Simplifying High-Rise Project Clearances in Tamil Nadu

The Chennai Metropolitan Development Authority (CMDA) has approved around 17 high-rise building proposals within barely a month of receiving greater approval powers. The number is equal to the total high-rise approvals issued by the authority during the whole of 2024, indicating a significant acceleration in the planning process.

Ministerial Approval Requirement Removed

Previously, proposals for high-rise buildings exceeding 18.3 metres in height had to pass through two main levels:

The proposal was examined by a committee chaired by the CMDA Member Secretary.

Even after committee clearance, the file had to be forwarded to the Tamil Nadu government for final approval by the minister, who served as CMDA chairman.

Under the new system, CMDA can directly approve the proposals, so the files no longer need ministerial clearance. This is expected to reduce such delays.

This change was introduced through a Housing and Urban Development Department government order G.O. (Ms) No.126 dated June 15, 2026. The amendment followed CMDA’s request for greater authority under the Tamil Nadu Combined Development and Building Rules, 2019.

This revised system removes the need for a separate ministerial-level approval after CMDA scrutiny.

Approval Numbers Show a Sharp Rise

CMDA approved 66 high-rise proposals in 2021, followed by 58 in 2022 and 30 in 2023. The number dropped to 17 in 2024 and just nine in 2025.

However, following the recent rule change, nearly 17 proposals were cleared within about a month. Several applications had reportedly remained pending for years under the earlier approval system.

CMDA Member Secretary Rahul Nadh said removing the government-level approval stage could save around two months in the processing of high-rise applications.

Developers Expect Faster Project Clearances

The real estate industry has welcomed the reform, as it removes one administrative layer and may help developers begin projects sooner. Faster planning approvals could also reduce financing costs and prevent prolonged project delays.

However, the change does not exempt developers from obtaining other mandatory permissions.

Developers must still obtain all applicable statutory permissions, which may include:

Environmental clearance

Airport Authority or aviation-related clearance

Fire and rescue services clearance

Traffic and infrastructure-related approvals

Other permissions depending on the project’s height, size, location and use

Verified Real Estate assists developers in coordinating and obtaining these statutory approvals, helping them in ensuring a smoother and hassle-free project approval process.

What the Reform Means for Chennai Real Estate

The rapid clearance of 17 high-rise proposals suggests that the new system could improve the ease of doing business in Chennai’s construction sector. It may also encourage developers to take up larger residential, commercial and mixed-use projects across the metropolitan region.

The long-term impact will depend on whether CMDA can maintain faster approval timelines while ensuring that projects continue to comply with planning, safety, infrastructure and environmental regulations.

Transform your land’s future—convert its CMDA zone, unlock new potential, and develop with confidence.

In Chennai’s metropolitan area, land is classified for specific uses—such as agricultural, industrial, institutional, residential, or commercial—under the guidance of the Chennai Metropolitan Development Authority (CMDA). If you plan to develop or sell property for a use that differs from its current classification, you’ll need a land zone conversion from CMDA. Here’s a detailed overview of why this process matters, how to apply, and the steps required to secure approval.

1. What Is CMDA Land Zone Conversion?

Definition

Zone conversion is a legal reclassification of land from one approved usage (e.g., agriculture) to another (e.g., residential).

Purpose

Ensures Chennai’s development stays organized, with each zone having proper infrastructure and minimal conflicts (e.g., an industrial zone near a densely populated residential area can pose safety or pollution concerns).

2. Why You May Need a Zone Conversion

Building Homes on Agricultural Land

Many landowners want to develop farmland into housing plots. You must rezone the land to residential first.

Commercial Projects

Planning a shop, office, or warehouse on currently residential land? You’ll need to convert it to commercial or industrial usage (depending on the scope).

Enhancing Property Value

Land suitable for more flexible use (residential/commercial) generally commands higher resale or rental value than farmland.

3. Steps to Obtain CMDA Zone Conversion

Identify Current Land Classification

Review official documents: Patta, TSLR (Town Survey Land Register), or check CMDA’s master plan to confirm the existing zone.

Prepare Required Documents

Ownership Proof (sale deed, patta in your name)

Encumbrance Certificate (EC) to ensure clear title

FMB Sketch or survey map

Existing Layout or Site Plan

Proposed usage details (whether you want to build a house, commercial complex, etc.)

Submit Application to CMDA

Fill in the reclassification request form through the CMDA website or local office.

Attach all supporting documents plus the required fee (scrutiny fee, reclassification charges, etc.).

Scrutiny & Public Notification

CMDA may publish a public notice about the proposed reclassification, inviting objections.

If no significant objection arises, your case moves forward for official review.

Site Inspection & Technical Committee Review

CMDA officials assess whether the land meets criteria for the proposed usage—road access, infrastructure feasibility, environment impact, etc.

Approval / Rejection

Once the final clearance is given, you’ll receive a zone conversion order.

In case of rejection, you can appeal or rectify issues and reapply.

4. Key Documents Typically Required

Sale Deed / Patta in the Applicant’s Name

Survey Number & FMB Sketch

Encumbrance Certificate (13–30 years for due diligence)

Existing Layout or Land Use Map

Detailed Proposal / Project Report explaining intended usage

No Objection Certificates (if flagged under special zones like CRZ, HACA, etc.)

Tax Receipts showing no pending property dues

5. After Approval

Layout / Building Plan Approvals

Once zone conversion is done, proceed with Layout Approval or Building Plan Approval if you intend to subdivide or build.

Update Land Records

Ensure Patta or TSLR is updated with the new classification to reflect the reclassification in official records.

6. Services to Simplify the Process

Chennai Embraces Vertical Growth: CMDA's New FSI Proposal to Redefine Urban Living.

The Chennai Metropolitan Development Authority (CMDA) has taken a significant step in reshaping the urban landscape of Chennai by proposing an increase in the Floor Space Index (FSI) along major roads. This initiative is aimed at curbing the city’s horizontal expansion and promoting vertical development, thereby making more efficient use of urban space.

The Need for Change

Chennai, like many rapidly growing urban areas, has been grappling with the challenges of urban sprawl, which leads to increased congestion and strain on infrastructure. In response, the CMDA’s decision to raise the FSI is a strategic move to encourage the construction of taller buildings instead of spreading outwards. By doing so, the authority hopes to create a more sustainable urban environment that can accommodate the city’s growing population without compromising quality of life.

Key Features of the New FSI Proposal

The proposed increase in FSI will apply to several major arteries of Chennai, including Anna Salai, EVR Periyar Salai, Rajiv Gandhi Salai, and both the Chennai-Kolkata and Chennai-Tiruvallur highways. The new regulations will extend up to 500 meters from these key roads, allowing developers to maximize the available space for both residential and commercial projects. A prime example of this shift is the Spencer Plaza Mall, which is expected to transform from its current eight-story structure into a 16-story building, expanding its footprint from 10 lakh square feet to a staggering 30 lakh square feet.

Under the current regulations, the maximum FSI for high-rise buildings stands at 3.25. With the proposed amendments, this figure could rise to nearly 4.9, particularly with the introduction of premium FSIs, which offer an additional 50% increase. Furthermore, the CMDA has made provisions to increase FSI from six to eight free of charge, thereby encouraging more developers to engage in vertical construction.

Reactions from Industry Stakeholders

The announcement has garnered mixed reactions from various stakeholders in the real estate sector. Industry leaders, including Ajith Chordia from CREDAI Chennai, have welcomed the move but emphasize the necessity for substantial improvements to civic infrastructure. As more buildings go up, the need for enhanced roads, sewage systems, and public transport will become increasingly urgent.

S. Kanagasundaram, a licensed surveyor, has voiced the need for CMDA to consider the National Building Code’s guidelines when adjusting FSI limits. There is a widespread concern that increasing FSI could lead to overburdened infrastructure, which would affect the quality of life for residents.

However, Anshul Mishra, the Member Secretary of CMDA, has allayed these fears, stating, “Any apprehensions about the existing infrastructure not being able to support high-rise buildings are misplaced. Infrastructure can always be upgraded to accommodate increased density, a practice followed by many cities.” His comments highlight a commitment to ensuring that Chennai’s infrastructure evolves alongside its real estate developments.

A Vision for the Future

The initiative to increase FSI is part of a broader vision for Chennai’s urban development, aiming to create a more compact, efficient, and livable city. By allowing for more vertical construction, the CMDA hopes to mitigate some of the environmental impacts of urban sprawl, such as increased traffic congestion and loss of green space.

Moreover, this strategic shift towards vertical development aligns with global trends in urban planning, where cities are increasingly looking to maximize limited land resources. As Chennai embarks on this transformative journey, the focus will be on balancing development with sustainability, ensuring that the city remains an attractive place for residents and businesses alike.

Conclusion

The Chennai Metropolitan Development Authority’s plan to increase the Floor Space Index along major roads signifies a pivotal moment in the city’s approach to urban development. By promoting vertical growth, Chennai can better accommodate its expanding population while also enhancing the overall urban experience. As the city navigates these changes, the successful integration of upgraded infrastructure and community services will be essential to ensure a high quality of life for all residents. With the right balance, Chennai can emerge as a model for sustainable urban living in the years to come.

Ensuring Green Urban Spaces: Key Updates on Tamil Nadu's OSR Regulations for 2024

Introduction

As urban areas in Tamil Nadu continue to expand with new residential and commercial developments, maintaining a balance between built-up areas and green spaces has become increasingly vital. The Open Space Reservation (OSR) framework, mandated by the Tamil Nadu Town and Country Planning Act, ensures that large-scale developments include designated green spaces. This article provides a comprehensive overview of the latest OSR regulations and their impact on urban planning in Tamil Nadu for 2024.

Key Updates on OSR Regulations

The Tamil Nadu government has revised building standards to prioritize green spaces, reflecting a broader commitment to sustainability. The Chennai Metropolitan Development Authority (CMDA) is spearheading these changes, with input from CEPT Ahmedabad. The updated regulations focus on integrating green areas into urban development projects and include modifications to setback limitations and expedited approval processes.

The CEPT Ahmedabad experts have proposed several enhancements, including reinforced buffer zones around water bodies and universal accessibility requirements. Additionally, a new concept, Amenity Space Reservation (ASR), is being introduced alongside traditional OSR classifications.

Understanding OSR Land and Legal Framework

OSR land refers to specific areas within real estate projects designated for public use or utility. Governed by the Tamil Nadu Town and Country Planning Act, the framework provides guidelines for land use, development, and distribution. OSR land includes parks, playgrounds, and other community amenities, with strict allocation norms ensuring these spaces are preserved for public benefit.

Local bodies, including municipalities and development authorities, play a crucial role in managing and maintaining OSR areas. Public participation is encouraged to ensure these spaces meet community needs and maintain transparency in urban planning.

Guidelines for OSR Compliance

To comply with OSR regulations, developers must adhere to the following guidelines:

Size and Shape: OSR areas must be at least 100 square meters, with dimensions no less than 10 meters.

Percentage Requirement: Developers must allocate 10% of the total plot area for open space. For plots larger than 10,000 square meters, this requirement applies excluding any areas designated for public roadways.

Exemptions: Developers of plots between 3,000 and 10,000 square meters may apply for exemptions if physical constraints exist. The exemption involves paying the market value of the OSR area to support environmental initiatives.

Importance of Open Space Reservations

Open Space Reservations are critical for urban planning due to their impact on quality of life, environmental sustainability, community building, and public health. These areas enhance urban resilience by mitigating the effects of climate change and natural disasters, support property values, and contribute to overall well-being.

Conclusion

The OSR initiative underscores Tamil Nadu’s commitment to integrating green spaces into urban development. By adhering to these regulations, developers and property buyers contribute to a healthier and more sustainable urban environment. Understanding and complying with OSR requirements is essential for fostering vibrant, livable cities.
