More time to regularise. Less stress with expert assistance.

The Tamil Nadu Government has once again extended the deadline for the regularisation of eligible unapproved layouts. Under the latest Government Order (G.O.) No. 148 on 27 July 2026, layout promoters, developers, builders, registered co-operative societies, and authorised plot owners’ associations can now apply until 30 June 2027.

The previous deadline to apply for regularisation of unapproved plots and layouts in Tamil Nadu ended on June 30, 2026.

This extension gives stakeholders additional time to complete the regularisation process and ensure that their layouts comply with planning regulations.

Key Details of the Regularisation Scheme

Eligible Land: Unapproved layouts and plots formed on or before October 20, 2016, where at least one plot was sold and registered on or before that date.

Application Method: Submissions are strictly online through the official Directorate of Town and Country Planning portal or respective planning authorities like Chennai Metropolitan Development Authority.

No Deadline for Individual Plot Owners

One of the biggest changes introduced by the Government is for individual plot owners.

Unlike developers and layout promoters, eligible individual plot owners can now apply for plot regularisation at any time, provided the individual plot was purchased and registered on or before October 20, 2016. There is no fixed deadline for individual owners to submit their applications.

This change offers relief to thousands of plot owners who may have missed earlier deadlines.

Who Should Apply Before 30 June 2027?

The extended deadline applies to:

Layout promoters

Real estate developers

Builders

Registered co-operative societies

Authorised plot owners’ associations (where permitted under the Rules)

These entities should complete the regularisation process before 30 June 2027 to avoid missing the opportunity under the current scheme.

Why Has the Government Extended the Deadline?

The extension has been granted because many eligible unapproved layouts across Tamil Nadu are still awaiting regularisation. The additional time allows developers and promoters to complete the required documentation and submit their applications.

The Government also aims to bring more unapproved layouts into the formal planning system, helping improve infrastructure planning and legal compliance.

What If the Developer Does Not Apply?

Even if the original layout promoter does not submit an application, eligible individual plot owners are not automatically deprived of the opportunity.

While the developer faces penalties or default action, individual plot owners can independently apply to regularise their specific plots under the state’s ongoing regularisation schemes (extended through June 30, 2027) rather than relying solely on the original developer.

Why Regularisation Is Important

Regularising an eligible unapproved layout or plot can provide several benefits, including:

Better legal recognition of the property.

Easier access to approvals for future construction.

Improved confidence during property sale or purchase.

Compliance with Tamil Nadu planning regulations.

Better integration of the layout into the planned development framework.

Verified Real Estate Makes the Regularisation Process Easy

Applying for regularisation involves verifying eligibility, collecting supporting documents, preparing applications, coordinating with the relevant planning authorities, and tracking the approval process. For many landowners and developers, this can be time-consuming and confusing.

Verified Real Estate offers end-to-end assistance for the regularisation process, helping reduce the stress and uncertainty involved.

Our team assists with:

Eligibility verification for layouts and plots.

Document collection and scrutiny.

Preparation and submission of applications.

Liaising with the concerned planning authorities.

Regular follow-up until the process is completed.

Guidance for both individual plot owners and developers.

Whether you own a single plot or have developed an entire layout, our experts help you navigate the process smoothly while ensuring compliance with the applicable regulations.

Don’t Wait Until the Last Minute

If you are a layout promoter, developer, or builder, remember that the current deadline to apply is 30 June 2027.

If you are an individual plot owner, you have greater flexibility, as eligible plots can now be regularised without a fixed application deadline. However, starting the process early can help avoid delays and make future property transactions easier.

If you are unsure whether your property qualifies for regularisation, seeking professional guidance can help you understand your options and complete the process correctly.

Overview of DTCP Layout Approval in Tamil Nadu

Layout approval in Tamil Nadu is governed by statutory planning laws and administered primarily through the Directorate of Town and Country Planning (DTCP), along with Composite Local Planning Authorities (CLPA), New Town Development Authorities (NTDA), Regional Offices, and Local Bodies.

The approval framework ensures that land development complies with planning norms, infrastructure standards, road connectivity requirements, and Open Space Reservation (OSR) mandates before plots can be legally sold or registered.

Procedure LA1 — Processing of Layout Papers by Local Planning Authority

Applicants should submit –

two sets of applications with the prescribed layout forms

five copies of the proposed layout drawing to the local body.

The local body scrutinizes the application and forwards it with its recommendations to the CLPA / NTDA office for technical scrutiny.

If it is decided to give approval, a technical drawing is prepared and placed before the competent Authority for consideration.

Upon approval, centage and development charges are calculated and a demand notice is issued.

After remittance of charges,

the technically approved layout is prepared in fair copy,

assigned an approval number,

three copies along with the proceedings are forwarded to the local body.

The local body accords final approval and facilitates further statutory processes, including registration.

Procedure LA2 – Approval by Regional Office

For areas outside CLPA/NTDA jurisdictions:

Applicants should submit –

two sets of applications with the prescribed layout forms

five copies of the proposed layout drawing to the local body.

If the proposal is found acceptable, a technical drawing is prepared departmentally and approved by the competent authority.

The centage charges shall be paid into the Government account under the prescribed Head of Account.

On receipt of proof of remittance

the three copies of the technically approved layout is prepared,

assigned an approval number,

necessary entries are made in the layout register.

Three copies are dispatched to the concerned local body.

Development charges, wherever applicable, are collected by the concerned Single Local Planning Authority at the prescribed rates

The local body thereafter accords final approval to the layout.

The application forwarded by the local body is scrutinized for documents and site conditions by the Regional Office of the Directorate of Town and Country Planning.

Procedure LA3 – Direct DTCP Approval

For larger layouts (above 5 acres in urban localities and above 10 acres in rural areas):

The applicant shall submit

three sets of applications in the prescribed layout application format,

along with all necessary enclosures and

The local body scrutinizes the application and forwards it to the CLPA / NTDA / Regional Office with recommendations.

The CLPA / NTDA / Regional Office scrutinizes the proposal as per norms and conducts site inspection.

The proposal is forwarded to DTCP with the site inspection report, Master Plan / DDP extracts, and recommendations.

The DTCP technical section prepares the road pattern departmentally.

After approval of the road pattern by the Director, roads and OSR are handed over to the local body.

The applicant is directed to remit centage charges under the specified Government Head of Account.

On remittance,

the fair copy of the approved layout is prepared,

numbered, and

entered in the layout register.

Three copies of the technically approved layout with proceedings are sent to the LPA / NTDA / Local Body.

The LPA / NTDA forwards two copies of the approved layout to the local body.

Development charges are collected by the Single Local Planning Authority, wherever applicable.

The local body accords final approval after statutory compliance.

Who Prepares the Technical Layout Drawing?

While applicants submit a proposed layout plan, the official technical drawing is not prepared by the applicant.

After document scrutiny and site inspection, the technical wing of DTCP / CLPA / NTDA / Regional Office prepares the departmental technical drawing, which:

Incorporates statutory road patterns, OSR, and reservations

Reflects mandated modifications and planning conditions

Is placed before the competent authority for approval

Becomes the legally binding “Technically Approved Layout”

This approved drawing alone carries statutory validity.

Centage Charges & Development Charges Explained

Centage charges – It is the mandatory Government fees paid to DTCP for technical scrutiny, preparation of the official departmental layout drawing, and administrative processing of approval.
Development charges -They are statutory levies collected by the Local Body or Single Local Planning Authority for creating or augmenting area-level civic infrastructure.
These charges fund roads, drainage, water supply, street lighting, and public amenities within the planning area and are payable before final approval.

Mandatory Documents
