📖 Introduction: What is the Land Pooling Scheme in Madambakkam?

The Madambakkam Land Pooling Area Development Scheme (LPADS) is a strategic pilot initiative by the Chennai Metropolitan Development Authority (CMDA) to promote planned urban expansion through community participation, rather than compulsory land acquisition.

Targeting Madambakkam, Agaramthen, and Kovilancheri villages in the Chengalpattu District, the scheme covers approximately 242.81 hectares (600 acres). It proposes the reallocation of land into well-structured plots supported by infrastructure like:

  • Wide roads
  • Parks and playgrounds
  • Proper sewage and drainage
  • Civic amenities and zoning clarity

Unlike conventional development, LPADS allows landowners to retain ownership of land—albeit in a reconstituted format, receiving at least 60% of their original area, but with significantly improved usability and access to amenities.


🧱 Plot Reconstitution & Structured Development: What the Draft Scheme Says

In its draft publication, CMDA stated the following key guidelines for land redistribution:

  • Irregular plots will be reorganised into structured formats to improve access and layout efficiency.
  • Every landowner will receive a minimum of 60% of their original land—now with legal access to public roads and utilities.
  • Developed land will include parks, public amenities, and playgrounds, incorporated from a portion of the pooled land.
  • Resized plots will ensure better urban planning, improved resale value, and compatibility with future infrastructure rollouts.

According to CMDA’s post on X (formerly Twitter):

“The draft scheme and its annexures are available for public inspection at the CMDA office in Chennai. Objections or suggestions can be submitted within 60 days of publication. Final orders will be issued subject to the outcome of pending court cases. The scheme was delineated based on observed growth trends and development in the region.”


🆕 Final Update on the Scheme – June 2025

Despite the proposed timeline, CMDA has not yet issued a final Gazette notification for the Madambakkam LPADS as of June 2025. The declaration of intention remains the most recent official act, reaffirmed in CMDA’s March 2025 update.
