A major road project connecting GST Road to ECR hits a temporary speed bump—here is what you need to know!

If you have ever been stuck in bumper-to-bumper traffic trying to get from GST Road to the scenic East Coast Road (ECR), you know the struggle is real. The Tamil Nadu Road Development Company (TNRDC) has been working on a massive project to solve this exact problem: the Chennai Peripheral Ring Road (CPRR).

However, plans for a key piece of this puzzle—Section V—have just hit a sudden plot twist. TNRDC recently canceled (or “annulled”) the official tender for this stretch.

Let us break down what happened in plain and simple terms!

What is Section V of the CPRR?

Section V is a crucial 27-kilometer stretch designed to connect Singaperumal Koil on GST Road directly to Poonjeri on ECR.

Instead of forcing heavy trucks and daily commuters to squeeze through narrow city roads, this project promises a smooth 10-lane super-highway (6 main express lanes plus 2-lane service roads on each side). It even includes a nearly 2-kilometer-long flyover to zoom past busy intersections!

Quick Snapshot of the Stretch:

Cost: Approximately ₹2,700 crore.

Length: 27.34 kilometers.

Key Feature: 10 lanes with an elevated flyover near SH-49B.

Backed By: Japan International Cooperation Agency (JICA).

Why Was the Tender Canceled and Who Was Awarded the Contract?

To be clear: no company was ever formally awarded the contract before the cancellation.

While top infrastructure firms like KNR Constructions Ltd. (who emerged as the lowest bidder/L1 for major packages), Larsen & Toubro (L&T), and Ramalingam Construction Company submitted technical and price bids, TNRDC never issued an official Letter of Acceptance (LoA).

Don’t panic—the project isn’t canceled forever! TNRDC officially called off the current tender citing “administrative grounds.”

In simple terms, this usually means the government needs to tweak the paperwork, adjust the contract rules, or fix fine details behind the scenes before picking a company to build it. Once these administrative hiccups are cleared, a fresh tender will be floated to get construction back on track.

When Will the Tender Be Re-Floated and Awarded?

TNRDC has not published a specific fresh date yet, but based on standard procurement procedures:

Re-Tender Notice: Expected in late 2026 or early 2027 once administrative details and JICA guidelines are updated.

Bidding & Evaluation: Bidders will be given 45 to 60 days to submit fresh bids, followed by a 30-day evaluation period.

Contract Award: If the fresh bidding goes smoothly, the contract is likely to be signed around Q2/Q3 2027.

Completion: With a standard 2-year construction timeframe, the road is targeted to open around 2029.

What About the Rest of the CPRR Highway?

The CPRR is a giant 133-kilometer ring road surrounding Chennai, and work on other parts is still moving full steam ahead:

Ennore Port to Thatchur (Section I): Actively being built under JICA funding.

Thatchur to Sriperumbudur (Sections II & III): Funded by the Asian Infrastructure Investment Bank (AIIB) and OPEC Fund.

Sriperumbudur to Singaperumal Koil (Section IV): Main construction is finished and currently being upgraded into an access-controlled expressway.

What Comes Next?

While drivers will have to wait a little longer for a direct, traffic-free bypass between GST Road and ECR, Section V is far from dead. Once TNRDC finishes updating its project terms, a new builder will be chosen to bring this high-speed corridor to life.

The 133-km ring road could reshape Chennai’s outskirts—but every section is progressing at a different speed.

The Chennai Peripheral Ring Road (CPRR) will connect Kattupalli near Ennore with Poonjeri near Mamallapuram. It will link ports, national highways and major industrial areas without sending heavy vehicles through Chennai.

The CPRR was formally taken up in 2018, when the first JICA loan agreement was signed. Major construction contracts began around 2021.

Original completion target: 2023

Later revised targets: 2025 and 2026

Present realistic position: Sections III and V are still unfinished. JICA’s formal schedule places the opening of Section V in June 2030.

So, the project is already several years behind its original schedule.

Here is the present position of its five sections.

Section I: Kattupalli to Thatchur

Areas covered: Kattupalli, Minjur–Ponneri belt, Anuppampattu, Puduvoyal and Thatchur.

Current status: Construction is in progress. Work has been delayed by waterbodies, high-voltage lines and utility shifting.

Real-estate impact: This section has strong potential for warehouses, container yards, truck terminals and port-related industries. Residential growth may be slower because of industrial activity and environmental restrictions.

Section II: Thatchur to Tiruvallur Bypass

Areas covered: Thatchur, Periyapalayam, Velliyur, Thamaraipakkam, Punnapakkam and Ikkadu Kandigai.

Current status: The Punnapakkam–Tiruvallur Bypass package is complete. The Thatchur–Punnapakkam package was 65% complete in February 2026. Recent reports say the entire section has now been completed, but an updated official completion certificate is not publicly available.

Real-estate impact: Plotted housing, affordable homes and warehouses may grow around Tiruvallur, Thamaraipakkam and Periyapalayam.

Section III: Tiruvallur to Sriperumbudur

Areas covered: Tiruvallur Bypass, Vengathur, Thodukkadu, Sengadu and Sriperumbudur.

Current status: This is one of the slower sections. Its three packages were only around 24% to 28% complete in February 2026. Completion is expected during 2028.

Real-estate impact: Industrial land, warehouses and worker housing could grow once connectivity improves between Tiruvallur and Sriperumbudur. Buyers should not pay prices based on claims of immediate completion.

Section IV: Sriperumbudur to Singaperumal Koil

Areas covered: Sriperumbudur, Oragadam industrial belt, Padappai influence area and Singaperumal Koil.

Current status: The main road is reported to be substantially complete. Some service roads and related land acquisition remain unfinished.

Real-estate impact: This is presently the strongest CPRR property belt. Sriperumbudur and Oragadam already have automobile, electronics and manufacturing industries. Demand is likely for factories, warehouses, shops and employee housing.

Section V: Singaperumal Koil to Poonjeri

Areas covered: Singaperumal Koil, Chengalpattu side, Manamathi, Thirukazhukundram and Poonjeri near Mamallapuram.

Current status: Land acquisition is continuing and construction tenders have been issued. JICA’s formal schedule places project opening around June 2030.

Real-estate impact: This section could support plotted housing, tourism, resorts and commercial development. However, CRZ, waterbody, forest and land-use restrictions must be checked carefully.

New Projects Coming Around CPRR

Major developments already announced include:

A 51-acre Prologis logistics park near Red Hills with 1.1 million sq. ft.

A ₹400-crore Sumadhura industrial and logistics park in the Red Hills belt.

A proposed railway corridor along CPRR, currently at the feasibility-study stage.

A ₹175-crore semiconductor and electronics park at Maduramangalam, supporting the wider Sriperumbudur industrial region.

Latest Acquisition and Legal Issues

Fresh land-acquisition notices have been reported in Ikkadu Kandigai. Landowners have been invited to submit objections. Acquisition is also continuing for Section IV service roads and Section V.

In one Ikkadu Kandigai case, a landowner said CPRR would block access to agricultural fields. The Madras High Court did not stop the project. It directed the authorities to consider the request for a service road and roundabout.

No project-wide court stay has been reported. Most unresolved matters concern compensation, service-road access and individual property boundaries.

What Buyers Must Understand

CPRR is an access-controlled road. A plot facing the highway may not receive direct road access. Property growth will mainly happen around approved interchanges, underpasses, service roads and connecting highways.

Before buying, verify the survey number against the latest acquisition plan, FMB, land-use classification and approved access point.

Chennai’s developers are securing prime land today to build the city’s next generation of homes and townships.

Chennai’s leading real estate developers have invested more than ₹2,500 crore in nearly 80 acres of land over the past two years, indicating strong confidence in the city’s residential and mixed-use property market.

The acquisitions are spread across established city locations and fast-growing suburban corridors, showing that developers are no longer concentrating on only one part of Chennai.

Their strategy now includes:

Redevelopment opportunities within the city,

Large residential communities in the suburbs and

Township-scale projects along emerging infrastructure corridors.

Major Land Transactions Across Chennai

Some of the largest disclosed transactions for the past two years include Baashyaam Group’s acquisition of 5.8 acres on Haddows Road for ₹1,212 crore and the purchase of 16.4 acres in Padi for ₹561 crore by Canopy Living LLP, a joint venture between Prestige Estates Projects and Arihant Foundations and Housing.

Brigade Group acquired 5.4 acres in Velachery for about ₹442 crore, while Arihant purchased nine grounds on Anna Salai for ₹100 crore. DRA Homes also acquired approximately 4.3 acres in Chembarambakkam for ₹50 crore.

Godrej Properties secured a much larger 47-acre parcel in Kattur Village near OMR, although the transaction value was not disclosed. Developers have also reported land deals in Thalambur and Karanai, reflecting continued demand for sizeable parcels in Chennai’s southern suburbs.

Different Locations, Different Types of Development

The nature of future development will depend on the location, land size and planning regulations.

Prime city parcels such as

Haddows Road and Anna Salai may be suitable for luxury housing or mixed-use projects.

Larger sites in Padi, OMR and western Chennai could support integrated residential communities, plotted developments, villas or township-style projects.

Velachery, with its established schools, hospitals, retail facilities and transport connectivity, is likely to attract premium apartment developments aimed at upper-middle-income and affluent buyers.

Western Chennai Gains Developer Attention

Development activity is also moving towards western Chennai, supported by major infrastructure projects such as

Chennai Metro Phase 2, covering 118.9 km, is expected to improve connectivity to areas such as Sholinganallur, Madhavaram and Poonamallee, creating new residential catchments along the corridors.

The 132-km Chennai Peripheral Ring Road could unlock larger land parcels around Sriperumbudur, Thiruvallur and the GST Road for township-scale developments.

The proposed Chennai–Bengaluru high-speed rail corridor aims to significantly reduce travel time between these cities, boosting regional connectivity and economic growth.

Large land parcels are more readily available on Chennai’s outskirts than within the core city. This allows developers to plan larger communities with better amenities, open spaces and lifestyle facilities.

Industry participants also point out that land prices are increasing faster than apartment prices. The limited availability of large, clear-title, litigation-free and development-ready parcels is pushing land values higher across Chennai.

Why Land Verified Corporate Services Matter Before Development

Large land acquisitions involve substantial legal, financial and planning risks. A single disputed survey number, ownership defect, access problem or unresolved encumbrance can delay an entire development.

Verified.RealEstate assists residential and mixed-use developers with its advanced AI-driven intelligence:

Bulk-land aggregation

Title verification

Encumbrance checks

Land-classification review

JV and JDA structuring

FSI assessment

Approval planning

TNRERA readiness.

Each parcel can be independently examined for ownership, access, conversion, classification and physical contiguity before it is consolidated into a larger development site.

The Verified. Realestate team also evaluates whether the land falls under CMDA or DTCP jurisdiction and whether the proposed project is compatible with the permissible buildable area.

From Land Acquisition to Project Launch

Verified.RealEstate’s developer-focused process covers four broad stages:

identifying the land and transaction structure,

verifying and aggregating individual parcels,

mapping the approvals and TNRERA requirements, and

preparing the property for a secure project launch.

Developers may acquire land through an outright purchase, joint venture or joint development agreement. The structure can be assessed based on land value, permitted construction potential, expected project revenue, funding requirements and the share offered to the landowner.

The Verified Real Estate corporate team extends its services across Tamil Nadu, covering major industrial, residential, and commercial areas.

As Chennai developers continue to invest in both city and suburban land, detailed legal and development due diligence will become increasingly important. The strongest projects will not be defined only by their location or size, but by whether the underlying land is legally clear, properly approved and practically ready for development.

amil Nadu has released the official tender for the last remaining portion of the Chennai Peripheral Ring Road (CPRR), a 132.87-km expressway designed to connect Ennore Port in the north with Poonjeri/ECR in the south.
This move finally clears the way for full-scale construction across all five sections of the corridor.

The newly floated tender covers Section V, the crucial southern link between Singaperumal Koil and Poonjeri (near Mahabalipuram/ECR)—the final missing piece needed to complete Chennai’s most important ring infrastructure after ORR and IRR.

North Chennai: The Emerging Hub of Real Estate Development!

North Chennai, traditionally known for its industrial base, is now emerging as a vibrant hub for real estate development, driven by a surge in both industrial and residential projects. As the region continues to evolve, it is attracting attention from investors, developers, and homebuyers eager to tap into its growing potential.

A Shift in Focus

Historically, North Chennai was primarily recognized for its manufacturing and industrial sectors. However, recent developments are shifting the focus toward creating a balanced ecosystem that includes residential, commercial, and recreational spaces. This transformation is largely fueled by the ongoing infrastructural improvements and the government’s push for industrialization in the region.

As businesses expand and new industries emerge, the demand for housing is also on the rise. This dual growth is creating a unique opportunity for real estate developers to cater to a diverse clientele, from working professionals to families seeking a quality lifestyle.

Infrastructure Developments Driving Demand

Infrastructure is the backbone of any thriving real estate market, and North Chennai is no exception. Major road projects, such as the expansion of the Chennai Peripheral Ring Road, are significantly improving connectivity to the rest of the city. These enhancements not only make commuting easier but also increase the attractiveness of North Chennai for both residential and commercial investments.

Additionally, the ongoing development of metro rail lines is set to revolutionize public transport in the region. The proposed metro stations will offer convenient access to various parts of Chennai, making North Chennai a more desirable location for people looking to settle down or relocate their businesses.

Residential Developments on the Rise

As industrial growth fuels the influx of workers, the demand for housing in North Chennai has skyrocketed. Developers are responding with a wide array of residential options, including affordable housing projects, gated communities, and luxury apartments. This diversity caters to different demographics, from young professionals to large families.

Many new residential developments are being strategically located near workplaces, educational institutions, and healthcare facilities, enhancing their appeal. Features like modern amenities, green spaces, and community services are also becoming standard, ensuring that residents enjoy a quality lifestyle.

Commercial Real Estate Boom

The commercial real estate sector in North Chennai is also experiencing significant growth. With industries setting up operations in the region, there is a growing need for office spaces, retail outlets, and service-oriented establishments. This demand is further bolstered by the increasing number of startups and small businesses looking for affordable yet strategically located premises.

As more businesses move to North Chennai, the area is transforming into a bustling commercial hub. This growth creates a ripple effect, leading to the establishment of cafes, restaurants, and shopping centers that enhance the overall living experience.

Investment Opportunities Galore

The evolving real estate landscape in North Chennai presents lucrative investment opportunities. Investors are keen to capitalize on the region’s growth trajectory, with many recognizing the potential for significant returns as property values continue to rise. With both residential and commercial developments on the upswing, North Chennai is quickly becoming a hotspot for real estate investment.

Moreover, government incentives for developers, such as tax benefits and streamlined approval processes, are encouraging further investments in the area. This supportive environment bodes well for the future of North Chennai’s real estate market.

Future Aspects

Looking ahead, the prospects for North Chennai’s real estate market are promising. As infrastructure projects near completion and the industrial sector continues to thrive, the region is expected to attract even more residents and businesses. This growth will further enhance property values and solidify North Chennai’s status as a key player in Chennai’s overall real estate landscape.

In conclusion, North Chennai is rapidly evolving from an industrial zone into a multifaceted real estate hotspot. With robust infrastructure, a growing residential market, and expanding commercial opportunities, it is an exciting time for those interested in real estate in this region. Whether you’re a homebuyer, an investor, or a business owner, North Chennai presents a unique opportunity to be part of its dynamic growth story. As the area continues to develop, staying informed about the latest trends and opportunities will be essential for anyone looking to capitalize on this burgeoning market.
