What did TNRERA find?

The project is promoted by Emerald Haven Development Limited under RERA registration number TN/29/Building/0320/2023.

According to a July 29, 2026 order , TNRERA noted that the official address correction was still pending.

The authority reportedly directed the promoter to:

• complete the address correction;
• submit documentary proof to TNRERA; and
• avoid advertising the project until the discrepancy is resolved.

TNRERA had earlier issued directions on April 2 and June 10, 2026 concerning allegedly misleading advertisements.

The available project record connects the land to:

Builder’s response

The promoter denied that the project’s location was wrongly presented. It argued that the property is physically situated on Gurusamy Street, off Clock Tower Road, Anna Nagar West Extension – 600040.

It claimed that the Padi address in the RERA record was a clerical mistake and stated that it had approached TNRERA, CMDA and GCC on May 21, 2026 to correct it.  The promoter has asked TNRERA to withdraw the April 2 and June 10 interim restrictions.

The builder also said that changes had been made to its website and hoardings. Its main project page currently describes the location as “Behind VR Mall, Chennai.”

However, references to Anna Nagar remain on some other project and marketing pages.

However, TNRERA pointed out that the proof of those rectification applications had not been produced before it; and the official correction was still pending.

Is the project in Anna Nagar or Padi?

Both descriptions may relate to different ways of identifying the same area.

Anna Nagar West Extension can be the commonly used neighbourhood or postal address, while Padi Village can be the land’s official revenue-village identity.

But during property verification, the revenue village, survey number and approved-plan address are more important than the popular locality name used in an advertisement.

Why the location claim matters legally

Under Section 11(2) of the RERA Act, advertisements must prominently carry the project’s registration number and the RERA website so that buyers can verify the registered particulars.

Tamil Nadu’s advertising rules also require advertisements to state the project location according to the approved plan. From July 1, 2026, TNRERA introduced graded penalties for advertising violations, with major violations reportedly attracting penalties up to ₹5 lakh.
