Resident Welfare Groups Seek Statewide Property Tax Audit

The Tamil Nadu Alliance of Resident Welfare Associations has reportedly asked the state government to conduct a statewide audit of property tax assessments for both residential and commercial buildings. Their allegation is that many buildings may be under-assessed, wrongly classified, or manipulated in tax records, causing loss of revenue to local bodies.

According to reports, the association has alleged that large-scale property tax evasion and improper assessment practices have caused revenue losses running into hundreds of crores of rupees.

What does “property tax evasion” mean here?

It does not always mean the owner has paid nothing. It can also mean the property is recorded in a way that reduces tax.

For example:

A commercial building may be shown as residential.

A 3-floor building may still be assessed as a smaller old building.

Extra construction may not be updated in the property tax record.

The plinth area or usage category may be wrongly entered.

Old assessment values may continue even after reconstruction or expansion.

A politically connected or influential owner may have allegedly received a lower assessment.

This is why the resident welfare groups are asking for a proper audit, not just normal tax collection.

Why is this issue coming up now?

This issue has a serious background. In Madurai, there was already a major property tax scam allegation where property tax values of commercial buildings were allegedly reduced, causing a reported loss of around ₹200 crore to the civic body. The Madras High Court later directed the government to issue instructions for similar verification across corporations, municipalities and town panchayats.

So this new demand from resident welfare groups is not random. It is connected to a larger concern that property tax assessment records across Tamil Nadu may not be clean or uniform.

How property tax is normally assessed

In Tamil Nadu urban local bodies, property tax is generally linked to factors like building size, usage, location, rental value/basic rate, and classification. The Tamil Nadu government’s Directorate of Town Panchayats says property tax is collected half-yearly, and for assessment citizens submit documents such as self-assessment form, title documents, approved building plan, rainwater harvesting photo, and completion certificate where applicable.

For Chennai, Greater Chennai Corporation explains that annual value is calculated using rental value methodology; annual value is arrived at by multiplying monthly rental value by 10.92.

So if the area, usage, or classification is manipulated, the tax amount can become much lower than what should legally be paid.

Why the Demand Has Been Raised

TNARWA has claimed that property tax collection has not been properly monitored for years. The association has alleged that some property assessments may have been reduced or wrongly recorded, especially in cases involving influential persons and politically connected property owners.

TNARWA president D. Neelakannan said that Tamil Nadu is facing financial pressure, so the government should quickly stop losses caused by unpaid or wrongly assessed property taxes.

What Resident Welfare Groups Are Demanding

The resident welfare groups have reportedly asked the government to conduct a transparent and detailed review of property tax records across the state. Their demands include:

A statewide audit of property tax records for both residential and commercial buildings.

Inspection of buildings where tax assessment details may not match the actual structure or usage.

Special scrutiny of properties owned by MLAs, councillors and politically connected persons.

Formation of an independent expert committee instead of relying only on internal revenue staff.

A fully digital and transparent inspection system to reduce interference and corruption.

Action against property owners who evaded tax and officials who allowed wrong assessments.

The association has also reportedly demanded that owners found guilty of tax evasion should pay double the tax for the previous 10 years. However, this is only a demand at this stage, and it remains to be seen whether the government will accept or implement it.

Which Properties May Come Under Scrutiny

If the government acts on this demand, ordinary property owners with proper records may not face any major issue.

However, scrutiny may increase in cases where property tax records do not reflect the actual condition of the building.

Properties may come under review if:

  • Extra floors, extensions or additional construction have not been updated in the tax records.
  • A residential property is being used for commercial purposes without the correct tax classification.
  • The property tax assessment is much lower compared to similar buildings in the same area.
  • The approved building plan, completion certificate and property tax records do not match.
  • There are signs of manipulation in municipal or corporation online tax records.
  • Commercial buildings may face closer scrutiny because the revenue impact is usually higher in such cases.

Demand for Accountability

TNARWA has also called for action against officials responsible for unfair or incorrect property tax assessments. The association has said that the audit should not only identify tax evasion by property owners but also examine whether officials failed to carry out proper assessment duties.

The group has asked for honest officials and social service representatives to be included in the audit process to make it more transparent and trustworthy.
