Tamil Nadu plans to unlock larger GCC campuses along OMR, Radial Road and Mount-Poonamallee Road—but the detailed FSI rules are still awaited.

Tamil Nadu has announced a major development programme for Global Capability Centres along three important Chennai employment corridors. The plan combines better shared infrastructure with enhanced Floor Space Index (FSI) for eligible GCC campuses.

Industries Minister S. Keerthana announced the programme during the Tamil Nadu Assembly proceedings on August 25, 2026.

Which Chennai corridors are covered?

The Tamil Nadu Global Capability Centres Corridor and Development Programme will cover:

Rajiv Gandhi Salai, commonly known as OMR

Pallavaram–Thoraipakkam Radial Road

Mount-Poonamallee High Road

These roads already connect major IT parks, corporate offices and employment centres across south and west Chennai.

What does higher FSI mean?

FSI decides how much floor area can be constructed on a land parcel.

For example, a plot with an FSI of 2 can generally have twice its land area as permissible FSI-covered construction. If the allowed FSI is increased, an eligible campus may be able to build more office space on the same land.

However, higher FSI does not automatically guarantee a taller building. The final building height will still depend on road width, setbacks, fire-safety rules, parking, aviation restrictions and planning approval.

The government has not yet announced the proposed FSI increase.

What infrastructure could be improved?

The government has said that common and shared infrastructure will be strengthened along the three corridors.

This may eventually cover roads, junctions, public transport access, pedestrian facilities, stormwater drains, water supply, sewerage, electricity and digital connectivity. However, the exact projects, costs and completion timelines have not yet been disclosed.

Will every property along these roads receive higher FSI?

No such benefit has been announced for every property.

The government has specifically referred to “eligible GCC campuses.” This suggests that the additional FSI may be limited to qualifying corporate campuses or office developments.

Residential plots, apartments and ordinary commercial properties should not assume that they will automatically receive higher FSI simply because they are located on OMR, Radial Road or Mount-Poonamallee Road.

Why does this matter to landowners and investors?

If properly implemented, the programme could support:

Larger office and technology campuses

More high-value employment along the corridors

Stronger demand for nearby rental housing

Growth in commercial services

Better development potential for qualifying large land parcels

Improved infrastructure around major employment centres

The impact will vary significantly between individual properties. Land use, road width, survey-number location, environmental restrictions and campus eligibility will all matter.

Is the higher FSI available now?

Not yet.

The announcement is currently a policy proposal and development direction. The government has not released:

The new FSI limit

Exact corridor boundaries

Campus eligibility conditions

Survey numbers covered

Infrastructure project details

Implementation date

Application procedure

Landowners must wait for the relevant Government Order, Gazette notification or CMDA planning framework before treating the higher FSI as an available development right.

Check the property before calculating its potential

Once the detailed notification is released, Verified.RealEstate can help owners check whether their property falls within the notified corridor and understand its development potential through the FSI Calculator, Land Use Checker, Guideline Value Checker and Building Approval and Compliance services.

Until then, buyers and landowners should avoid paying a higher price based only on the expectation of additional FSI.

The bottom line

Tamil Nadu’s plan could reshape Chennai’s three major GCC corridors by allowing qualifying campuses to expand while improving the infrastructure around them.

But the real impact will become clear only after the government publishes the FSI increase, eligible boundaries and implementation rules. For now, it is a significant announcement—not an automatic FSI benefit for every property along these roads.
