Buying a Flat in Chennai? 10 Checks Before You Trust a Developer

A good advertisement can attract you—but only proper verification can protect your savings.

Buying a flat means trusting a developer with a substantial part of your savings. Model apartments, introductory prices and long lists of amenities can create an impressive first impression, but they do not prove that the project is legally compliant, financially stable or well constructed.

With a large number of property developers operating across Tamil Nadu, choosing the right one for your flat purchase can be difficult. Since you are investing your hard-earned money, the decision should not be based only on a popular name, attractive advertisement or discounted price. The developer’s experience, completed projects, construction quality, approvals and delivery record must be carefully checked before you proceed.

1. Decide What Type of Property You Need

Begin by deciding whether you want an apartment, a plot in a gated development or an individual layout plot. Your legal checks, approval requirements, maintenance responsibilities and financing options will vary according to the property type.

Also list your actual requirements, including the preferred location, budget, flat size, parking, public transport and essential amenities. This prevents attractive marketing offers from influencing the decision unnecessarily.

2. Verify the Exact Project on TNRERA

TNRERA registration applies to a particular project or registered phase. It is not a general certificate proving that every development promoted by the same company is safe.

Find the RERA number in the advertisement or brochure and verify:

  • Promoter’s name
  • Project name and registered phase
  • Number of approved units
  • Proposed completion date
  • Construction progress
  • Quarterly updates
  • Extension details
  • Available complaints or regulatory orders

A large development may have several separately registered phases. Ensure that the RERA number matches the exact tower or phase in which your flat is located.

3. Study the Developer’s Previous Projects

Do not judge a developer only by the current project’s website, brochure or model apartment. Review both ongoing and completed developments.

Visit at least two completed projects and speak directly with residents.

Ask them about: Construction quality, water leakage and wall cracks, lift and power-backup performance, maintenance expenses, handover delays, unfinished amenities, and the developer’s response to complaints.

Relevant experience matters. A developer who has completed small, low-rise apartments may not necessarily have the technical or financial capacity to execute a large high-rise development.

4. Examine the Delivery Record

Check whether earlier projects were completed within the promised period. One delayed project may have a reasonable explanation, but repeated extensions, incomplete common facilities and long-pending completion certificates can indicate deeper financial or execution problems.

Online reviews and social media discussions can provide useful leads, but they should not be treated as conclusive evidence. Verify serious complaints through residents, official records or professional due diligence.

5. Verify Planning and Building Approvals

RERA registration does not replace planning permission or building approval.

For projects within the Chennai Metropolitan Area, verify the applicable CMDA approval. For developments outside the CMA, check the approval issued by DTCP or the relevant planning authority. The project should also have the necessary building permit from the concerned local body.

Compare the approved plan with what is being offered, including:

  • Number of floors
  • Tower and block details
  • Flat configuration
  • Parking arrangements
  • Clubhouse and common facilities
  • Open Space Reservation area
  • Access roads

For a completed development, confirm whether the required Completion Certificate has been obtained.

6. Investigate the Developer’s Financial Capacity

Heavy advertising does not necessarily mean that a developer is financially strong.

Be cautious if construction remains inactive for long periods, contractors leave the site, several projects are delayed or unusually large advance payments are demanded. Sudden heavy discounts and pressure to book immediately may also require closer investigation.

Payments should be made only through the developer’s official account against proper receipts. The progress visible at the site should reasonably correspond with the amount being collected from buyers.

7. Inspect the Actual Construction Quality

Premium tiles, lighting and furniture in a model flat can hide weaknesses in the building’s structural work and essential services.

Where possible, take an independent civil engineer to inspect:

  • Structural construction
  • Waterproofing
  • Wall quality
  • Plumbing and electrical materials
  • Doors and windows
  • Lift specifications
  • Fire-safety arrangements
  • Basement and parking areas
  • Sewage and storm-water systems

ISO certification or membership in an industry association may support the developer’s credibility. However, neither proves that the land title is clear, the approvals are valid or the particular flat is well constructed.

8. Understand the Complete Price

Advertisements may show a basic price per square foot, a discounted price or a starting price followed by “++”. The amount finally payable can be substantially higher.

Ask for a written, all-inclusive cost sheet covering:

  • Basic flat price
  • Floor-rise or preferential-location charges
  • Parking allocation and related charges
  • Clubhouse and infrastructure charges
  • Maintenance deposit
  • Corpus fund
  • GST, where applicable
  • Stamp duty and registration charges
  • Electricity and water connection charges
  • Any other compulsory payment

The price quotation must clearly state whether the rate is calculated on the carpet area, built-up area or super built-up area. It should also specify the RERA carpet area, as this is the legally defined usable floor area disclosed under RERA. Buyers should not compare prices per square foot without first confirming which area measurement each developer is using.

Compare shortlisted projects using the final payable amount—not the starting price shown in the advertisement.

9. Get Every Promise in Writing

Verbal assurances made by a sales representative are difficult to enforce during a dispute.

The agreement should clearly state:

  • Carpet area
  • Undivided share of land
  • Flat specifications
  • Parking rights
  • Promised amenities
  • Completion and possession dates
  • Delay compensation
  • Cancellation and refund conditions
  • Maintenance charges
  • Taxes and additional costs

If a facility, specification or delivery commitment is important to you, ensure that it appears in the written agreement.

Before signing, obtain an independent legal opinion covering the land title, Encumbrance Certificate, approved plans, development rights, Power of Attorney or joint-development documents, RERA disclosures, payment schedule and ownership of common areas.

The developer’s lawyer represents the developer. Buyers need a lawyer who represents their interests.

10. Visit the Project and Its Surroundings

Maps and Street View are useful for preliminary research, but images may be several months old. A personal site visit is essential.

Visit during peak traffic hours, in the evening and, if possible, after heavy rain. Confirm the actual access road, public transport, water supply and electricity connections. A service being available somewhere near the property does not guarantee that the project has a proper connection.

Also check the distance from hospitals, schools, colleges and other facilities required by your family. Verify whether the advertised locality is the project’s actual location or merely a nearby, better-known area.

Do You Really Need Hundreds of Amenities?

“100+ amenities” or “200+ lifestyle features” may sound attractive, but the number itself should not influence your decision.

Give priority to facilities that affect everyday living:

  • Reliable water and electricity
  • Functional lifts and power backup
  • Proper parking
  • Fire safety
  • Sewage and drainage systems
  • Security
  • Reasonable maintenance costs
  • Amenities your family will genuinely use

More amenities can also mean higher long-term maintenance expenses.

Red Flags Buyers Should Not Ignore

Proceed cautiously when:

  • A project requiring registration cannot be found on TNRERA
  • The advertised RERA number belongs to another phase
  • Approval documents are withheld
  • Construction differs from the approved plan
  • Several earlier projects remain delayed
  • The land is mortgaged or affected by undisclosed claims
  • Written commitments are avoided
  • Payment is requested in cash or through a personal account
  • The price is unusually lower than comparable projects
  • Residents report repeated construction or maintenance problems

Check Property Red Flags

Buyers should check whether a property is affected by or located near important warning zones, including waterbodies, flood-prone areas, CRZ zones, airport restriction zones, high-tension power lines and other restricted land features.

Which Developer Should You Choose?

The safest choice is not automatically the biggest, cheapest or most advertised developer.

Look for a developer who has successfully completed similar projects, maintains a reasonable delivery record, shares approvals without hesitation, provides transparent pricing, uses clear agreements, maintains consistent construction quality, responds properly to existing customers, and makes realistic commitments.

Before finalising the flat, evaluate four essentials: location suitability, the developer’s relevant experience, your ability to afford the complete cost and whether the property meets your actual requirements.

A well-known developer can still have a problematic project. Verify the project first, investigate the developer second and pay only after the legal, financial and physical checks are satisfactory.
