Prime Marina Land Behind Anna Memorial Park Sees GCC–SDAT Dispute

Marina Beach at a Crossroads: Parking Convenience vs. Sailing Ambitions

Background of the Land Parcel

A 10,000 square metre land parcel located behind Anna Memorial Park and adjacent to the Kalaignar Karunanidhi Memorial at Marina Beach has recently been taken up for development-related activity by two government agencies — the Greater Chennai Corporation (GCC) and the Sports Development Authority of Tamil Nadu (SDAT).

The land is situated within the Marina coastal zone, an area governed by multiple regulatory and administrative frameworks.


Greater Chennai Corporation’s Parking Initiative

The Greater Chennai Corporation has carried out site clearing and levelling work on the land.

According to GCC officials:

  • The site is being prepared for use as a vehicle parking facility
  • The parking is intended to accommodate tourist buses, vans, and private vehicles
  • The initiative is aimed at managing vehicle accumulation along the Marina Beach stretch

GCC has stated that the land was vacant and not in active use at the time the work commenced. Officials have also indicated that the parking work is nearing completion.


Sports Development Authority of Tamil Nadu’s Sailing Academy Proposal

The Sports Development Authority of Tamil Nadu has identified the same land parcel for a Sailing Academy and Coastal Sports Training Facility.

As per SDAT:

  • The proposal has been under consideration since 2004
  • The project has received environmental clearance from the Union Ministry of Environment
  • The estimated project cost is ₹7 crore
  • The facility is intended to support sailing and coastal sports training activities

SDAT has stated that while approvals are in place, construction activity has not yet commenced beyond initial survey-related work.

Administrative Status and Overlapping Claims

Both GCC and SDAT have made public statements outlining their respective positions regarding the land.

  • GCC has acknowledged that the land is not owned by the corporation, and has stated that it would hand over the site if SDAT proceeds with its project
  • SDAT has maintained that the land is earmarked for its sailing academy project

At present, no permanent structures have been constructed on the site for either purpose.


Current Status

As of now:

  • The land has been levelled and prepared for parking-related use by GCC
  • SDAT holds project approvals for a sailing academy on the same parcel
  • Final land utilisation is pending administrative resolution between the concerned authorities

Further developments will depend on land custody clarification, project execution timelines, and formal administrative directions.
