<p class="wp-block-paragraph">Tamil Nadu’s Registration Department has clarified an important point for property buyers, sellers, realtors and developers: <strong>one or two premium property transactions should not automatically become the benchmark guideline value for an entire street, layout or neighbourhood</strong>. It aims to prevent artificial inflation of guideline value and reduce unfair registration cost burdens for buyers.</p>



<p class="wp-block-paragraph">This clarification matters because guideline value directly affects the amount a buyer pays during property registration. If guideline value is wrongly increased based on one high-value sale, ordinary buyers may end up paying higher stamp duty and registration charges.</p>



<p class="wp-block-paragraph"><strong>CREDAI Tamil Nadu Welcomes the Move</strong></p>



<p class="wp-block-paragraph"><strong>CREDAI Tamil Nadu</strong> has welcomed the Registration Department’s clarification. According to the developers’ body, several developers, landowners and homebuyers had faced difficulties because a few high-value transactions were being informally used as reference points for entire streets or neighbourhoods.</p>



<p class="wp-block-paragraph"><strong>Habib WS, president of CREDAI Tamil Nadu</strong>, said the clarification brings much-needed clarity and balance to the system. The move is also expected to reduce arbitrary interpretation during registrations and improve confidence among developers and end-users.</p>



<h3 class="wp-block-heading">What Was the Problem?</h3>



<p class="wp-block-paragraph">In some places, isolated high-value property deals were reportedly being used as reference points to influence guideline values for nearby properties.</p>



<p class="wp-block-paragraph">A property may sell at a higher price because of special reasons such as:</p>



<p class="wp-block-paragraph">Main-road frontage<br>Corner plot advantage<br>Commercial use potential<br>Wider road access<br>Higher visibility<br>Special business requirement<br>Better infrastructure nearby</p>

<p class="wp-block-paragraph">Such practice can <strong>artificially inflate guideline values</strong>, resulting in higher stamp duty and registration charges.</p>

<p class="wp-block-paragraph">Let us say a normal interior residential plot is worth around ₹60 lakh.</p>



<p class="wp-block-paragraph">But because a nearby premium corner plot was sold at a much higher price, the guideline value for the area is pushed to ₹80 lakh.</p>



<p class="wp-block-paragraph">If the buyer has to pay registration charges based on ₹80 lakh instead of ₹60 lakh, the cost increases sharply.</p>



<p class="wp-block-paragraph"><strong>At 9% registration cost, </strong> <strong>a buyer would pay around</strong>: </p>



<p class="wp-block-paragraph"><strong>₹5.40 lakh for a ₹60 lakh property and </strong></p>



<p class="wp-block-paragraph"><strong>₹7.20 lakh for a ₹80 lakh guideline value, </strong></p>



<p class="wp-block-paragraph"><strong>creating an extra burden of nearly ₹1.80 lakh.</strong>.</p>
