Youth-led “March for the Marshlands” intensifies debate over Chennai’s Mamallan Reservoir project and its impact on coastal wetlands.

Nearly 30 youth organisations joined the “March for the Marshlands” in Chennai on July 25, opposing the Mamallan Reservoir project and demanding protection for the coastal wetland identified for its construction. The protesters urged the Tamil Nadu government to halt the project and conduct an independent scientific assessment before allowing further work.

The Mamallan Reservoir Project

The Mamallan Reservoir was proposed by the Tamil Nadu Water Resources Department and formally launched by the previous DMK government led by M.K. Stalin in January 2026.

Planned in the Kovalam sub-basin near Nemmeli in Chengalpattu district, the reservoir would extend across parts of Tiruporur and Thirukazhukundram taluks, between East Coast Road and Old Mahabalipuram Road.

Estimated project cost: approximately ₹342.60 crore

Project area: roughly 5,100 acres

Proposed daily supply: up to 170 MLD, or 17 crore litres

It was planned to serve nearly 13 lakh residents across Chennai’s rapidly expanding southern suburbs, spanning from Sholinganallur to Thiruporur. It also aims to capture surplus monsoon runoff, strengthen water security, and reduce seawater intrusion.

The reservoir was initially assessed at around ₹471 crore in the project’s environmental report, but the cost announced when construction was launched was ₹342.60 crore.

To now more about it : Read https://community.verified.realestate/article/a-%e2%82%b9471-crore-coastal-reservoir-near-kovalam-is-set-to-transform-chennais-southern-water-security/

The Tamil Nadu Water Resources Department divided the work into phases/packages and invited contractors through competitive tendering for this project.

For Phase 1, Package 1, covering the reservoir’s eastern and southern sides:

Tender value was approximately ₹164.61 crore.

The tender was published in November 2025.

P&C Projects Pvt. Ltd. was subsequently awarded a contract reported at about ₹166.9 crore.

The contractor was reportedly given 24 months to complete this package.

However, as the project has moved from proposal to execution, it has also drawn growing scrutiny from environmental groups, local residents and youth organisations. While the government presents the reservoir as a critical infrastructure project to address Chennai’s long-term drinking water needs, concerns have emerged over the ecological nature of the proposed site.

What is officially described as a development zone is, according to critics, part of a sensitive coastal landscape that plays a key role in the region’s natural drainage and biodiversity systems.

Protesters Say the Site Is a Living Wetland

The protesters argue that the project site is not vacant or unused land, but a functioning tidal marsh and coastal wetland ecosystem.

They fear that converting the brackish marsh into a freshwater reservoir would disturb the natural mixing of freshwater and seawater, affecting fish, prawns, crabs, birds and other species dependent on the wetland.

A fisherman from Kovalam said wetlands protect coastal communities and cities and should not be destroyed in the name of climate resilience.

Fishing Livelihoods Could Be Affected

The marshlands serve as fishing and breeding grounds for communities living around Kovalam and adjoining coastal villages.

Protesters warned that changes in water flow and salinity could reduce fish and prawn populations and threaten the livelihoods of fishing families. They also argued that Irulars, Dalits and other marginalised communities could bear the environmental and economic costs while the reservoir’s benefits are supplied to urban areas elsewhere.

Concerns Over Buckingham Canal and Flooding

One of the major allegations is that reservoir bunds and structures may obstruct the Buckingham Canal and natural coastal drainage routes.

Opponents fear that blocking or restricting these channels could increase waterlogging and flood risks during intense monsoon rainfall. They also warn that permanently converting a tidal marsh into an artificial freshwater storage area could cause irreversible ecological damage.

Protesters Demand an Independent Study

The youth organisations are not simply opposing additional drinking-water supply for Chennai. They want the government to prove that the project will not damage the wetland, increase flooding or destroy local livelihoods.

They have demanded an independent study covering:

tidal and floodwater movement;

impact on Buckingham Canal;

fish-breeding and fishing areas;

changes in salinity and groundwater;

effects on birds and wetland biodiversity; and

alternative locations or water-supply solutions.

The Mamallan Reservoir has now become an important environmental test for the present Tamil Nadu government. The central question is whether Chennai’s need for drinking water can be addressed without destroying a natural wetland that already provides flood protection, biodiversity and livelihoods to coastal communities.

When the name of a place overshadows its reality, identity itself becomes blurred.

Introduction: When a Village Shares a Name With the City

Tiruvallur district is quietly dealing with a strange problem — several of its small rural villages carry the same names as Chennai’s most famous neighbourhoods. On the outside, a name like Nungambakkam, Mylapore or Korattur may sound like the heart of Chennai city. But on the ground, these are quiet, semi-rural settlements struggling with low connectivity, missing signboards, weak transport links, and a lack of visibility.
This mismatch has led to an everyday identity crisis for thousands of residents who are constantly forced to clarify where they actually live.

Nungambakkam: A Village That Isn’t the “Nungambakkam” Everyone Thinks Of

One of the strongest examples is Nungambakkam village in Kadambathur block, Tiruvallur.
When residents say, “I’m from Nungambakkam,” most people instantly assume they mean the upscale Chennai locality.

People often assume ,if they meet anybody from Thiruvallur’s Nungambakkam, they come from city Nungambakkam. So the residents have to often explain multiple times that their home is actually a small village near Tiruvallur, not a commercial hub lined with offices and cafés.
This constant misidentification creates friction in basic tasks — official letters, deliveries, and emergency visits.

Mylapore: Not the Cultural Hub, But a 100-House Hamlet

Mylapore village in Poondi block also faces the same burden of name confusion.
Residents live in a small hamlet of a little over 100 houses, with poor mobile network, limited bus services, and very low visibility.

Yet when they mention their address, people visualize the iconic Chennai Mylapore known for Kapaleeshwarar Temple, Mada Street, cultural festivals and heritage zones.
In reality, the rural Mylapore village still struggles for basic connectivity — but its name tells a different story to outsiders.

Arumbakkam: Two Villages, One Chennai Cousin, Endless Clarification

The identity crisis becomes even more complex with two different Arumbakkams within Tiruvallur district itself, and another one inside Chennai city.

“26 Arumbakkam” in Ikkadu block has no name board — visitors often have to ask at the bus stop for directions.

Another Arumbakkam sits near Poondi in Tiruttani taluk.

And the well-known Arumbakkam in Chennai adds a third layer of confusion.

Residents constantly attach their taluk name — “Arumbakkam, Ikkadu block” — because simply saying “Arumbakkam” almost always sends people to the wrong place.

Korattur: Residents Rebrand Themselves to Avoid Mix-Ups

Korattur in Poonamallee taluk suffers from the same naming clash with Chennai Korattur, a bustling urban hub.

To solve this, locals have unofficially renamed their village “Jamin Korattur”, referencing an old zamindar’s house.
This helps them differentiate themselves from Chennai’s Korattur, especially during times when the city locality appears in the news.

Indra Nagar: A Rural Hamlet Mistaken for a Chennai Neighbourhood

Indra Nagar near Ellapuram, a small settlement with around 150 houses, often confuses newcomers who expect an Adyar-like urban colony.
Visitors are surprised at how rural it is, because the name “Indira Nagar/Indra Nagar” is closely associated with Chennai’s well-developed residential pockets.

This mismatch in expectation vs. reality highlights how powerful place names can be in shaping perception.

The Real Impact: Confusion, Delays, and a Lost Sense of Place

Across all these villages, the identity crisis isn’t a mild inconvenience — it affects daily life:

People often misjudge travel distance or assume a Chennai address

Official letters and parcels get misrouted

Visitors and essential services end up at the wrong destination

Emergency communication becomes confusing

Residents feel invisible, constantly clarifying their real location

The villages share names with Chennai’s most recognisable areas, but they lack the infrastructure and recognition that the names suggest. This gap between perception and reality forms the core of Tiruvallur’s unique identity struggle.

To Conclude

Anyone passing these signs would assume they are entering Chennai-like areas, but the surroundings show: No dense development, no commercial boards, no multi-storey buildings, but purely a blissful rural terrain. Even Google Maps users could easily get misled, if they fail to notice the Mylapore, Thiruvallur in the search suggestion.

Tackle your demolition project with confidence—choose the right contractor, ensure safety, and comply with all Chennai regulations.

Demolishing a building—whether it’s an aging structure, a partially collapsed property, or to pave the way for a new development—can be a complex undertaking. Building demolition contractors in Chennai offer specialized services that adhere to local regulations, ensure safe disposal of debris, and manage potential hazards. This comprehensive guide explains why you might need demolition services, key steps in the demolition process, and how to select the right contractor for your project.

1. Why Demolish a Building?

Structural Instability:

Ageing or badly damaged buildings can pose safety risks, necessitating demolition to avoid accidents or further collapse.

Property Redevelopment:

Owners may opt to demolish older properties for new, more efficient developments such as modern residential or commercial complexes.

Regulatory Compliance:

In some cases, local authorities issue demolition orders if the building violates construction codes or encroaches on public space.

Cost-Efficiency:

Sometimes, it’s more economical to demolish and rebuild rather than renovate a deteriorating structure.

2. Key Steps in the Demolition Process

Site Inspection and Survey

Contractors assess the building’s structural integrity, identify potential hazards (like asbestos), and plan the safest approach.

Permit and Clearance

In Chennai, you may need prior approvals from local bodies (like the Chennai Metropolitan Development Authority – CMDA) or municipal corporations.

Documentation and compliance with environmental norms (e.g., noise, dust control) are crucial.

Pre-Demolition Preparation

Power, water, and gas lines must be disconnected.

The site is secured to prevent unauthorized access, and neighboring structures are checked for potential impact.

Demolition Execution

Depending on the building size and materials, contractors use manual methods (jackhammers, sledgehammers) or mechanical equipment (excavators, bulldozers, or high-reach machines).

For large projects, specialized techniques like implosion may be used, but these require extensive planning and clearance.

Debris Removal and Waste Management

Post-demolition, the site is cleared of rubble.

Materials like steel, wood, or bricks may be salvaged or recycled to minimize waste.

3. Choosing a Demolition Contractor in Chennai

Experience and Expertise:

Look for contractors with a proven track record handling structures similar to yours—be it a small residential unit or a multi-story complex.

Licenses and Insurance:

Confirm that the contractor holds valid licenses, and ask about liability insurance and worker safety policies.

Equipment and Technology:

Modern equipment can expedite demolition while reducing environmental impact. Ask about dust suppression, noise control, and recycling measures.

Regulatory Knowledge:

Contractors should be familiar with local approvals, environmental guidelines, and disposal regulations.

Transparent Pricing:

Request detailed estimates covering labor, machinery, debris disposal, and any potential add-ons.

4. Safety and Environmental Considerations

Occupational Safety:

Workers should have personal protective equipment (PPE). The site must have clearly demarcated zones to prevent injuries.

Dust and Noise Control:

Water sprays and protective barriers can reduce dust and mitigate noise pollution in dense urban areas like Chennai.

Waste Segregation and Disposal:

Materials that can be recycled or reused help lower environmental impact. Hazardous substances (e.g., asbestos) need special handling.

Post-Demolition Clean-Up:

A thorough site clean-up ensures no residual contaminants or debris remain, preparing the site for redevelopment.

5. Services & Tools to Streamline Your Project

Demolition Services:

For specialized, end-to-end demolition support, Verified.RealEstate’s Demolition services handle planning, permits, and safe dismantling, ensuring legal compliance.

Stay informed on guideline values to ensure smooth, transparent property transactions in Chennai.

Guideline Value—sometimes called circle rate or guidance value—serves as a government-defined benchmark for property pricing in a particular area. It forms the basis for calculating stamp duty and registration fees during land or property transfers. Before buying or selling real estate in Chennai, knowing how to check the guideline value can save you time, money, and potential legal complications.

1. What Is Guideline Value?

Guideline Value is the minimum rate at which a property must be registered in a specific locality. It helps standardize property transactions by:

Preventing Undervaluation: Ensures legitimate revenue collection and discourages cash-based transactions.

Setting a Pricing Floor: Acts as a reference point for both buyers and sellers to gauge the property’s worth.

Influencing Stamp Duty: Stamp duty and registration fees are levied on the higher of either the property’s declared sale price or its guideline value.

2. Methods to Check Guideline Value

Official Government Website: The Tamil Nadu Registration Department frequently updates portal links to search guideline values by street name, survey number, or village. Keep an eye on any announcements regarding revisions.

Sub-Registrar’s Office (SRO): Each locality’s SRO maintains physical records detailing current guideline rates. You can visit in person for area-specific information.

Dedicated Online Tools: To avoid lengthy office visits, you can use resources like the
Guideline Value Tool. Simply enter the address, street name, or survey number, and the system fetches the latest applicable rates.

3. Step-by-Step: Checking Guideline Value via an Online Tool

Visit the Tool: Go to Guideline Value.

Enter Property Details: Provide the street name, village name, or survey number.

Search & View Results: The tool displays the guideline rate for that specific location.

Cross-Check Information: Note the validity date or if any updates are pending. If the data seems outdated, confirm through official SRO channels.

4. Why Guideline Value Matters

Accurate Budget Planning: Knowing the official rate helps you anticipate stamp duty, registration fees, and potential loan eligibility.

Transparency: If a seller quotes a significantly lower rate, it may indicate red flags or attempt at undervaluation.

Legal Compliance: Ensuring your transaction aligns with the guideline value can help you avoid future disputes or penalties.

5. Common Queries

Do Guideline Values Vary Widely Across Localities?
Yes. Prime areas with better infrastructure and commercial potential often have higher rates. Peripheral zones might have lower values but can be revised upward if the region develops quickly.

Can Guideline Value be Revised?
Absolutely. The government periodically revises rates to match market realities. Stay updated—especially if you plan to buy or sell soon.

Is Guideline Value Always Equal to Market Value?
Not necessarily. Market value can exceed the guideline rate if the property is in a high-demand area. Guideline value sets a legal minimum, but actual selling prices can be higher.

6. Next Steps

Estimate Stamp Duty: After confirming the property’s guideline value, use the
Stamp Duty & Registration Fees Calculator to get an approximate figure of transaction costs.

Consider Survey Number Finder: If the property’s location details are unclear, the Survey Number Finder helps you identify exact property boundaries to ensure you’re checking the correct guideline value.

Legal Opinion & Verification: If you’re finalizing a purchase, consider getting a professional Legal Opinion to confirm all paperwork aligns with state regulations.

Indulge in coastal luxury and wake up to the sound of the waves, right in Chennai’s backyard.

Nothing quite compares to the feeling of having your very own slice of shoreline. In Chennai, securing a “private beach” essentially means buying or leasing property that offers exclusive access to an unspoiled stretch of the coast. While Indian maritime laws prevent truly private beaches in the strictest sense, many luxury villas and gated communities along East Coast Road (ECR) and beyond provide a sense of privacy, security, and exclusivity that can fulfill any beach lover’s dream. Here’s what you should know before diving into the world of personal coastal retreats.

1. Understanding Private Beach Access in India

Legal Nuances: Under Indian law, the coastline is generally considered public domain. However, certain properties along the coast can be designed to offer restricted or semi-exclusive access for residents.

CRZ Guidelines: The Coastal Regulation Zone (CRZ) rules govern construction and land use near shorelines. Always verify your property’s compliance with these regulations to avoid legal disputes.

Limited Development: You can’t erect permanent structures right on the sand, but many properties provide decks, gazebos, or landscaped gardens leading directly to the beach.

2. Prime Areas for Private Access

Neelankarai & Injambakkam: These upscale neighborhoods offer luxury villas and gated layouts with restricted beach entries, catering to residents who value both privacy and convenience.

Uthandi & Kanathur: A bit further along ECR, these quieter pockets host properties that boast extensive gardens and direct paths to the shoreline.

Mahabalipuram & Beyond: Known for its heritage sites and relatively pristine beaches, many resorts here ensure a blend of exclusivity and cultural charm.

3. Factors to Consider Before Investing

Documentation & Verification: Because of strict coastal and environmental regulations, thorough checks are essential. Enlisting Due Diligence services helps confirm legal boundaries, ownership details, and land-use permissions.

Infrastructure & Maintenance: Private beach properties often require higher upkeep, thanks to salt-laden breezes and erosion risks. Choose weather-resistant construction materials and budget for ongoing maintenance.

Security & Gated Community: Look for residences offering round-the-clock surveillance, especially if you’ll be away from the property for extended periods.

4. Lifestyle Perks of a “Private Beach”

Uncrowded Shoreline: Enjoy morning walks or evening gatherings with minimal interruption from tourists or passersby.

Exclusive Events: Host beachside parties, yoga retreats, or intimate weddings where the sea becomes your backdrop.

Wellness Benefits: Salt air and the soothing sound of waves can lower stress levels, promote better sleep, and enhance overall well-being.

5. Renting Vs. Buying

Renting: Ideal for those wanting a trial run of coastal living without a long-term commitment. Short-term beach rentals are popular during weekends and holidays, offering a taste of exclusivity.

Buying: A long-term investment that can serve as a vacation getaway, rental income source, or retirement haven. For a curated list of verified coastal properties, consider exploring specialized Buy Services to safeguard your investment from hidden risks.

Transform daily living into a year-round vacation along Chennai’s enchanting eastern coastline.

When it comes to coastal living in Chennai, the East Coast Road (ECR) stands out as a prime destination for those seeking scenic beachfront properties. Renowned for its uninterrupted ocean views, vibrant dining scene, and proximity to significant city hubs, ECR has evolved into a sought-after real estate corridor. Whether you’re eyeing an opulent vacation villa or a serene home-away-from-home, here’s everything you need to know about owning a beach house on ECR.

1. Why ECR for Your Beach House?

Spectacular Views: ECR’s coastline offers breathtaking sunrises, gentle sea breezes, and long stretches of sandy shores—ideal for a relaxed, resort-like lifestyle.

Tourism & Leisure: The region hosts popular attractions like theme parks, adventure sports, and fine-dining restaurants, making beach houses here popular among both homeowners and holiday renters.

Property Value Appreciation: Over the years, ECR properties have shown steady growth in value due to limited beachfront land availability and increasing demand from premium buyers.

2. Prime Localities Along ECR

Neelankarai: Close to the city yet offering a tranquil oceanfront atmosphere, Neelankarai is a preferred spot for luxury villas and gated communities.

Injambakkam: Known for its upscale lifestyle amenities, Injambakkam caters to both modern families and retirees seeking calm surroundings.

Uthandi & Kanathur: A bit further down the road, these areas are perfect for those wanting a quieter environment with easy access to entertainment hubs.

Mahabalipuram & Beyond: Historic coastal towns and resorts make this stretch appealing for holiday homes and weekend retreats.

3. What to Consider Before Investing

Legal Clearances & Coastal Regulations: Beachfront properties often fall under Coastal Regulation Zone (CRZ) guidelines. Ensure all necessary approvals and building permits are in place.

Safety & Construction: Beach houses face environmental factors like salt-laden air and coastal erosion. Opt for high-quality, weather-resistant materials and professional architectural advice.

Due Diligence: Securing ownership documentation is critical. For comprehensive checks on property titles, boundaries, and legal standing, you could leverage Due Diligence and Legal Opinion services.

4. Budget & Amenities

Property Costs: Prices vary depending on factors like proximity to the coastline, land size, and property features. Luxury villas can start from INR 1.5–2 crore and go well above INR 5 crore for expansive plots with private beach access.

Facilities & Upgrades: Many beach houses come equipped with private pools, landscaped gardens, and direct sea views. Be sure to discuss maintenance and caretaker options if you’re not living there year-round.

Security & Gated Layouts: Look for gated communities or residences with 24×7 surveillance for added safety and peace of mind.

5. Finalizing Your Purchase

After shortlisting potential properties, you’ll want to ensure a smooth and secure transaction. For a curated list of verified beach houses or to finalize your dream home purchase, explore Buy Services for professional guidance that minimizes legal and financial risks.

6. Lifestyle Advantages

Health & Wellness: Waking up to the sound of waves and fresh sea air can contribute to a stress-free environment, encouraging outdoor activities like jogging, yoga, and watersports.

Hosting & Entertaining: ECR’s charm lies in its blend of privacy and convenience; it’s a favorite destination for poolside parties, bonfires, and family get-togethers.

Rental Potential: If you plan to rent out your property during off-seasons, demand for beachfront stays remains high, especially among tourists seeking authentic coastal experiences.

A Detailed Comparison of Urban Planning Strategies Between Tamil Nadu and Karnataka.

Introduction

Urban planning is a vital aspect of infrastructure and city development, which directly impacts the quality of life in a region. This article examines the differences in approval authorities and urban planning between Tamil Nadu and Karnataka, highlighting the key factors that have led to their contrasting development paths. While Karnataka boasts a comprehensive master plan with localized approval authorities, Tamil Nadu lags behind with a centralized system that impacts the efficiency and speed of urban growth.

1. State of Urban Infrastructure Until the 1980s

In the 1980s, Bengaluru was considerably behind Chennai in terms of infrastructure. Roads, flyovers, and drainage systems in Bengaluru were underdeveloped compared to Chennai. However, the tides have turned dramatically since then.

2. Rapid Growth of Bengaluru

From the 1980s to 2010, Bengaluru experienced unprecedented growth in infrastructure and urban development. The city quickly evolved into a global hub, surpassing Chennai and attracting multinational corporations due to its well-planned urban landscape.

3. Karnataka’s Master Plan

Karnataka’s success can be attributed to its well-structured master plan, which zones areas for agriculture (green zones) and residential purposes (yellow zones). This structured planning, carried out by various specialized authorities, has been critical in managing Bengaluru’s rapid growth and maintaining organized urban development.

4. Global Companies in Bengaluru

The pre-planned infrastructure made Bengaluru an attractive destination for global companies, facilitating its transformation into an international hub. The city’s organized planning helped in the smooth establishment of IT parks and corporate offices.

5. Tamil Nadu’s Planning Authorities

Tamil Nadu operates with two major approval bodies:

CMDA (Chennai Metropolitan Development Authority): Governs Chennai and surrounding areas.

DTCP (Directorate of Town and Country Planning): Handles other cities and rural regions of Tamil Nadu.

6. Lack of a State-Wide Comprehensive Master Plan in Tamil Nadu

Unlike Karnataka, Tamil Nadu lacks a cohesive master plan for the entire state. While cities like Chennai have localized master plans, much of rural Tamil Nadu remains unplanned, stifling growth in smaller towns.

7. Master Plan for Major Cities in Tamil Nadu

Cities like Coimbatore, Madurai, and Trichy have their own Local Planning Authorities (LPA) that handle city-specific master plans. However, smaller towns and rural areas remain unaddressed by comprehensive planning strategies.

8. Centralized DTCP Office in Tamil Nadu

One of the major challenges in Tamil Nadu is the centralization of the DTCP office in Chennai, which handles approval processes for all non-Chennai areas. This has raised concerns over delays and inefficiencies in approving projects, especially for cities far from Chennai.

9. Uniform DTCP Regulations Across Tamil Nadu

Another challenge is the uniformity of regulations enforced by DTCP across the state, which fails to account for local differences in land value, population density, and geography. For example, Coimbatore and Tirunelveli have vastly different land values, yet they are governed by the same approval standards, limiting flexibility for development.

10. Recent Revisions in Plot Sizes

In response to growing demand for affordable housing, DTCP has recently allowed up to 10% of plots in new layouts to be as small as 600 sq. ft., aimed at helping economically weaker sections (EWS). However, many feel that this change doesn’t adequately address the actual needs of middle- and lower-income groups.

11. Karnataka’s Tailored Planning Authorities

Karnataka has a more localized system of planning authorities:

BDA (Bangalore Development Authority) for core Bengaluru.

BMRDA (Bangalore Metropolitan Region Development Authority) for suburban and outer areas.

MUDA (Mysore Urban Development Authority) for Mysore, along with other local bodies for smaller cities like Chikmagalur.

Each of these authorities has a clear mandate to manage their specific region, allowing for more efficient and tailored urban development.

12. Master Planning for Rural Karnataka

Even rural areas in Karnataka benefit from a comprehensive master plan, which ensures controlled development by designating zones for agriculture and residential use. The process of converting agricultural land into residential zones, known as DC Conversion, adds a layer of transparency and control that is missing in Tamil Nadu.

13. Comparing Tamil Nadu and Karnataka

The centralized planning approach in Tamil Nadu contrasts sharply with Karnataka’s localized and customized planning bodies. While Tamil Nadu’s DTCP enforces blanket regulations across the state, Karnataka’s region-specific planning bodies ensure urban growth that is suited to local needs and conditions.

Conclusion

The comparison between Tamil Nadu and Karnataka reveals stark differences in their approach to urban planning and approval authorities. Karnataka’s focus on a comprehensive, localized planning system has allowed it to leap ahead in terms of infrastructure development, while Tamil Nadu’s centralized, one-size-fits-all approach has led to inefficiencies and delays. For Tamil Nadu to catch up, it must adopt more flexible and region-specific planning mechanisms, as seen in Karnataka.
