20.71 acres officially acquired for SIPCOT expansion near Parandur.

The Tamil Nadu government is moving forward with a new SIPCOT industrial development at Maduramangalam near Parandur in Kancheepuram district.

The proposed project is expected to include a Semiconductor and Electronics Manufacturing Park, along with industries and research and development facilities.

According to media reports, the specialised manufacturing park is proposed at an estimated cost of ₹175 crore and could generate approximately 5,000 direct and indirect jobs.

The project was reportedly announced by Chief Minister C. Joseph Vijay under Rule 110 in the Tamil Nadu Legislative Assembly.

Rule 110 allows a Minister, with the Speaker’s consent, to make a statement on a matter of public importance in the Tamil Nadu Legislative Assembly without questions or debate at that time.

How Much Land Is Covered by the Gazette?

Tamil Nadu Government Gazette Extraordinary No. 368 covers one identified block of land required for the SIPCOT Maduramangalam Industrial Park.

The land schedule contains:

Total extent of the listed lands: 8.4021 hectares

Extent notified for acquisition: 8.3820 hectares

Approximate acquisition area: 20.71 acres

Land not included in the acquisition: 0.0201 hectare

The entire notified acquisition falls within Maduramankalam A Revenue Village in Sriperumbudur Taluk, Kancheepuram district.

The Gazette does not provide the total area proposed for the wider SIPCOT industrial park. It confirms only the 8.3820-hectare acquisition covered by this particular notification.

What Does the Latest Gazette Confirm?

Tamil Nadu Government Gazette Extraordinary No. 368 was published on 1 September 2026.

The notification contains the following particulars:

Project: SIPCOT Maduramangalam Industrial Park

District: Kancheepuram

Taluk: Sriperumbudur

Village: Maduramankalam A Revenue Village

Unit: No. 02

Block: No. 06

Notification number: VI(1)/443(c)/2026

Reference number: CLA/SIP/2026/70/02/06/0001

Total scheduled extent: 8.4021 hectares

Extent acquired: 8.3820 hectares

Approximate acquired area: 20.71 acres

Land classification: Dry land

Compensation funding: To be paid from funds controlled or managed by SIPCOT

The notification was issued in Form C under Section 3(1) of the Tamil Nadu Acquisition of Land for Industrial Purposes Act, 1997.

Is This Only a Proposal to Acquire Land?

No. The latest notification has gone beyond the preliminary proposal stage.

The Gazette states that the Governor of Tamil Nadu “hereby acquires” the scheduled lands for the SIPCOT Maduramangalam Industrial Park.

Under Section 4 of the 1997 Act, land covered by a Section 3(1) notification ordinarily vests in the government from the date the notification is published, free from encumbrances.

However, other processes may continue separately, including:

Taking physical possession;

Determining and paying compensation;

Surveying and fixing boundaries;

Valuing buildings, trees and improvements;

Resolving ownership or compensation disputes;

Handling legal challenges; and

Withdrawing any land through a later Gazette notification if it is no longer required.

Therefore, the correct position is that the larger semiconductor park remains proposed or under development, but the 8.3820-hectare block has already reached the Section 3(1) acquisition stage.

Which Survey Numbers Are Covered?

The Gazette schedule covers lands falling under the following principal survey numbers:

Survey No. 926A

Survey No. 926B

Survey No. 927

Survey No. 928

Survey No. 929

Survey No. 930

Survey No. 931B

The notification contains 104 individual land entries. Survey No. 931B appears as a separate entry, after which the serial numbering restarts and continues from 1 to 103.

The parent survey-wise acquisition is:

Parent survey number

Entries

Extent acquired

931

1

0.2450 hectare

926

34

3.1550 hectares

927

32

1.4050 hectares

928

2

0.7750 hectare

929

2

1.3750 hectares

930

33

1.4270 hectares

Total

104

8.3820 hectares

The detailed subdivision numbers include lands under Survey Nos. 926A/1 to 926A/3, several subdivisions under 926B and 927, Survey Nos. 928/1, 928/3, 929/1, 929/2 and several subdivisions under Survey No. 930.

One Parcel Is Only Partly Acquired

Survey No. 930/1B1A1A1A is shown with:

Total extent: 0.6225 hectare

Extent acquired: 0.6024 hectare

Balance outside this notification: 0.0201 hectare

All other scheduled entries appear to be acquired in full.

Because some of the subdivision numbers are long and closely printed, owners must confirm them directly from the Gazette, FMB sketch and official acquisition plan. A match with only the parent survey number is not sufficient.

The Lands Are Not Completely Vacant

Although every scheduled parcel is classified as dry land, the Gazette records several existing structures, including:

Fencing and gates;

A clinic building;

Part of a shop;

Compound walls;

An RCC building;

A water tank;

A borewell;

A cement-sheet building;

Rock pillars;

An old motor room; and

A church with a compound wall.

The schedule also records trees and saplings such as neem, coconut, papaya, peepal, palm, Pungan, Echam, Nuna, Sowtali, mango, gooseberry and banana.

This shows why property classification alone should not be used to decide whether a parcel is vacant or unaffected.

Where Can Owners Inspect the Acquisition Plan?

The Gazette states that the official land plans are available at:

The office of the Special District Revenue Officer (Land Acquisition), Kancheepuram; and

The office of the Special Tahsildar (Land Acquisition), Kancheepuram Unit.

The plans may be inspected during office hours.

The Gazette provides survey numbers and extents, but it does not contain a detailed public map showing the shape and boundary of every acquired parcel. The official plan and FMB sketch must therefore be inspected to confirm whether only part of a larger property is affected.

Is This Connected to the Cancelled Parandur Airport?

The SIPCOT development is located near Parandur and Eganapuram, where residents had opposed land acquisition for the proposed Chennai greenfield airport.

The previous government reportedly acquired around 1,700 acres for the airport project before it was cancelled by the new government.

However, the latest SIPCOT Gazette does not establish that the newly acquired 8.3820 hectares are the same lands previously acquired for the airport.

The airport acquisition and SIPCOT acquisition must be treated as separate proceedings unless the village and survey numbers are shown to overlap.

What Should Buyers and Landowners Check?

The announcement does not mean that every property near Parandur or Maduramangalam is affected.

Buyers and owners should:

Confirm the exact revenue village.

Obtain the complete survey number and subdivision.

Compare the subdivision with Gazette No. 368.

Inspect the official acquisition plan.

Obtain the latest FMB sketch and patta.

Check the encumbrance certificate and parent deeds.

Verify whether only part of the survey field is acquired.

Confirm whether possession and compensation proceedings are pending.

Check for later acquisition, amendment or withdrawal notifications.

Obtain an independent legal opinion before buying, selling, developing or accepting an advance.

Location-based tools such as Verified.RealEstate LandLens can help buyers identify major planning and property warnings around a site. However, the result must be combined with official survey records, the Gazette schedule, FMB measurements and professional legal verification.

The Key Takeaway

The wider SIPCOT Maduramangalam Semiconductor and Electronics Manufacturing Park remains proposed or under development.

But the latest acquisition is not merely an area-level announcement. Gazette No. 368 identifies Maduramankalam A Revenue Village, 8.3820 hectares of land and the affected survey subdivisions.

At the same time, the notification does not affect every property near Parandur. Only land whose exact survey number, subdivision and boundary correspond with the Gazette schedule and official acquisition plan is directly covered by this particular notification.

The airport has been dropped, but the future of the frozen and acquired lands remains undecided.

The airport has been dropped, but the future of the frozen and acquired lands remains undecided.

Tamil Nadu has abandoned the proposed Parandur greenfield airport. But landowners in Parandur and the surrounding villages still face one major problem: restrictions on land transactions have not been withdrawn.

The government had frozen the sale, lease and mortgage of land in and around 13 villages identified for the project. Kancheepuram district officials reportedly said that they had not received any formal communication lifting the freeze.

Therefore, the airport announcement alone may not allow affected owners to immediately sell, lease or mortgage their properties.

What Are Parandur Landowners Waiting to Know?

The cancellation has brought relief to residents who opposed displacement and the loss of agricultural land. But several questions remain:

When will the transaction restrictions be removed?

What will happen to land that was notified but not acquired?

Will acquired land be returned to its former owners?

What happens to owners who accepted compensation?

Can the government use the acquired land for another project?

Reports indicate that protesting villagers may accept industrial development on already acquired land if it does not harm the area’s environment. However, this does not settle questions about ownership, compensation or future land use.

Around 1,500 Acres Have Already Been Acquired

Approximately 1,500 acres were reportedly acquired for the airport. Compensation for agricultural land reportedly ranged from about ₹35 lakh to ₹60 lakh per acre.

TIDCO, the agency responsible for the airport project, has not announced what it will do with these lands.

The position may differ from one property to another depending on whether:

The government only issued an acquisition notice

Compensation was fixed and accepted

Possession was taken

The land was purchased through a registered sale deed

Ownership was transferred to TIDCO

This means the entire 1,500 acres cannot be treated as one single block. The records of each survey number may have to be checked separately.

Kancheepuram district officials have said that they are waiting for instructions to lift the freeze. TIDCO has also not announced whether the acquired lands will be returned, retained or used for another purpose.

Land Freeze

Dropping the airport, lifting the transaction freeze and returning acquired land are separate government actions.

A written order may be required to remove restrictions on sale, lease and mortgage. Land already acquired may need another government decision before it can be returned.

The process of formally giving acquired land back to its original owner is called reconveyance.

Previous Tamil Nadu Cases

Previous Tamil Nadu Cases Show Different Outcomes for Unused Acquired Land

Jayankondam: Land Returned After Nearly 25 Years

The closest example is the Jayankondam lignite power project in Ariyalur district.

Around 8,373 acres across 13 villages were acquired from 1997 for a mining and power project involving TIDCO. The project did not materialise, but the lands did not automatically return to their former owners.

After years of disputes and court cases, the Tamil Nadu government issued G.O.(Ms) No.110, Industries Department, dated June 2, 2022. It permitted acquired lands in 11 villages to be returned.

The former owners did not have to return the compensation they had already received. But they had to apply for the land and agree not to demand any additional compensation.

The government also recorded that it had taken only paper possession, while the original owners continued to use the land.

Jayankondam was therefore a government-ordered return, not a return forced by the court. It shows that land may be returned, but only after a clear policy decision and government order.

Manjapakkam: Road Plan Changed, but Land Was Not Returned

Land in Manjapakkam, Tiruvallur district, was acquired for a link road, with the award passed in 1987. The land was not used for the original road because the alignment changed.

The former owners asked for the land back. However, the Madras high Court dismissed their appeal in February 2026.

The court treated the acquisition as completed. Since the government had not made a policy decision to return the land, the former owners could not demand its return automatically.

CMDA Case: Unused Land Retained for Another Public Purpose

In another case, land acquired for a CMDA transport project remained partly unused for several years. The government later proposed using the remaining land for a truck-parking facility near a bus terminal.

The Supreme Court held that former owners did not automatically regain ownership merely because the land had remained unused. It said acquired land could be retained for the original purpose or used for another genuine public purpose.

This is important for Parandur. The government could consider another public use for some acquired parcels. But any decision would have to follow the law and could still face challenges from former owners.

How the Three Cases Differ

Case

Ownership and possession

Final result

Jayankondam

Acquisition was completed, but only paper possession was taken and former owners continued using the land

Government issued a special order returning the land

Manjapakkam

The court treated the acquisition as completed, though possession was disputed

No government decision to return it; owners’ case failed

CMDA project

The land had passed to the authority and part of it was already used

Remaining land was kept for another public purpose

The main lesson is simple: unused land does not automatically return to its former owners. A government decision, acquisition records and possession details can change the outcome.

What Could Happen Next in Parandur?

Based on these earlier cases, Parandur could follow one or more of these paths:

The freeze may be removed for land that was never fully acquired.

Some acquired land may be returned through a special government order.

Some land may be retained for another genuine public purpose.

Compensation and ownership disputes may lead to court cases.

The freeze may continue until every affected parcel is reviewed.

These are only possible outcomes. The government has not confirmed what it will do.

Buyers Should Not Rush into Parandur Land Deals

Owners and buyers should wait for written clarification from the government.

Before paying an advance or signing an agreement, they should verify the acquisition notice, compensation, possession records, sale deed, EC, registration restrictions and present land classification.

Verified.RealEstate’s EC Analyzer, Land Use Checker, Guideline Value Checker and Legal Due Diligence free services, along with the advanced verification tools available through the paid Landlens services, can help buyers and owners review the available records and determine whether a particular property is affected.

The safest conclusion is clear: the Parandur airport may be cancelled, but the land problem is not yet over.

Disclaimer: This article is based on news reports, government records and court decisions available at the time of publication. The status of each property may differ based on its survey number, acquisition stage, compensation and possession records. This article is for general information and is not legal advice. Owners and buyers should check the latest government orders and seek legal advice before making any property decision.

Parandur dropped; search begins for a new airport site.

The Tamil Nadu government has officially dropped the proposed greenfield airport project at Parandur in Kancheepuram district.

Chief Minister C. Joseph Vijay announced the decision in the Tamil Nadu Assembly on August 24, 2026. He said the government would identify another location for Chennai’s second airport and conduct a fresh technical feasibility study before selecting the site.

CM Calls for Airport Site That Minimises Impact on Farmers and Residents

The Chief Minister said the new airport should be developed at a location that causes the least possible impact on agricultural land and residential areas.

Recalling his visit to Eganapuram and nearby villages on January 20, 2025, Vijay said he had personally heard the concerns of residents opposing the airport project across Parandur and the 12 surrounding villages. Describing farmers as the backbone of the country, he reaffirmed his support for those fighting to protect their agricultural land.

He clarified that he supports industrial development and recognises the importance of airports in driving economic growth.

Parandur Airport Project: Site Selection and Project Scope

Parandur was selected in 2022 after four locations—Parandur, Pannur, Thiruporur and Padalam—were examined. The proposal subsequently received site clearance and in-principle approval from the Union Ministry of Civil Aviation.

The planned airport was to cover approximately 5,746 acres across 13 villages. Project estimates reported at different stages ranged from around ₹27,000 crore to ₹29,143 crore.

What Happens to the Land Already Acquired?

A considerable amount of land had already been secured for the airport.

By November 2025, the government had reportedly purchased around 1,100 acres through 1,075 registered sale deeds and paid approximately ₹680 crore to landowners. Around 1,500 acres was also reported to be under government control.

The State had announced compensation ranging from ₹35 lakh to ₹60 lakh per acre for specified agricultural lands. Higher amounts were fixed in certain cases based on guideline value and private negotiations.

However, the Assembly announcement did not clarify what will happen to land already purchased or acquired for the project. No official decision has yet been announced on whether this land will be returned to former owners, retained by the government or used for another purpose.

What Happens to the Parandur Metro Corridor?

A 53-km elevated Chennai Metro extension had been planned from Poonamallee to Parandur through Sunguvarchatram.

The proposed corridor was divided into:

Phase I: Poonamallee to Sunguvarchatram

Phase II: Sunguvarchatram to Parandur

The complete corridor was estimated to cost ₹15,906 crore. The previous government had granted administrative approval for ₹2,126 crore towards preparatory work for the first phase.

The Tamil Nadu government has not yet announced whether the Metro project will be continued, modified or stopped following the airport cancellation.

No New Airport Location Announced Yet

The government has confirmed that Chennai will still have a second airport, but it has not yet selected an alternative site.

During the earlier site-selection process, two of the four locations considered were in Chengalpattu district:

Thiruporur

Padalam, located about 20 km south of Chengalpattu

However, the Airports Authority of India reportedly deemed both sites unsuitable due to airspace and operational constraints. At the time, Parandur and Pannur were considered more viable options.

Although Pannur, Thiruporur and Padalam were examined earlier, the government has not indicated that any of these locations will be selected for the new airport.

The replacement site will have to undergo fresh technical examination and the required State and Central approval processes.

Fifth Terminal Planned at Chennai Airport

Along with the Parandur announcement, the government proposed expanding the existing Chennai International Airport towards the north-west by constructing a fifth terminal.

The proposed terminal is expected to add capacity for approximately 20 million passengers annually.

Chennai airport recorded 23.02 million passengers during the 2025–26 financial year. Its present designed capacity is approximately 30 million passengers per year. The ongoing Terminal 3 expansion is expected to increase the airport’s total capacity to around 35 million passengers annually.

Detailed information about the fifth terminal’s cost, land requirement, construction schedule and approvals has not yet been released.

DMK Warns of Economic Impact

DMK MLA and former Finance Minister Thangam Thennarasu criticised the decision, alleging that Parandur was dropped for political reasons. He argued that abandoning the project could undermine Tamil Nadu’s economic growth, reduce employment opportunities and weaken its ability to attract investment, particularly as the airport was intended to address Chennai’s long-term aviation requirements.

Thennarasu said Parandur was still the most suitable site and warned that cancelling the project could drive industries towards Andhra Pradesh. He added that Tamil Nadu had already lost the proposed Hosur airport.

What Property Buyers Must Verify

The cancellation of the airport project changes Parandur’s official infrastructure status. No alternative airport site has been notified yet. Keeping this in mind, do not be misled by claims such as “the second airport will be set up here.”

Buyers considering land around Parandur or any rumoured alternative location should verify the official planning status, land classification, title records and acquisition notifications before purchasing.
