📌 What Happened?
The Tamil Nadu government has officially begun disbursing rehabilitation and livelihood compensation to residents affected by the refinery expansion of Chennai Petroleum Corporation Limited (CPCL) in Panangudi, located in Nagapattinam district.
A total of ₹112 crore has been earmarked for distribution to 2,163 eligible beneficiaries whose land and livelihoods were impacted due to the large-scale industrial expansion project.
Initial compensation orders were handed over to 60 beneficiaries, each receiving ₹5 lakh. The remaining payments are being processed in phases by district authorities.
🏭 About the CPCL Refinery Expansion
The refinery expansion project is valued at approximately ₹31,500 crore and aims to increase the refinery’s capacity from 1 million metric tonnes per annum (MMTPA) to 9 MMTPA.
The foundation stone for the expansion was laid on 17 February 2021 by Prime Minister Narendra Modi.
Land for the project was acquired from multiple villages, including Panangudi, Narimanam, and Gopurajapuram, under statutory land acquisition provisions.
🧑🌾 Background: Protests and Delays
After the land was taken for the project, farmers, landless tenants, and farm workers asked the state government to give them separate livelihood compensation under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (RFCTLARR) Act.
From 2024 onwards, officials from the Nagapattinam district administration and the revenue department carried out several surveys to identify who was eligible to receive this compensation. However, delays at different administrative levels slowed down the process.
Over the past two years, affected farmers and agricultural workers had staged protests alleging delays in rehabilitation and resettlement compensation. Demonstrations and petitions were submitted to district authorities demanding the release of promised financial assistance.
In October 2025, villagers temporarily withdrew protests after assurances from the district administration that eligible families would receive ₹5 lakh each under the rehabilitation package.
As of February 2026, the government has begun actual disbursement of these compensation amounts.
