and Applications?

The supersession does not cancel existing registrations, proceedings or orders.

The interim panel will continue handling all ongoing work, including project registrations, agent registrations, complaints and hearings. While operations will continue, some temporary delays may occur during the transition.

Stakeholders can continue using the official TNRERA portal for all services and updates.

Why TNRERA Matters to Property Buyers

TNRERA regulates real estate activity under the Real Estate (Regulation and Development) Act, 2016, and protects homebuyers’ interests.

Developers must register projects before selling units and disclose key project details. Real estate agents must also be registered.

The Authority provides a platform for homebuyers to file complaints against developers for delays, non-compliance and other violations.

What Is Still Unclear?

While the resignations have been officially attributed to personal reasons, no detailed explanation has been provided by the government or the former officials.

Additionally, it remains uncertain how long the interim arrangement will continue and what criteria will be used to select permanent replacements. Questions have also been raised about whether any ongoing cases or regulatory decisions might be affected during this transition period.

For now, the focus remains on ensuring that TNRERA continues to function under the interim panel while the process for permanent appointments is underway. Authorities are expected to prioritize stability and continuity so that regulatory oversight, dispute resolution, and project approvals proceed without disruption.
