Overview of DTCP Layout Approval in Tamil Nadu
Layout approval in Tamil Nadu is governed by statutory planning laws and administered primarily through the Directorate of Town and Country Planning (DTCP), along with Composite Local Planning Authorities (CLPA), New Town Development Authorities (NTDA), Regional Offices, and Local Bodies.

Procedure LA1 — Processing of Layout Papers by Local Planning Authority
- Applicants should submit –

- The local body scrutinizes the application and forwards it with its recommendations to the CLPA / NTDA office for technical scrutiny.
- If it is decided to give approval, a technical drawing is prepared and placed before the competent Authority for consideration.
- Upon approval, centage and development charges are calculated and a demand notice is issued.
- After remittance of charges,
- the technically approved layout is prepared in fair copy,
- assigned an approval number,
- three copies along with the proceedings are forwarded to the local body.
- The local body accords final approval and facilitates further statutory processes, including registration.
Procedure LA2 – Approval by Regional Office
For areas outside CLPA/NTDA jurisdictions:
- Applicants should submit –
- two sets of applications with the prescribed layout forms
- five copies of the proposed layout drawing to the local body.
- If the proposal is found acceptable, a technical drawing is prepared departmentally and approved by the competent authority.
- The centage charges shall be paid into the Government account under the prescribed Head of Account.
- On receipt of proof of remittance
- the three copies of the technically approved layout is prepared,
- assigned an approval number,
- necessary entries are made in the layout register.
- Three copies are dispatched to the concerned local body.
- Development charges, wherever applicable, are collected by the concerned Single Local Planning Authority at the prescribed rates
- The local body thereafter accords final approval to the layout.
- The application forwarded by the local body is scrutinized for documents and site conditions by the Regional Office of the Directorate of Town and Country Planning.
Procedure LA3 – Direct DTCP Approval
For larger layouts (above 5 acres in urban localities and above 10 acres in rural areas):
- The applicant shall submit
- three sets of applications in the prescribed layout application format,
- along with all necessary enclosures and
- seven copies of the proposed layout plan, to the concerned local body.
- The local body scrutinizes the application and forwards it to the CLPA / NTDA / Regional Office with recommendations.
- The CLPA / NTDA / Regional Office scrutinizes the proposal as per norms and conducts site inspection.
- The proposal is forwarded to DTCP with the site inspection report, Master Plan / DDP extracts, and recommendations.
- The DTCP technical section prepares the road pattern departmentally.
- After approval of the road pattern by the Director, roads and OSR are handed over to the local body.

- On remittance,
- the fair copy of the approved layout is prepared,
- numbered, and
- entered in the layout register.
- Three copies of the technically approved layout with proceedings are sent to the LPA / NTDA / Local Body.
- The LPA / NTDA forwards two copies of the approved layout to the local body.
- Development charges are collected by the Single Local Planning Authority, wherever applicable.
