Ageing government quarters face phased demolition over safety concerns.

The Tamil Nadu Housing Board has identified 714 of its 1,698 houses in Madurai district for demolition, as per the information obtained through a Right to Information (RTI) application. This means more than 40% of the TNHB housing stock in the district has reached the demolition category.

The affected housing properties include quarters in

DRO Colony,

Avaniapuram and

the Periyar bus-stand area

However, a complete area-wise list of all 714 houses has not yet been made public.

Of the remaining houses, 746 were classified as being in good condition, while another 238 were placed under a separate condition category.

Why Is Demolition Being Planned?

The RTI response reportedly states that:

1,474 of the 1,698 houses are more than ten years old—about 86.8%.

Only 487 houses are currently allotted.

Another 83 houses are vacant.

TNHB officials said the DRO Colony quarters are nearly 45 years old

Residents have also raised concerns about inadequate maintenance, damaged structures and the safety of people continuing to live in ageing buildings. According to the RTI details, 1,474 of the 1,698 houses are more than ten years old.

TNHB has therefore proposed demolishing buildings that are considered too damaged to be safely retained. Buildings that can still be used may undergo repairs using available departmental funds.

Tender Issued for the First 174 Flats

TNHB has already floated a tender for the demolition of 174 dilapidated TNGRHS flats at DRO Colony.

The first-phase tender covers:

6 Type-A flats

120 Type-B flats

48 Type-C flats

Removal of demolition debris and recovered materials

The tender was published on 27 July 2026, under Tender ID 2026_TNHB_688907_1 and reference number DB/2927/2022. Bid submission closed on 25 August 2026 after an extension.

The tender is currently shown as closed, with the award pending. Therefore, the tender process has started, but the appointment of the contractor and the actual commencement of demolition have not yet been confirmed.

What Has TNHB Said?

A senior TNHB official said that demolition would be carried out in phases. Proposals are also being prepared for other severely damaged buildings.

The official further stated that occupants of buildings with serious structural damage are generally provided alternative accommodation. However, no detailed public information is presently available about:

Who will qualify for alternative accommodation

Where residents will be relocated

When they will have to vacate

Whether new houses will be constructed

When any redevelopment will begin

Demolition Does Not Automatically Mean Redevelopment

The present tender is specifically for demolishing 174 flats and removing debris. It does not confirm that a new residential project has been approved on the land.

Residents, prospective allottees and nearby property buyers should verify the demolition order, land ownership, redevelopment approval, planning permission and future land use before relying on claims about a new project.

Disclaimer: This article is based on publicly available news reports, RTI information and tender records as of the date of publication. Demolition, relocation and redevelopment plans may change. Occupants, buyers and property owners should confirm the latest position directly with TNHB and other relevant authorities before making any decision.

Anna Nagar, Nandanam, Thirumazhisai and other key locations are included in TNHB’s ₹977 crore housing push

The Tamil Nadu Housing Board has announced a major new housing programme covering 842 apartments, 564 residential plots and 20 rental homes across Tamil Nadu.

The projects were announced in the Tamil Nadu Legislative Assembly by Housing and Urban Development Minister B. Rajkumar on August 28, 2026, under the department’s 2026–27 announcements.

842 TNHB apartments under self-financing scheme

TNHB will construct 842 apartments at an estimated cost of ₹914 crore under its self-financing scheme.

The apartments are planned in eight locations:

Anna Nagar, Chennai

Purasawalkam, Chennai

Nandanam, Chennai

Ernavoor, Chennai

Thirumazhisai, Tiruvallur district

Gundusalai, Cuddalore district

Ellis Nagar, Madurai district

Vallankumaravilai, Kanniyakumari district

The government has not yet revealed how many apartments will be built at each location.

How does the TNHB self-financing scheme work?

Under a TNHB self-financing scheme, buyers generally pay the cost of the flat in stages while construction is in progress. It is different from a subsidised or free housing programme.

A payment schedule published on the TNHB portal for an earlier self-financing project required buyers to pay 10% of the flat cost within 21 days of receiving the provisional allotment order. Further instalments were collected during construction, while the final payment and applicable GST were payable at the time of handover.

The TNHB website also states that interest may be charged when an instalment is paid after its due date. If an allottee repeatedly fails to pay, TNHB may issue notices and eventually cancel the allotment according to the applicable rules.

However, the payment schedule, eligibility, initial deposit and allotment process for these newly announced 842 apartments may be different. Buyers must wait for the individual project notifications.

Does ₹914 crore indicate the selling price?

No. The ₹914 crore is the combined estimated cost of developing all 842 apartments across eight locations.

Dividing the project cost by the number of apartments produces an average of approximately ₹1.09 crore per unit. But this should not be treated as the expected selling price.

Prices will depend on the location, flat size, category, construction specifications, parking, common facilities, land cost and other project expenses. A flat in Anna Nagar or Nandanam may be priced very differently from one in Ernavoor or Thirumazhisai.

TNHB to develop 564 residential plots

TNHB will also develop 564 residential plots at a cost of ₹45 crore. These plots will be provided with basic infrastructure and later brought up for sale.

The ten announced locations are:

Valasaravakkam

Sholinganallur

Thiruvanmiyur

Hosur

Velichamandalam

Edappadi

Arcot

Kadachanallur

Ellis Nagar

Chettinaickenpatti

The government has not yet published the plot sizes, number of plots in each location or proposed selling prices.

Rental housing planned at CIT Nagar

A separate rental housing project has been announced at CIT Nagar, Chennai.

TNHB will construct 20 rental apartments at an estimated cost of around ₹18 crore under its Board Rental Housing Scheme.

Eligibility, rental rates and allotment conditions have not yet been released.

Can buyers apply now?

No. This is presently an Assembly announcement and not a booking notification.

TNHB has not yet released:

Exact project sites and survey numbers

Apartment and plot sizes

MIG, HIG, LIG or EWS categories

Sale prices

Application opening dates

Eligibility conditions

Lottery or first-come-first-served rules

Construction and possession timelines

TNRERA registration details

Project-level approvals, layouts, tenders and official sale notifications are expected to follow. These new projects should also not be confused with TNHB flats and plots that are already available under its ongoing allotment programmes.

Relief for Housing Board Allottees and Unused Land

The Tamil Nadu Housing Board has announced a one-year scheme for around 7,000 people who have not paid their instalments for plots, flats or houses. If they pay the pending amount in one go, certain penalty and interest charges will be waived.

The Government will also take steps to solve long-pending issues involving Housing Board land that has not been handed over or is lying unused due to encroachment and other problems.

Why these projects matter

The announcement is significant because several projects are planned in established and high-demand markets such as Anna Nagar, Purasawalkam, Nandanam, Sholinganallur and Thiruvanmiyur.

Thirumazhisai is also important because of the continuing residential, transport and industrial growth in western Chennai. However, the government has not officially linked the TNHB project with any proposed Metro Rail corridor.

Official announcement:
https://cms.tn.gov.in/cms_migrated/document/announcements/hud_t_ann_2026_27.pdf

TNHB website:
https://tnhb.tn.gov.in/

Disclaimer: This article is based on the Tamil Nadu Government’s 2026–27 Assembly announcement. Project prices, sizes, eligibility, timelines and booking conditions have not yet been released and may change when TNHB publishes the detailed project notifications.

Prices start at ₹3 lakh under lottery and FCFS allotment.

TNHB Announces 6,775 Residential Units

The Tamil Nadu Housing Board released Notification No. 01/2026 dated August 12, 2026, offering 6,775 flats, residential plots and independent houses across 14 districts in Tamil Nadu.

The properties range from 242 sq.ft. to 5,942 sq.ft., with prices starting at ₹3 lakh and reaching ₹2.98 crore.

The units will be allotted through three schemes. Each scheme has separate opening dates, deadlines and allotment rules.

Three TNHB Allotment Schemes

Scheme

Units

Allotment method

Price range

Opening period

Scheme A

2,842

Online lottery

₹3 lakh–₹2.98 crore

August 21–28, 2026

Scheme B

2,184

FCFS within reservation categories

₹5 lakh–₹1.31 crore

August 24–28, 2026

Scheme C

1,749

FCFS through a general pool

₹3 lakh–₹1.46 crore

Some projects already open; others open August 25 and 27

Under Scheme A, applicants may apply until the relevant closing date. Allotment will be decided through an electronic draw, so applying earlier does not increase the chance of selection.

Schemes B and C follow the first-come-first-served system. Applicants seeking popular properties, particularly flats in Chennai, should be ready when booking opens at 10:00 AM.

Scheme B may benefit eligible reservation-category applicants because allotment takes place within the applicable reservation category.

Who Can Apply?

Applicants must meet three basic conditions:

The applicant must be a native of Tamil Nadu.

The applicant must have completed 21 years of age on the application date.

The applicant, spouse and minor children must not have previously purchased a plot, house or flat from TNHB.

Owning a privately purchased property does not automatically disqualify an applicant. The restriction applies specifically to an earlier purchase from TNHB.

TNHB Monthly Income Categories

Category

Monthly income

EWS

Up to ₹25,000

LIG

₹25,001–₹50,000

MIG

₹50,001–₹70,000

HIG

Above ₹70,000

Applicants belonging to higher-income categories may apply for a lower-category property. However, EWS units can be allotted only to applicants who satisfy the EWS income limit.

Reservation in TNHB Allotment

The main reservation shares include:

General public – 38%

Scheduled Castes – 18%

State Government employees – 18%, including 2% for serving judicial officers

Central Government, TNEB and local-body employees – 8%

Defence personnel, ex-servicemen and eligible defence families – 7%

Washermen and hairdressers – 4%

Working journalists – 3%

TNHB employees – 2%

Scheduled Tribes – 1%

Language martyrs, state-border agitation participants and freedom fighters – 1%

A 3% preference is provided to differently abled applicants across reservation categories. Artists receive a 5% preference, while politically affected persons receive a 1% preference within specified categories.

Applicants claiming a reservation must upload the relevant certificate.

Application and Registration Fees

Category

Application fee

Registration fee

Total

HIG

₹590

₹236

₹826

MIG

₹354

₹236

₹590

LIG

₹236

₹236

₹472

EWS

₹118

₹236

₹354

The fees include GST and are non-refundable. Payment must be made online through Internet Banking, Debit Card or IMPS from an account registered in the applicant’s name.

The Important 10% Payment Rule

Applicants must initially pay 10% of the property value.

Scheme A lottery winners get only 15 minutes after selection to complete the payment.

Scheme B and Scheme C applicants get 20 minutes during booking.

The amount must be paid in a single transaction from the applicant’s registered bank account.

The remaining 90% must be paid within 90 days from the allotment date.

The balance may be paid through the TNHB e-Services portal or by e-Challan, either in parts or as a lump sum.

Applicants should increase their bank transaction limits before the booking date. A low transaction limit, technical delay or failed payment could result in losing the selected unit.

Documents Required

Applicants should keep clear soft copies of the following documents ready:

Proof of age

Nativity certificate

Monthly income certificate

PAN card

Aadhaar card

Scanned signature

Recent passport-size photograph

Reservation certificate, if applicable

Trying to prepare or upload documents during the short FCFS booking window could cause delays. All documents should be prepared and checked in advance.

Important Application Dates

Scheme A projects open in stages between August 21 and August 28, 2026. Their application deadlines fall between September 19 and September 26, 2026.

Scheme B projects open between August 24 and August 28, 2026, with booking periods extending up to August 2027, subject to availability.

Under Scheme C, the Koyambedu and Varaganeri projects are already open. Other projects open on August 25 or August 27, 2026, and the listed booking deadline is March 31, 2027.

These extended closing dates do not guarantee availability. Under the FCFS system, popular units may be booked soon after the portal opens.

Complete TNHB Project-Wise Units, Sizes and Prices

The following tables cover every project listed on pages 7–11 of the guide, including its district, property type, income category, number of available units, size and TNHB selling-price range.

Sizes refer to the carpet area or plot extent in square feet. “L” means lakh.

TNHB Goes Digital for Easier Property Buying

Buying a Tamil Nadu Housing Board house or residential plot may soon become easier, faster, and more transparent. In a major push towards e-governance, Tamil Nadu Housing and Urban Development Minister B. Rajkumar has directed officials to digitise the operations of the Tamil Nadu Housing Board.

The direction was issued during a review meeting held at the Tamil Nadu Housing Board headquarters. The minister instructed officials to ensure that TNHB services and future housing schemes are delivered through digital platforms, making the process more accessible to the public.

TNHB Unsold Houses and Plots to Be Brought Online

One of the key points discussed during the review was the large number of unsold TNHB houses, flats, and plots available across different schemes in Tamil Nadu.

To improve visibility and speed up sales, the minister directed officials to bring these unsold properties under an online sales platform. Once implemented, the system is expected to help buyers view available TNHB properties more easily and reduce the need for repeated visits to government offices.

For the Tamil Nadu Housing Board, moving unsold inventory online can help improve revenue generation from existing properties. For homebuyers, it can make government-backed houses and plots easier to find, compare, and purchase through a more transparent process.

A Move Towards Transparency and Faster Access

The digital shift is expected to reduce paperwork, procedural delays, and dependency on offline administrative processes.

At present, many buyers face delays due to manual applications, documentation issues, sale deed execution, and physical follow-ups. By moving TNHB services online, the government aims to make the process smoother and more transparent for the general public.

However, the full features of the online platform, including whether it will provide real-time inventory tracking, online payment, digital booking, or sale deed tracking, are yet to be officially detailed.

Minister Reviews TNHB Projects and Services

During the meeting, the minister reviewed several important areas connected to TNHB’s functioning.

These included :

ongoing projects,

unsold houses and plots,

pending execution of sale deeds,

new schemes proposed for the year,

rental housing,

revenue generation,

administration,

land acquisition,

financial position, and

public grievance petitions.

This shows that the digital push is not limited only to online property sales. It is part of a larger effort to improve the overall administration and service delivery of the Tamil Nadu Housing Board.

Public Grievance Petitions Also Reviewed

The minister also reviewed petitions received under the Chief Minister’s grievance redressal initiative.

This is an important step because housing-related grievances often involve delays in documentation, allotment issues, payment concerns, pending sale deeds, possession delays, and other administrative problems.

A digital approach may help TNHB track complaints better, reduce delays, and improve public trust in the system.

Key Housing Projects to Be Fast-Tracked

The minister also emphasised the need to speed up important housing initiatives in Tamil Nadu.

These include :

the own-house construction scheme for government employees,

the reconstruction of tenements belonging to the Tamil Nadu Urban Habitat Development Board, and

the development of satellite townships at Thirumazhisai, Uchapatti-Thoppur in Madurai, and Mullur in Pudukkottai.

These projects are expected to play an important role in expanding housing access and planned urban development across the state.

What This Means for Homebuyers

For people looking to buy government-allotted houses, flats, or residential plots in Tamil Nadu, TNHB’s digital shift could be a major improvement.

Once the online platform is implemented, buyers may be able to access information on available properties more easily and complete parts of the process without depending entirely on offline procedures.

The move can also reduce confusion, improve transparency, and make TNHB properties more visible to genuine buyers.

Key Takeaway

The Tamil Nadu Housing Board’s move towards digital services is a significant step in modernising government-backed housing sales. By bringing unsold houses and plots onto an online platform, TNHB can improve transparency, reduce procedural delays, and make property access easier for the public.

For homebuyers, this means a more organised and accessible way to explore TNHB housing options in Tamil Nadu. For the government, it can help unlock revenue from unsold inventory and improve public service delivery.

TNHB’s Shift to a Fully Online Booking System

To improve transparency, speed, and public access, the Tamil Nadu Housing Board (TNHB) has introduced a structured online application and booking system for its housing schemes across Tamil Nadu.

Earlier, applications and allotments involved significant manual processing. Now, TNHB has digitised:

Scheme applications

e-Lottery allotments

First Come First Serve (FCFS) bookings

Online unit selection

Digital document uploads

Lottery Basis Booking in TNHB

Under the Lottery Basis, applicants submit their applications within the notified period. After the application window closes:

Selected applicants are declared as winners.

Winners are given a specific timeline to book their allotted unit online.

Buying TNHB Properties: When purchasing TNHB properties from original
allottees, it is crucial to verify several aspects, including the original allotment
documents and whether the property is free from encumbrances.

Procedure for Allotment: When properties are allocated, they are initially
provided as leasehold properties, and the allottee must pay the lease amount in
installments. A provisional allotment order is issued by TNHB.

Lease and Payment Terms: The lease amounts are typically very low, often under
₹100 per month, with some allocations before the 1990s requiring payments between
₹12 and ₹15 per month.

Financial Structure: TNHB housing schemes are often funded through loans
from institutions like the World Bank, which helps in keeping the installment amounts
low.

Verification of Title: When buying a TNHB property, ensure that the seller is the
original allottee. If so, verify that all payments due to the Housing Board have been
fully settled and that a sale deed has been issued.

Settling Outstanding Payments: If the original allottee has outstanding dues, the
buyer must first clear these payments and obtain a sale deed in the original allottee’s
name before purchasing the property.

Challenges with Old Allottees: In some cases, the original allottee might not
have paid the lease amounts or may have transferred the property without proper
documentation, leading to issues with registration.

Legal and Administrative Issues: If the original allottee has sold the property
without proper documentation or has unpaid dues, the new buyer may face legal
challenges. It is essential to resolve these issues before proceeding with the purchase.

Historical Issues: Some properties allocated before the 1990s may have
complicated ownership issues. Often, these properties are sold informally without
proper registration, leading to potential disputes.

Verification and Documentation: Ensure that the sale deed for the property is
properly registered. Buyers should personally verify the registration and ensure all
documents are in order.

Finding the Allottee: If the original allottee cannot be located, buyers can
approach the TNHB office and report their status as an innocent buyer. They may
need to settle all dues and obtain a valid sale deed before completing the purchase.

Registration Process: Once all dues are settled, buyers should ensure that the sale
deed is properly registered with the appropriate registration office.

Potential Complications: Properties that have changed hands informally or
where the original allottee cannot be found may face additional complications,
particularly with older properties from before 1990.

Recent Changes: Post-1990, TNHB has implemented stricter controls on property
transactions to prevent unauthorized sales and ensure compliance with housing
policies.

Obtaining Sale Deeds: Buyers must ensure that all payments are made, and the
sale deed is registered correctly. In some cases, the property may have undergone
unofficial transfers that need to be addressed.

Final Verification: Before finalizing a purchase, buyers should confirm that the
sale deed is correctly recorded and that there are no outstanding issues with the
property.

Current Developments: The TNHB is planning to redevelop old tenements in
metropolitan areas, potentially relocating current occupants for up to four years while
new housing is constructed.

Advice for Prospective Buyers: During this redevelopment phase, it is advisable
to avoid purchasing properties from current occupants due to potential relocation and
redevelopment issues.

Conclusion
Purchasing properties from the Tamil Nadu Housing Board requires careful consideration and thorough due diligence. Understanding the nuances of lease agreements, verifying the status of payments, and ensuring proper documentation are crucial steps in securing a legitimate and trouble-free transaction. By following the insights outlined in this article, prospective buyers can better navigate the complexities of acquiring TNHB tenements and make informed decisions, ensuring a smooth and successful property purchase.

Government Housing Schemes in Tamil Nadu: Affordable and Sustainable Solutions for All

Tamil Nadu, with its diverse and growing population, has implemented various housing schemes to address the needs of its residents. These government initiatives aim to provide affordable housing solutions, improve living standards, and promote sustainable urban development. This article explores the key government housing schemes in Tamil Nadu, highlighting their benefits and eligibility criteria.

Pradhan Mantri Awas Yojana (PMAY)

Pradhan Mantri Awas Yojana (PMAY) is a flagship scheme by the Indian government aimed at providing affordable housing to all by 2022. The scheme has two components: PMAY-Urban (PMAY-U) and PMAY-Gramin (PMAY-G).

Under PMAY-U, the focus is on providing affordable housing in urban areas. Beneficiaries are classified into four income categories: Economically Weaker Section (EWS), Low-Income Group (LIG), Middle-Income Group-I (MIG-I), and Middle-Income Group-II (MIG-II). The scheme offers interest subsidies on home loans, making housing more affordable for the urban poor.

PMAY-G targets rural households, providing financial assistance for the construction of pucca houses. Beneficiaries include households without a permanent residence and those living in kutcha houses. The scheme ensures that rural families have access to decent living conditions.

Benefits of PMAY

Interest Subsidy: Under the Credit Linked Subsidy Scheme (CLSS) component of PMAY, eligible beneficiaries can avail of interest subsidies on home loans. This reduces the overall cost of the loan and makes homeownership more affordable.

Financial Assistance: For rural beneficiaries, PMAY-G provides financial assistance for constructing new houses, ensuring access to basic amenities like sanitation, water, and electricity.

Inclusive Development: PMAY promotes inclusive development by targeting economically weaker sections and low-income groups, thereby improving living standards and reducing poverty.

Case Study: Success of PMAY in Chennai

Mrs. Lakshmi, a resident of Chennai, benefitted greatly from the PMAY-U scheme. As a member of the Economically Weaker Section (EWS), she struggled to find affordable housing for her family. Upon learning about the PMAY scheme, she applied and was granted a home loan with a significant interest subsidy. This financial support enabled her to purchase a modest apartment in the city, improving her family’s living conditions and providing them with a stable home. Mrs. Lakshmi’s story is a testament to how PMAY-U has empowered numerous families in Chennai to achieve their dream of homeownership.

Eligibility Criteria for PMAY

Income Criteria: Different income groups have specific eligibility criteria. EWS households have an annual income up to ₹3 lakh, LIG households between ₹3 lakh and ₹6 lakh, MIG-I households between ₹6 lakh and ₹12 lakh, and MIG-II households between ₹12 lakh and ₹18 lakh.

Housing Status: Applicants should not own a pucca house either in their name or in the name of any family member across India.

Location: For PMAY-U, applicants must reside in urban areas; for PMAY-G, applicants must belong to rural areas.

Tamil Nadu Housing Board (TNHB) Schemes

The Tamil Nadu Housing Board (TNHB) plays a crucial role in providing affordable housing solutions in the state. TNHB offers various schemes for different income groups, ensuring housing access for all.

Benefits of TNHB Schemes

Affordable Housing: TNHB provides housing units at affordable prices, catering to the needs of low and middle-income groups.

Variety of Options: TNHB schemes include apartments, individual houses, and plots, offering a range of choices to the beneficiaries.

Transparent Allocation: TNHB follows a transparent allocation process, ensuring fair distribution of housing units to eligible applicants.

Eligibility Criteria for TNHB Schemes

Income Group: Different schemes target different income groups. Applicants must meet the income criteria specified for each scheme.

Residence: Applicants must be residents of Tamil Nadu and should not own any other residential property in the state.

Application Process: Interested applicants must apply through the TNHB’s official website or designated offices, providing necessary documents and fulfilling all required criteria.

Green House Scheme

The Green House Scheme, also known as the Chief Minister’s Solar Powered Green House Scheme (CMSPGHS), aims to provide eco-friendly housing solutions to rural households in Tamil Nadu. The scheme promotes the construction of solar-powered houses, ensuring sustainable and energy-efficient living.

Benefits of the Green House Scheme

Solar Power: Houses constructed under this scheme are equipped with solar power systems, reducing electricity costs and promoting renewable energy use.

Environmental Sustainability: The scheme encourages eco-friendly construction practices, contributing to environmental conservation.

Financial Assistance: Beneficiaries receive financial assistance for constructing green houses, ensuring access to modern amenities and improved living conditions.

Eligibility Criteria for the Green House Scheme

Residence: The scheme is targeted at rural households in Tamil Nadu.

Income: Priority is given to economically weaker sections and low-income families.

Housing Status: Beneficiaries should not own a pucca house and must meet the eligibility criteria set by the government.

Conclusion

Government housing schemes in Tamil Nadu, such as PMAY, TNHB schemes, and the Green House Scheme, play a vital role in addressing the housing needs of the state’s population. These schemes offer numerous benefits, including financial assistance, interest subsidies, and access to affordable and sustainable housing. By understanding the benefits and eligibility criteria, potential beneficiaries can take advantage of these schemes to secure a better living environment and improved quality of life.
