The Nannilam Magalir Nila Udamai Thittam (நன்னிலம் மகளிர் நில உடைமைத் திட்டம்) is a flagship Tamil Nadu government scheme launched to help landless Scheduled Caste and Tribal women purchase agricultural land. Managed by TAHDCO, this scheme offers 50% subsidy (up to ₹5 lakh), full exemption from registration fees, and supports women in achieving economic stability through land ownership.


Key Objectives of the Scheme

  • Support landless SC/ST women to purchase agricultural land.
  • Promote long-term financial independence through asset creation.
  • Improve livelihood opportunities for women engaged in agriculture.
  • Ensure registered land ownership remains exclusively in the woman’s name.

Benefits of the Scheme

  • 50% subsidy on land value or maximum ₹5,00,000.
  • 100% exemption from stamp duty & registration charges.
  • Beneficiary can purchase up to:
    • 2.5 acres of dry land, or
    • 5 acres of wet/paddy land.
  • Low-interest loan assistance may be provided through banks such as Indian Overseas Bank.

Eligibility Criteria

To apply for this scheme, the applicant must:

  • Be a woman from SC or ST community.
  • Be between 18–65 years of age.
  • Have an annual family income below ₹3 lakhs.
  • Not own agricultural land already.
  • Be actively engaged in agricultural work.
  • Not have availed this scheme previously.
  • Should not have sold or transferred any land in the last 5 years.
  • Must select land owned by non-SC/ST individuals.

Conditions for Land Purchased Under the Scheme

  • The applicant herself must choose the land to be purchased.
  • Land must be purchased from a seller who does not belong to SC/ST — i.e. only from “others” (non-SC/ST)
  • The name of the applicant alone must appear as owner on registration (title deed).
  • Land bought under this scheme cannot be sold for at least 10 years
  • Only the registered beneficiary is allowed to carry out land-development activities (e.g. borewell digging, electrification) as per guidelines.

How to Apply Offline

Women belonging to Adi Dravidar and Tribal communities can:

  1. Visit the TAHDCO District Manager’s Office in their respective district.
  2. Collect the application form for Nannilam Magalir Nila Udamai Thittam.
  3. Fill in the form carefully and attach required documents.
  4. Submit it to the district TAHDCO office for verification.

Once verified, the subsidy and loan assistance (if applicable) will be processed.

Step 2: Select the Scheme

On the homepage, click “Nannilam Magalir Nila Udamai Thittam”.

Step 3: Fill Applicant Details

A new page will open; enter all required details accurately.

Step 4: Choose Scheme Benefit

Under Scheme Benefits, select NNMT → click Select.

Step 5: Initiate Application

Click Proceed, ensure all documents are ready.

Step 6: Mobile OTP Verification

Enter your mobile number → receive and enter the OTP.

Step 7: Complete the Application Form

Fill the online form, upload all necessary documents.

Step 8: Submit Application

Finally, click Submit to complete the process.

After verification by TAHDCO authorities, the subsidy amount will be directly deposited into the beneficiary’s bank account.
