Clean vacant land today. Avoid fines tomorrow.

Bengaluru has launched a major cleanup drive targeting neglected vacant plots across the city.

Initiative: Freedom from Waste (Greater Bengaluru Authority – GBA)

Aim: To eliminate garbage, construction debris, overgrown weeds and illegal dumping from vacant plots

Objective: Improve public health, ensure cleaner neighbourhoods, and prevent misuse of empty land for dumping waste

Strict Deadline: August 15, 2026

If the owner fails to clean the plot, the Corporation will carry out the cleanup and recover the cost by adding it to the property’s tax bill

Why Did Bengaluru Launch This Drive?

The city found that many vacant plots had become dumping grounds for garbage and construction waste. Overgrown vegetation and stagnant water were also creating breeding grounds for mosquitoes and rodents.

According to the survey conducted before the campaign:

1,616 locations with accumulated debris and waste were identified across Bengaluru.

Around 22,732 tonnes of waste were found across the city’s five civic corporations.

These findings prompted the government to launch a city-wide cleanup campaign and make landowners more accountable for maintaining their vacant plots.

Rules Every Bengaluru Vacant Plot Owner Should Know

The GBA has issued strict instructions for owners of vacant plots:

Remove garbage, construction and demolition (C&D) waste, weeds and overgrown vegetation.

Clean the plot on or before 15 August 2026.

Build a compound wall or fencing to prevent illegal dumping.

Citizens can report neglected plots through the official WhatsApp chatbot by sending GPS-tagged photographs.

If the owner fails to clean the plot:

First violation: ₹25,000 fine.

Repeated violations: ₹50,000 to ₹1 lakh.

The civic body may clean the land itself and recover the cleaning cost along with the owner’s property tax.

The Public Debate & Pushback

While Resident Welfare Associations (RWAs) have widely welcomed the move to curb health hazards and mosquito breeding, vacant plot owners are raising strong concerns:

Unfair Accountability: Plot owners argue that external illegal dumpers, local vendors, and nearby residents dump garbage on empty plots due to municipal waste-collection gaps, making it unfair to penalize owners up to ₹1 Lakh.

Construction Stance: Deputy CM D.K. Shivakumar highlighted that plot owners holding onto land solely as passive investments should consider fencing or building within 5 years to keep the city clean and organized.

Government-Allotted Plots Face Stricter Action

Along with the cleanup drive, Karnataka has also announced stricter action for government-allotted residential plots. Authorities have stated that if a house is not constructed within five years of allotment, the government may resume the plot and refund the amount paid with applicable interest. This policy applies to plots allotted by government agencies and not to privately purchased land. The objective is to discourage land hoarding and prevent vacant plots from becoming dumping grounds.

Vacant Land Rules in Tamil Nadu

Although Tamil Nadu has not announced a campaign similar to Bengaluru’s, vacant landowners are also responsible for maintaining their properties under the Tamil Nadu Urban Local Bodies Rules and the Solid Waste Management Rules.

Landowners should:

Regularly remove weeds, bushes and garbage.

Clear construction debris and stagnant water.

Fence or compound the property to prevent illegal dumping and encroachments.

Keep the local body informed of their contact details if required.

Tax & Construction Site Rules

Vacant Land Tax (VLT): Under Rule 266 of the TNULB Rules, local bodies levy a annual Vacant Land Tax on unbuilt plots within municipal limits. Non-payment or unpaid cleanup charges can lead to distraint proceedings or tax liens on the property.

Clean Construction Rules: For plots under construction, GCC also imposes fines ranging from ₹30,000 to ₹5 Lakh if builders fail to use dust/debris tarpaulins, metallic barricades, or allow waste/water accumulation on site.

If a vacant plot is left unattended:

The local body may issue a 7-day notice.

A fine of up to ₹25,000 may be imposed.

A continuing penalty of ₹500 per day may also apply for non-compliance.

If the corporation cleans the plot, the cleanup charges can be recovered from the owner as per the applicable rules.

A Reminder for Vacant Landowners

Owning a vacant plot also comes with the responsibility of maintaining it. A clean and fenced property not only helps avoid penalties but also protects the neighbourhood from illegal dumping, mosquito breeding, health risks and encroachments.

Whether your land is in Bengaluru or Tamil Nadu, inspecting the property regularly, removing waste promptly and securing the site with proper fencing are simple steps that can save you from unnecessary legal action and expenses.

As cities continue to tighten enforcement on neglected vacant lands, landowners should treat plot maintenance as an important part of responsible property ownership.

Tamil Nadu Introduces Stricter Project Completion Norms to Protect Homebuyers

In a major move aimed at safeguarding homebuyers, the Tamil Nadu Real Estate Regulatory Authority (TNRERA) has tightened the rules governing the completion of real estate projects. Under the new norms, developers can no longer declare a project complete merely because the construction work has ended.

Instead, builders must prove that all essential services and promised amenities are fully operational and submit a comprehensive set of compliance documents before a project is officially treated as complete by TNRERA.

Developers Must Notify TNRERA Within Three Months

TNRERA has directed developers to intimate the authority within three months of the completion of their project and furnish all prescribed documents for closure of the project registration.

A project will be recognised as completed only after TNRERA verifies the documents and confirms that the project complies with all regulatory requirements.

Builders Must Prove Amenities Are Functional

Under the new framework, developers will have to establish that all basic infrastructure and amenities promised to homebuyers are fully functional, including:

Water supply systems;

Sewerage and drainage facilities;

Electricity connections;

Lifts and common area equipment;

Fire safety installations;

Clubhouse, swimming pool and other amenities promised in the project brochure.

This means that developers cannot market or hand over projects as “completed” if buyers are still waiting for basic infrastructure to become operational.

Stringent Documentation Requirements

Developers seeking project closure will also have to submit several documents, including:

Completion Certificate;

Occupancy Certificate, wherever applicable;

Structural Stability Certificate;

Approved plans and planning permission documents;

Audited bank statements;

Details of unsold inventory;

Information regarding pending complaints or litigation;

Certificates confirming the completion of all promised amenities.

The new requirements are intended to ensure greater transparency and accountability in the real estate sector.

Layout Developers Must Provide Drone Images

For plotted developments and layouts, TNRERA has introduced additional compliance measures.

🎇Developers will now have to submit geo-tagged photographs and drone images proving that roads, street lights, parks, stormwater drains and other promised infrastructure have been completed.

The move seeks to prevent partially developed layouts from being portrayed as fully completed projects.

Additional Safeguards for Delayed Projects

Developers seeking an extension of project registration beyond one year will face stricter financial conditions.

🚨 TNRERA has directed such developers to deposit an additional 20 per cent of the amount collected from homebuyers into the RERA escrow account.

The requirement is aimed at ensuring that sufficient funds remain available for completing delayed projects and protecting the interests of homebuyers.

Developers Must Maintain Three Bank Accounts

Under new TNRERA rules in effect from Jan 2026, developers are required to maintain three mandatory bank accounts to ensure stricter financial discipline and prevent misuse of homebuyer funds.

These include:

a collection account where all buyer payments are first deposited,

a separate RERA escrow account where a significant portion of the funds is transferred and used only for construction and land costs, and

a third account for operational expenses.

The framework is designed to create a clear audit trail of funds, minimise diversion of money to other projects, and ensure that sufficient funds remain available to complete the project on time, thereby strengthening protection for homebuyers.

Compliance Support for Developers Under New TNRERA Norms

For developers navigating these increasingly stringent compliance requirements, platforms such as Verified.RealEstate offer end-to-end support, including land and title verification, due diligence, approval mapping, encumbrance checks and RERA readiness services.

By helping developers organise documentation, verify project compliance and prepare for all the TNRERA requirements mentioned above, the Verified.Realestate team aims to ensure that projects are launched and completed on a legally sound and compliant foundation.

Why These Rules Matter for Homebuyers and Developers

The new norms tackle a key concern—projects being declared complete without essential services or promised amenities. By requiring proof of operational infrastructure and stronger financial safeguards, TNRERA aims to ensure homes are truly ready for occupation.

For homebuyers, these measures provide greater assurance that the property they invest in will be delivered with all promised facilities in place, reducing the risk of delays, incomplete infrastructure and post-possession issues.

For developers, these rules emphasise stricter compliance, better financial discipline and timely execution. Adhering to these standards can help build credibility, reduce regulatory risks and improve buyer confidence in their projects.

A decade of land ownership, now just one click away.

The Tamil Nadu Government Launches a First-of-its-Kind Land Ownership History Service

Tamil Nadu has taken a major step towards transparent land governance by launching a dedicated Patta History service — enabling the public to view the complete chain of land ownership, similar to how an Encumbrance Certificate traces transaction history. Until now, a patta only showed the current landholder; but with this update, buyers and landowners can now see the entire transfer lineage dating back to 2014.

🏡 What Is the New Patta History Service?

The Patta History service allows any user to access:

Full past ownership details

Names of all previous patta holders

Dates and duration each person held the patta

Reasons and government orders behind changes

Transfer history recorded since 2014

A transparent timeline of ownership — just like EC’s chronological structure

This brings patta documentation closer to a “Property History Certificate,” giving the public a clear view of how a land parcel changed hands over time.

🏛️ Why Did Tamil Nadu Introduce This Service?

Earlier, patta documents showed only the current owner, making it difficult for buyers to verify historic ownership or past disputes. Buyers had to depend on the Encumbrance Certificate alone — which tracks only registration transactions, not revenue-record transfers.

To remove this gap and strengthen due diligence, the state has now introduced an official patta-history layer.

Impact:
✔ Better fraud prevention
✔ More transparency before purchase
✔ Ease in legal verification
✔ Reduced dependency on manual village-office enquiries

🌐 Where & How Will It Be Available?

The service will go live first in one taluk as a pilot.

Later, it will be rolled out across Tamil Nadu.

A small fee will be charged to view or download Patta History.

Access will likely be through eservices.tn.gov.in, the state’s official revenue portal.

This upgrade follows recent reforms where patta transfers for undivided properties now happen automatically after registration.

📅 From What Year Is History Available?

Patta History data will be available from 2014 onwards

Pre-2014 records may not be included in the first rollout.

This still covers a decade of data — adequate for most modern land transactions.

🔍 What This Means for Real Estate Buyers & Landowners

Tamil Nadu’s Patta History service will significantly enhance:

1. Due Diligence Before Buying

Buyers can easily see past ownership changes and avoid land with suspicious patterns.

2. Litigation Avoidance

Sudden or frequent patta transfers can signal past disputes — now visible instantly.

3. Loan & Mortgage Processing

Banks can verify land history faster, reducing delays.

4. Trust in Market Transactions

A transparent revenue record reduces fake pattas or manipulated transfers.

🛡️ Verified.RealEstate Integration — Useful Tools

For real-estate buyers, these tools complement Patta History:

EC (Encumbrance Certificate) Fetcher → Get registration history

Land Ownership Cross-Check → Compare revenue & registration data

Digital Property Due Diligence → Ideal before entering any sale agreement

This combination gives a 360° verification for any land parce
